City Hall, Monday October 5th, 1936.
The regular meeting of the City*Council was called to order at
7:30 P.' M- by the City Clerk.
Councilmen present: Morehouse,Chamness,-Talbert, Henrickson.
Councilmen absent : Warner.
Talbert - On motion by Chamness seconded by Henrickson, Councilman T. B.
Mayor pro-tem
Talbert was appointed Mayor pro-tem.
Minutes On motion by Chamness seconded by Henrickson, Minutes for the
month of September were approved as read.
Monthly The Clerk read reports of the City Treasurer, City Clerk, City
Reports
Engineer, Chief of Police, City Judge and an annual report from the
Chief Life Guard and, on motion by Henrickson seconded by Chamness,
the reports were accepted and ordered filed.
Application On motion by Chamness seconded by Morehouse, the application of
for license
Mrs. C. H. Manley for license to operate hotel at 804 Ocean Avenue,
Huntington Inn, was approved1.'
Application On motion by Morehouse seconded by Chamness, the application of
approved
S. W. Trimble for permission to install water heater for emulsifying
oil on Lots 22 and 24, Block 515, was approved.
Piano Councilman Morehouse informed the Council that he and the City
Clerk had contacted a number of music.houses and that they had purchased
a new piano which exceeded slightly the budget allowance and, on motion by
Henrickson seconded by Chamness, the Council voted to allow the balance
for the piano as purchased.
Demands On motion by Chamness seconded by Henrickson, demands approved by
1. the Finance Committee were ordered paid.
Surety On motion by Chamness seconded by Henrickson, the surety bond of
Bond
Bayard Butcher, City Treasurer, was approved on condition that Mr. Butcher •
sign the bond and that the affidavit be dated and on motion by Henrickson
seconded by Chamness, the Mayor was authorized to sign the cancellation
of the old bond for City Treasurer Bayard Butcher as soon as the new bond
has been completed and accepted.
WPA - Following motion by Councilman Chamness: "That the City Engineer
Casting pool
be instructed to submit an application to the WPA for aid in the const-
ruction of a fly casting pool, together with certain.additional improve-
ments in Lake Park as per plans of the City Engineer; that the Mayor and
City Clerk be authorized to execute said application and the City Engineer
be designated as it's sponsor's agent". Mdt16n,seconded by Councilman",...

WPA - Ocean front & The following motion by Councilman Chamness: "That the City
Tent city
Engineer be instructed to submit an application to the WPA for aid
for certain improvements in Ocean Front Park and Tent City as per
plans of City Engineer; that the Mayor and City Clerk be authorized
to execute said application and the City Engineer be designated as
its sponsor's agent.
Golf Course Councilman Morehouse informed the Council that he had made
an investigation relative to the needs of the local golf course and
stated that he was informed that they needed new parts for a mower
which would cost approximately $300.00, traveling sprinkler $125.00,
seed and fertilizer $75.00. After some discussion by the Council,
it was decided that the City needed similar equipment for its parks
and, on motion by Henrickson seconded by Chamness, the Streets and
Parks Committees were authorized to purchase the above named equip-
ment and whenever found convenient to loan same to the golf club
for the improvement of its course.
Oil in sewer Councilman Renrickson informed the Council that discoveries
had been made where oil companies were running oil into the sewer,
that one of the guilty parties had been brought into the City Court
and released with a rather low fine. Councilman Henrickson re-
commended that on account of the seriousness of the offense that
the matter should be taken up with the City Judge. The matter was
referred to the Mayor.
Bees Councilman Chamness informed the Council that there had been
a number of complaints on the east side on account of honey bees.
No action was taken by the Council.
PWA - Beach Councilman Chamness reported to the Council that he and the
pavilion
City Engineer had visited PWA Headquarters in Los Angeles and
discussed the matter of the proposed beach pavilion; that it was
his impression that money was being allotted for projects only
which could be started within 21 days but that in the.event the
City wished to proceed with its beach pavilion, it would be
necessary to submit to the PWA detailed plans and specifications.
Architects Councilman Chamness stated that the firm of Walker & Eisen,

be furnished the PWA and Architects Walker & Eisen". Motion seconded
by Councilman Chamness, put and carried unanimously.
Garbage Councilman Henrickson called attention to the careless condition
cans in which
garbage cans were being handled in the alleys. The matter was
referred to the City Clerk who was directed to write the Health Depart-
ment and call attention to same.
On motion by Renrickson seconded by Chamness, Council adjourned
until 7:30 P.M., Monday October 19th, 1936.
