WPA Projects -
funds for.
City Hall, Monday January 4th, 1937•
The regular meeting.of the City Council was called to order
at 7:30 P.M. by Mayor Warner.
Councilmen present: Warner, Morehouse, Henrickson, Chamness.
Councilmen absent : Talbert. (Councilman Talbert arrived at 7:45 P.M.)
On motion by Morehouse seconded by,Henrickson, Minutes for
the month of December were annroved as read.
The Clerk read a letter from the League of California
Municipalities to the effect that Attorneys Graves and Burke are to
represent the cities and League of Municipalities during the present
session of the Legislature. The communication was ordered filed.
The Clerk read a letter from the League of !California.;
Municipalities calling attention to a resolution which it was
claimed had been passed by other cities asking that the government
continue to furnish funds for WPA projects already underway. The
lette.r requested that the City Council of the City of Huntington
Beach pass a similar resolution. The letter was ordered filed for -
further study.
Impo of beach City Engineer Overmyer presented an estimate and plans for
campground
the improvement of the beach camp grounds, total cost $1,391.05 for
labor and material, the work consisting of the construction of picket
fence, four picnic tables, two.outdoor stoves and additional electric
G service and, on motion by Henrickson seconded by Chamness, the
engineer was directed to proceed with the work as per plans submitted
to the Council.
Damage to Engineer Overmyer called the Council's attention to damage

of the municipal pier caused during the recent storm and submitted
an estimate of $185.00 for repairing girder and the replacement of
lighting fixtures; repairs to be made by the Gunite method. He also
recommended that some additional repairs be made at the same time.
Mayor Warner called attention to the insurance held by the City to•
cover damages in excess of $100.00 and stated that he had taken the
matter up with the insurance people and, on motion by Henrickson
seconded by Talbert, the City Engineer was authorized and directed
to proceed with the repairs to the pier in accordance with his
recommendations, it being understood that bill would be rendered
the insurance company in accordance with the terms of the insurance
policy.
Agreement - The Clerk presented and read an agreement between the City
Montgomery
of Huntington Beach and J. W. Montgomery, the City leasing to the
rlatter pier building located on T-4 municipal pier for a period of

five years beginning January 4th, 1937 and, on motion by
Chamness seconded by Henrickson, the Mayor and City Clerk were

authorized to execute same on behalf of the City.
Beach Pavilion
The Clerk read a letter from A• D• Wilder, State
Director of PWA, to the effect that plans and specifications
for the construction of the beach pavilion were being returned

and that it would not be possible -at this time for the govern-
ment to make an allotment for any portion of the cost of the
construction of the pavilion. The letter was ordered filed.
Palm Tree
The request of the Salem Oil Company for permission to
remove a small Palm tree at 14th and Olive was granted.
Crossing at
Engineer Overmyer submitted a written report to the
Hartford
effect that he had met with officials of the Pacific Electric
Railway Company and the California Railroad Commission relative

to the opening of a crossing across the Pacific Electric tracks
at Hartford Street; that the cost for the installation of
National Lock
Co.
Anti -picketing
Ord. recommended
electric signals and paving would amount to approximately 3000.00.
The matter was ordered dropped on account of excessive cost.
The Clerk read a letter from Engineer Overmyer stating
that the National Lock Company had proposed to install locks on
beach toilets at a cost of $55.00 each and. to accept in payment
50% of the revenue until the locks are paid for after which time
they would beco,,ne the property of the City. The matter was held
over pending further investigation of the engineer and he was
instructed to make inquiry of other beach cities as to whether
or not locks were satisfactory.
The Clerk read a letter from the Orange County,Grand
Jury recommending that the city pass an anti -picketing ordinance
similar to that passed by the County. On motion by Henrickson
seconded by 'Talbert, the City Attorney was directed to prepare
such an ordinance and present it at next meeting of the City
Council.
Monthly Reports On motion by Chamness seconded by Talbert, monthly reports
of the City Clerk, City Treasurer, City Judge, Building Inspector
and Chief of Police were accepted and ordered filed.
Renewal of Lease- The request of James De Guelle for renewal of lease covering
DeGuelle
concession at the end of municipal pier was referred to the Beach
and Pier Committee, Councilman Chamness chairman.
House trailers The matter of framing an ordinance prohibiting the parking
of trailers on Ocean Avenue and other streets of the city was
referred to the City Attorney and Chief of Police.

Release from
agreement The Clerk read an agreement between the City and C. K.
Morrison releasing both parties from an agreement dated March lst,
1936 covering lease to operate a live bait boat, the lease of a
building located on T-4 of the pier known as Building No. 5 and,
on motion by Henrickson seconded by Chamness, the Mayor and City
Clerk were authorized to execute the agreement on behalf of the City.

Tax Deed On motion by Henrickson seconded by Chamness, the Council
property voted to consider the matter of purchasing tax deed p g property from
the State for city purposes, lots being considered are as follows:
33 - 35 - 37 - 39 in Block 813, 51 and 52 in Block 910, 12 - 14 -
16 and 18 in Block 812 and 8 - 9 and 10 in Block 812, all in
Wesley Park tract. Mayor Warner stated that he had discussed
this matter with County officials and would investigate further
as to the procedure necessary.
Demands On motion by Chamness seconded by Talbert, demands ap-

Fruit & Vegetable Councilman Henrickson stated that fruit and vegetable

with ordinances. This was referred to the Chief of Police with
-. instructions to confer with the health officers.
Lights on Councilman Henrickson recommended that the red lights on

this might reduce accidents in the future. The Council agreed to
try.the plan at least for a month or so.
Subway at Ocean Ave. Councilman Morehouse stated that he and Engineer Overmyer
& Main proposed
had been investigating the feasibility of constructing a subway
on Ocean Avenue at the intersection of retain Street and that they
had come to the conclusion that the project would be practical
and the total cost would be approximately $12,000.00, 50% would
be born by the State, 25% by the County and 25% by the City. On
motion by Talbert seconded by Henrickson, the City Engineer was 6-J.-I-;
directed to take the matter up with the State Highway Commission
- and the Board of Supervisors and submit a report to the Council.
De-I,rick unsafe Engineer Overmyer informed the Council that derrick on
Lots 1-2-3 - and 4, Block 109, had been posted as unsafe, also
that registered notices had been sent the land owner and the' -record
owner of the derrick. No action was taken by the Council.
Dogs Chief of Police Grant informed the Council that Nevmort
Beach and Laguna Beach had signed up with the County in an agree-
ment to enforce dog license tax.

Helmets for
Fire Dent.
Fire Chief Sargent asked the Council to give him
permission to purchase fifteen helmets for the Fire Depart
ment at a cost of $115.00 and, on motion by Talbert seconded
by Chamness, the Fire Chief was authorized to make the purchase.
On motion by Chamness seconded by Henrickson, the
Council adjourned until 7:30 P.M. Monday 0anuary 18th, 1937.
