MINUTES
City Hall, Monday October 19th,1936.
Pursuant to adjournment of October 5th, the City Council met
and was called to order at 7:30 P.M by Mayor Warner.
Councilmen present: Morehouse, Chamness, Henrickson, Warner.
Councilmen absent : Talbert.
Frankfort St.- The Clerk read a letter from Ansco Construction Company, Inc.,
extension of time '
asking for an extension of time for the improvement of Frankfort
Street for a period of fifteen days. Following motion by Henrickson:
"That the City Council grant an extension of - fifteens days without'.'.
penalty to the Ansco Construction Company, Inc., for the improvement
of Frankfort Street as per contract dated August llth, 1936". Motion
seconded by Morehouse, put and carried unanimously.
Armistice Day - The request of Chas. G. Schuth, manager of the Huntington Beach
Band
band for an appropriation of $100.00 to be paid the band for services
to be rendered Armistice Day, November llth, 1936 was granted, on
motion by Henrickson seconded by Chamness.
Crossing at In the matter of securing permission from the State Railroad
Hartford St.
Commission and P. E. Railway Company to construct crossing at Hartford
Street was referred to Attorney Overacker with instructions to prepare
the necessary application at the earliest possible date.
Resolution The Clerk read :Resolution No. 758 approving sale of 1760 undivided

interests in Blocks 1403-1404, T. J. Watson's Resubdivision and, on
motion by Chamness seconded by Henrickson, Resolution No. 758 was
passed and adopted by the following --vote:
AYES: Councilmen Morehouse, Chamness, Henrickson, Warner.
NOES: None.
ABSENT: Talbert.
County League of The Clerk called the Councilts attention to the meeting of the
Municipalities
County League of Municipalities to be held in Tustin, Thursday Oct-
ober 22d at 6:30 P.M. The Clerk was directed.to notify the secretary
of the League that approximately nine persons from Huntington Beach •
would attend the meeting.
Amendment to The Clerk read a letter from the Mayor of the City of Glendale
Article IV
asking the City Council's support of the proposed amendment to r
Article IV of the State Constitution. The letter was ordered filed.

Chamber of Commerce- The Clerk read a letter from the Chamber of Commerce recommending

Council except that he was directed to inform the Chamber of Commerce that
a committee of the City Council would be willing to meet with the directors

Application On motion by Henrickson seconded by Chamness, application of Mary E.

- Shinn to.operate restaurant at 112 - 18th Street, was approved.
Demands On motion by Chamness seconded by Henrickson, demands approved by the
Finance Committee were ordered paid.
Dogs Dr. K. H. Sutherland of the Orange County Health Department addressed
the Council relative to the collection of dogs unlicensed and requested that
the Council take some action to eliminate the nuisance of stray dogs. Dr.
Sutherland suggested that a uniform ordinance be adopted throughout the
county and that if the Council could so decide, he would recommend that Mr.
Pickering now handling the collection of dog license in Santa Ana and other
towns be employed in -Huntington Beach and, on motion by Henrickson seconded
by Chamness, the City Attorney was directed to check over the matter with
Dr. Sutherland and Mr. Pickering and prepare a contract between the City and

Mr. Pickering to be submitted to the Council at its next meeting.
Debris in
Councilman Henrickson called attention to the fact.that there was

considerable debris along the sides of First,_.Second and Third Streets.

The matter was referred to.the Superintendent of Streets for his investigation.
Alleys
Councilman Morehouse stated that the alley between Tenth and Eleventh
Streets in the 600 Block was -in bad shape. Engineer Overmyer stated that
alleys were being repaired as fast as funds could be supplied.
Tree
Street Superintendent Overmyer informed the Council that he had contacted
Ia2r. Gallienne, owner of property on Eleventh Street near Acacia, relative to
the removal of a tree in the parkway and that Mr. Gallienne preferred not to
have the tree removed but if IVir. Allaire, his neighbor, insisted he would agree
to its removal and, on motion by Chamness seconded by Henrickson, the request
-" of Mr. Allaire to remove the tree at his own expense was granted.
Trees On motion by Chamness seconded by Morehouse, the request of the Baptist
• Church for permission to remove trees in the curbing and replace with another
'"kind satisfactory with the City Council, was granted.
Triming trees The matter of trimming trees in Lake Park and along the streets was left
S up to the Superintendent of Streets and Street Committee to work out to the
.,best advantage of the City.
Lots 9 & 10, On motion by Henrickson seconded by Chamness, the City Engineer was

directed to contact owner of Lots 9 and 10, Summit Tract and report back
to the Council at its next meeting what the lots could be purchased for.
Lots to be used as a portion of the City yard.
Block 1011 On motion by Henrickson seconded by Chamness, the City Clerk was
directed to write the Huntington Beach Company and ask permission to use
Block 101L along the P . E.. Railway track for recreational purposes in
connection with the Boy Scout cabin.

Lots 51 & 52, Ia, yor Warner suggested that the City purchase tax title to
Wesley Park Z
Tr. Lots 51 and 52, Block 910, Wesley Park Tract, same to be used as a
location for a Girl Scout cabin. The City Attorney was directed to
take the matter up with the County Auditor and report back to the
Council the amount necessary to redeem county taxes.
Golf Course Mayor Warner informed the Council that he had investigated the
matter of purchasing equipment and supplies for the local golf course

and on account of the course being run by a private individual, he
could not recommend the expenditure of city money for its improvement.
No action was taken by the Council.
Engineer Overmyer informed the Council that various WPA.projects
were progressing satisfactory and the City would be called upon to
spend approximately $243.00 plus engineering on projects that would
benefit the City approximately $3000.00.
The Clerk read Resolution No. 759 accepting deed for property
along Frankfort Street and, on motion by Morehouse seconded by Chamness,
Resolution No. 759 was passed and adopted by the following vote:
AYES: Councilmen Morehouse, Chamness, Henrickson, Warner.,.
NOES: None.
ABSENT: Councilman Talbert.
Resolution The Clerk read Resolution No. 760, accepting deed to property along

along Frankfort Street and, on motion by Chamness seconded by
Henrickson, Resolution No. 762 was passed and adopted by the following

ABSENT: Councilman Talbert.
Oil in In the matter of oil being dumped into the city sewer, Mayor

Warner suggested that the City Engineer, City Attorney and Chief of
Police meet together and decide on the proper procedure in securing
evidence against the violators.
