MINUTES
City Hall, Friday September 18th,1936.
Pursuant to adjournment of September 8th, the Council met and
was called to order at 7:30 P.M. by Mayor Warner.
Councilmen present: Morehouse, Chamness, Talbert, Henrickson, Warner.
Councilmen absent None.
C. of C. The Clerk read a letter from the Huntington Beach Chamber of
Commerce commending and agreeing with the City Council in its action to
create a planning commission. The letter was ordered filed. s
Golf Club The Clerk read a letter signed by W. F. Curnut,_president of the Men's
Golf Club and Mrs..J- K. McDonald,.president.of the Women's Golf Club,
soliciting funds in the amount of $$500.00 to assist in improving the local
golf course,and on motion by Henrickson seconded by Talbert, the matter was
referred to the Music and Promotion Committee and the Finance Committee
for their investigation and recommendations at next meeting of the Council.
Local Option The Clerk read a letter from the Local Option League in San Francisco
calling the City Council's attention to local option measure on the ballot
and asking the Council's support in the interest of local option. The
letter was ordered filed.
Initiative City Attorney'6veracker informed the Council that he had prepared

a Resolution placing the initiative measure covering games of skill and
science on the November 3rd ballot and explained to the Council the
necessary steps to be taken in order to have the proposition placed on
the November 3rd national ballot.
Resolution The Clerk read a special delivery letter addressed to the Mayor
and City Council and signed in type by David R Woods, 624 Alabama Avenue.
The letter stated in brief that he was a newcomer in Huntington Beach •
but that he had come from towns where tango is popular and that he did
not believe the proposed initiative measure calling for a $500.00 a year
license was sufficient. A proposed ordinance was attached to the letter
calling for a $2500.00 a year license. The matter was discussed between
the Council to the effect that they all believed a 4$2500.00 a year license
would be of more benefit to the City, whereupon the following motion was •
made by Councilman Henrickson: "That the City Attorney draft an ordinance
licensing.games of skill and science at not less than $25.00 per chair
per year, minimum $2500.00 per year, same to be placed on the November •
3rd, 1936 ballot". Motion seconded by Councilman Talbert, put and
carried unanimously.

City Attorney Overacker recommended that both the initiative measure
and -the one above referred to be placed in one resolution. To this recommend-
- anon, the City Council informally agreed.
Sewage Disposal The Clerk presented and read a receipt and release signed by F. S.
Plant
Currie to the effect that he had received payment in full to date amounting
to $6,015.85 for services under an agreement -between the City of Huntington
Beach and F. S. Currie dated June 19th, 1935'. Whereupon the following
motion was made by Councilman Henrickson: "That the receipt and release
executed by F. S. Currie be accepted and that records of the City be
corrected to read F. S. Currie instead of Currie Engineering Company".,
Motion seconded by Councilman Morehouse, put and carried unanimously.
PWA The Clerk informed the Council that he had completed requisition

to the PWA for final payment of $16,396.00 due the City on government

grant for construction of sewage disposal plant and outfall sewer, project
Calif. 1113 R, and on motion by Councilman Chamness seconded by Councilman
Talbert, the City Controller was authorized and directed to sign the above
named application and forward same to the proper department.
Resolution The Clerk read Resolution No. 756, extending time for completion of
No. 756
sewage disposal plant and outfall sewer by Hoagland Engineering Company,
contractor. On motion by Henrickson seconded by Chamness, Resolution No.
756 was passed and adopted by the following vote.
AYES: Councilmen Morehouse, Chamness, Talbert, Henrickson, Warner.
NOES: None.

Petition - The Clerk read a petition signed by a number of citizens requesting

pool the City Council to take immediate steps to construct a casting pool in Lake
Park and on motion by Henrickson seconded by Chamness, the City Engineer was
directed to proceed with the work according to previous plans as rapidly as
possible with his present force of workmen.
Neon Sign On motion by Henrickson seconded by Morehouse, the application of
R. E. McIntosh to install Neon sign on the Breakers.,hotel, 1082 Fifth
Street, was approved.
Ord. #395 The Clerk gave Ordinance #395, creating a planning commission, its
second and final reading and, on motion by Chamness seconded by Henrickson.
Ordinance #395 was passed and adopted by the following voter

• Dogs Mr. Pickering from the County Health Office addressed the ing
Council relative to stray dogs and recommended that either he or
�5 someone be appointed to look after the collection of license and
. impounding the stray dogs. The matter was taken under advisement.

On motion by Talbert seconded by Henrickson, the City Controller and
Councilman Morehouse were authorized to purchase a piano for Memorial Hall.
On motion by Henrickson seconded by Talbert, the City Attorney and
City Engineer were directed to prepare an amendment to the uniform building
code permitting the construction of sheet iron buildings covering a 2500
foot floor space.

Demands On motion by Talbert seconded by Chamness, demands approved
by the Finance Committee were ordered paid.
Demand - Councilman Morehouse called the Council's attention to demand
Baseball
Club of the Huntington Beach Nite Baseball Club amounting to $$1,485.00 and
stated that he believed the amount was too much. After some discussion,
the following motion by Councilman Chamness: "That demand of $1,485.00
of the Huntington Beach Nite Baseball Club be allowed." Motion was
seconded by Councilman Talbert, put and carried. Councilman Morehouse
voting "No".
Sidewalks City Engineer Overmyer informed the Council that he had made a
check of sidewalks on the east and west sides and that there were ap-
proximately 10,689 square feet in need of repair; that he had taken the
matter up with WPA and was of the opinion that they would furnish the
labor and 50% of the cost of the material within certain limitations.
Engineer Overmyer was directed to again check up with WPA and report back
to the City Council at its next meeting.
Tree - The request of C. H. Allaire, 628 - llth Street, to have tree
Removal
removed from ih-�front of his property was referred to the City Engineer
with instructions that he contact Mr. Gallienne, owner of adjoining
property, and get his reaction and report back to the City Council.
Beaches - Councilman Chamness stated that on September 24th and 25th the
Preservation
National Beach Preservation Committee would hold its convention at the
Biltmore hotel and make a trip of inspection along the various beaches.
Mr. Chamness recommended that the City stand the expense of the City
Engineer and any Councilmen w:ushing to attend the convention. The
suggestion was informally agreed to by the City Council.
Pay for On motion by Henrickson seconded by Morehouse, the City ,Clerk was
vacation
directed to prepare payroll covering five days each to former Police
Chief George M. Gelzer and former Judge C.P.Patton, same being balance due
them at the time of their retiring from the services of the City.
Exhibits City Attorney Overacker delivered to the City Council exhibits

acquisition used in the beach acquisition trial at San Diego during the year 1931
trial
and informed the Council that same had been released by the Court. The
City Clerk was directed to file the records.
Transcripts On motion by Henrickson seconded by Chamness, the City Clerk was
directed to write'Attorney L. W. Blodget, Santa Ana,.and ask.that he
return to the City all transcripts in the case of City of Huntington
Beach vs Huntington Beach Company, Standard Oil Company and others for
filing in the City's files.
On motion by Talbert seconded by Henricks , the Council ad-
journed until 7:30 P.M. Monday September st; 9 6.
