City Hall, Tuesday February 9th, 1937.
Pursuant to adjournment of February lst, the City Council
met and was called to order at 7:30 p.m. by Mayor Warner.
Councilmen present: Morehouse, Chamness, Talbert,Henrickson,Warner.
Councilmen absent : None.
Applications The Clerk read the following applications signed by D.R.
Tower:
Application for exclusive bait concession on the end of the
municipal pier.
Application for exclusive franchise to operate off Huntington
Beach pier one or more projects with one or more shore boat
services.
Application for exclusive franchise to operate off Huntington
Beach pier one or more live bait boats.
On motion by Talbert seconded by i�enrickson; the applications
were referred to the beach and pier committee to investigate and
report back to the Council.
Folders for The request of -the Chamber of Commerce for, funds and per-
C. of C.
mission to order the printing of ten thousand folders at a total
cost of $226.00 was read by the Clerk and, on motion by Chamness
seconded by Talbert, the Council voted to appropriate the sum
called for.
C>'of C. A written request of the Chamber of Commerce for permission
to meet with the beach and pier committee of the Council to
discuss the fishing situation on the municipal pier was referred
to the beach and pier committee and the Clerk directed to so
notify the Chamber of Commerce.
Drainage The Clerk read a letter from the Chamber of Commerce calling
attention to lack of adequate drainage in the vicinity of 13th-
Street and Orange Avenue. The matter was discussed at some
length by the City Council and the following motion was made by
Talbert: "That the City Engineer prepare preliminary estimate
and plans covering drainage of Ocean Avenue, drainage of 13th
Street, Ocean to Orange and Orange Avenue to Lake, also drainage
of east side district from Clay street to the ocean along
Alabama Avenue". Motion seconded by Henrickson, put and carried.
The City Engineer was also directed to make inquiry relative to
securing WPA labor on the above named project.

Dangerous The Clerk read a letter from the Chamber of Commerce calling

attention to the dangerous crossings at 17th and Orange and at
Wesley and Main. On motion by Henrickson seconded by Talbert, the
Chief of Police was directed to order illuminated stop signs for

PWA The Clerk read a letter from A. D. Wilder, Acting State
Director of the PWA, requesting information concerning the Cityls
finances before proceeding with the beach pavilion. The Clerk

was instructed to furnish the necessary information.
Beach Pay. Councilman Talbert informed the Council that he had gone into
the matter of the City's application for funds to assist in building
the beach pavilion while he was in Washington. Mr. Talbert stated
that the matter had not been closed but was being held pending
further funds to be authorized by the present
Congress.

At this time, 8:30 p.m., the Clerk of
the Council asked to be
excused and that H4elen N. Newland, deputy,
would act as clerk of the
Council for the remainder of the meeting.

Seed ,for
The Clerk read a letter from the Huntington Beach Garden Club

expressing appreciation for donation of seed to improve parkings
and vacant lots. Engineer Overmyer informed the Council that he
had looked into the matter as handled in Santa Ana, and found.that
the seeds were furnished by the 'Chamber of Commerce of that City,

and that the City did not donate the seeds or other help. The
City Engineer was instructed to disc and plant wild flower seeds
in first parking on Main Street. The City Clerk was instructed to

notify the Beautification Committee of the Chamber of Commerce that

this was being done, but that the City was not financiAlly in

position to help further.
Tax deeded
Upon motion by Chamness, seconded by Henrickson, the City ac-

cepted proposition to purchase certain tax deeded lots, and the
Mayor and City Clerk were authorized to sign the agreement.

Trailer
The Clerk read ordinance reL;ulating trailers. Mr. 0. B.

Hitterdale addressed the Council favoring regulations of
trailers less stringent than in the City of Long Beach. Mr.
Gallienne, Secretary of the Chamber of Commerce, asked for
copy of proposed ordinance for discussion at meeting of
Commercial Secretaries of California to be held in Stockton

within a day or so, he to report findings to the Council.

Engineer Overmyer called attention to rabid deterioration
paving
of Wesley Avenue, easterly, due to surface water. No action
taken.

Councilman Chamness of Beach and Pier Committee, reported

The matter of protection of his property was to be given further
consideration. On motion by Chamness, seconded by iienrickson
the Mayor and City Clerk were authorized to sign agreement with
Mr. De Guelle for concession for three years as per his request.
Adjournment was made until 7:30 p.m., Monday February 15th,
1937, on motion by `,Henrickson, seconded by Chamness.

Pursuant to adjournment of February 9th, Councilman
Morehouse and the Clerk appeared at the council chamber at 7:30 p.m.
There being no quorum present, the Clerk adjourned the meeting until
7:30 p.m. Wednesday, February 17th, 1937.
