HomeMy WebLinkAbout1936-11-1019 MINUTES • City Hall, Tuesday November 10, 1936. Pursuant to adjournment of November 2d, the City Council met and was called to order at 7:30 P.M. by Ida.yor Warner. Councilmen present: Morehouse, Henrickson, Warner. Councilmen absent Talbert, Chamness. Christmas fund- The Clerk read a letter from the Chamber of Commerce asking for C. of C. an appropriation of $$300.00 to cover all expenses for decorations, light- ing and supplies for the Christmas season. The letter stated that they would cooperate with the other organizations who in the past had taken part in Christmas entertainments and, on motion by Henrickson seconded by Morehouse, the Council appropriated the sum of $300.00 as per their request", Frankfort St. completion The Clerk read a letter from the Ansco Construction Company in- forming the Council that their contract for the improvement of Frankfort Street had been completed and asking the Council to accept same. Engineer Overmyer submitted written recommendations that the Council accept the above named work and informed the Council that it had been finished in accordance with plans and specifications and, on motion by Henrickson seconded by Morehouse, the City Council voted unanimously to accept the job and the Mayor and City Clerk were authorized to execute notice of completion and the City Clerk was directed to have same re- corded in the County Recorder's Office. At this time, 7:45 P.M., Councilman Chamness arrived. Gas Tax The Clerk read a letter from Engineer Overmyer relative to dis- position of 1936-37 gas tax allocation for streets of major importance in the City. He also submitted in duplicate agreements with the State for the accumulation and use of above.named fund and, on motion by Henrickson seconded by Chamness, the Mayor and City Clerk were authorized to execute the agreement covering gasoline fund expenditure on streets of major importance in -the City. Motion put and carried unanimously. • Improvements Engineer Overmyer submitted a report covering improvements on city property as recommended by the Zurich Insurance Company and, on motion by Chamness seconded by RenriAson, the Engineer was authorized to proceed with the work in accordance with his recommendations, all except that portion in the immediate vicinity of the beach pavilion. Motion put and carried unanimously. Letter of The Clerk read a letter signed by a number of property owners commendation along Frankfort Street commending the Council for the valuable improve- ment. The letter was ordered filed and C. W. Patrick was authorized to inform the signers that the City Council appreciated their cooperation. 20 Page 2, Nov. 10, 1936. Att°y Blodget The Clerk informed the Council that he had written xti • Attorney Blodget asking for the return of transcript of the trial in San Diego relative to acquisition of beach property but that to date they had not been turned over to the,City and.no report had been received from Attorney Blodget. The matter was continued under advisement. Baseball Club The City Clerk informed the Council that the Baseball Club had turned in $191.36 from gate receipts as per their :. agreement with the Council. Tango The Clerk read a letter from A. M. Wilkinson, Hollywood, addressed to the Mayor, City Council, City Attorney and Chief h. of Police in which the Council was urged to use its influence against the operation of tango games within the City of Hunt- ington Beach. The letter was ordered filed. Application The Clerk presented and read an application for license, for license addressed to the City Clerk and City Council, asking permission to operate a cigar store at 114 Main Street. The application was signed by G. W. Tubbs and A. C. James, jointly. The Clerk informed the Council that in as much as the 19 applicant had told him verbally that the purpose of the cigar store was secondary and that the real purpose of the license was to operate a number of marble machines, he, the Clerk did not feel that he could issue the license without bringing the matter before the City Council for its consideration. The matter was taken under advisement until later in the meeting. Recess At this time, 8`5;00 o'clock P.M., the Council recessed for executive session. Council again called to order at 8:45 P.I. • Councilmen present: Morehouse, Chamness, Henrickson, Warner. Councilmen absent Talbert. Resolution 763 The Clerk read Resolution No. 763 requesting the Board of Supervisors of Orange County to allocate to the City of Huntington Beach $9,300.00 from the gas tax fund for the improvement of Frankfort Street and, on motion by Chamness seconded by Henrickson, Resolution No. 763 was passed and adopted by the following voter AYES: Councilmen Morehouse, Henrickson, Chamness, Warner. NOES: None. ABSENT: Councilman Talbert. 7Y Demands On motion by Chamness seconded by Ienrickson, demands approved b the Finance Committee were ordered W .... _ . y paidci Supervision of Mayor Warner informed the Council that the PWA-had dis- play -grounds • continued their supervision of play -grounds and that he did not believe the City had made provisions for funds -to carry on the work. Mrs. Walter Dabney, President of the Women's Club, addressed the Council and informed them that supervision in the w Page 3, Nov. 10, 1936. 1 41 • r1 Jr=w1 .1 past had not been satisfactory and asked if it were not possible for the:Council to take the matter over and furnish supervision. The matter was taken under advisement by the Council. Beach pavilion plans for,the construction of the beach pavilion but that the specifications had not yet been received. It was decided by the Council to look the plans over but to take no action until the specifications had been received. License granted The matter of granting a license to Tubbs and James to to Tubbs & James operate a cigar store at 114 Main Street was again discussed ,and, on motion by Henrickson seconded by Chamness, the City Engineer Overmyer informed the Council that he had received Clerk was directed to grant the license as called for.
