The regular meeting of the City Council was called to order
at 7 : 30 p.m. by Mayor Warner.
Councilmen present: Warne-r,Morehouse,Chamness, Talbert,Henrickson.
Councilmen absent None.
Minutes
On motion by Henrickson seconded by Chamness, Minutes for the
month of February were approved as read.
Monthly -reports
The Clerk read monthly reports of the City Engineer, City Judge,
Chief of Police, City Treasurer and City Clerk and, on motion by
Chamness seconded by Talbert, same were accepted and ordered filed.
Dogs
Dr. K. H. Sutherland addressed the Council relative to rabid
dogs in the City of Huntington Beach and recommended that immediate
action be taken to strictly enforce a ninety day quarantine in
accordance with law. After some discussion, on motion by Talbert

seconded by Chamness, the Council authorized the employment of
H. D. Pickering as special officer for a period of fifteen days at a
salary of $5.00 per day plus 500 per dog impounded.
Enforce quarantine
Mr. Pickering was instructed to patrol the city and see that
on dogs
the 90 day quarantine is enforced while he is on duty and to make

De Molay
Members of the De Molay informed the Council that they had

Oil on Streets
selected March 17th as the day members of their lodge would represent
the city officials. The Mayor informed the committee that this
day'would be satisfactory with the City Couficil.
The Clerk read a letter from the busin.e'ss men's committee of
the Chamber of Commerce recommending that license on rolling stores
be increased to the sum of $500.00 per year. Action was deferr6d
to next meeting of the City Council.
The Clerk read a letter from the State Compensation Insurance
Fund recommending certain safety measures be taken in the City Yard
and, on motion by Henrickson seconded by Talbert, the matter was re-
ferred to the City Engineer to comply with the request acid report
back to the City Clerk.
The Clerk read a letter from IA. G. Jones, Superintendent of the
High School, calling attention to.oil being allowed to run on the
sidewalks in the vicinity of 14th and Main Streets. This matter was
referred to the City Attorney to prepare an ordinance covering the
regulation of sump holes and dumping of oil waste inside the city.
The Clerk was directed to notify Mr. Jones that action was being
taken to abate the nuisance.

Remove two
On motion by Chamness seconded by 4enrickson, the Blanding

The Clerk read an application from Mae Barnes for the position

of janitress on the beach. There being no vacancy at present, the Mayor

ordered the application placed on file.
Contract
The Clerk read a. contract between Denio, Hart, Taubman and

Simpson, firm of attorneys of -Long Beach, and the City of Huntington
i
Beach to the effect that the City employ the above named firm to
assist in drafting a charter for the City and to assist the City
Attorney in an effort to secure oil royalties in the event the State
or any one else drills in or under the tidelands. The contract pro-
vided that the City advance the above named attorneys the sum of
$2500.00 retainer fee and to pay certain percentages in the event

revenue is saved for the City.
Councilman Morehouse informed the Council that he did not feel

he had had sufficient time in which to study and investigate the terms
of the contract and therefore requested additional time for investigation.
The Mayor and other members of the Council urged that immediate action
be taken for the reason that the State Legislature is in session.
Resolution
NO-769
The Clerk then read Resolution No. 769, authorizing the Mayor
and City Clerk to execute the�kbuve named contract and, on motion by

Chamness seconded by Talbert, Resolution No. 769 was passed and
adopted by the following vote:
AYES: Councilmen Chamness,Talbert, Henrickson, garner.
NOES: Councilmen - None. Councilman Morehouse not voting.
ABSENT: Councilmen - none.
Demands On motion by Talbert seconded by Chamness, demands approved
by the Finance Committee were ordered paid.
Postoffice Engineer Overmyer informed the Council that he could have
signs
postof-fice signs placed on lamp posts in the vicinity of intersection
of Ocean Avenue at Main Street at a cost of $3.50 each and, on motion
by Henrickson seconded by Chamness, the engineer was directed to have
the signs placed.
Refractors Engineer Overmyer submitted an estimate for the installation of

refractors on the 32 units between Ocean Avenue and brange Avenue on
Main Street and stated that he believed the cost was high in proportion
t6 the benefit derived. On motion by Talbert seconded by genrickson,
the matter of installing refractors was deferred and the engineer was
directed to install 4000 lumen lights for a distance of two and one-half
blocks along Main Street between Ocean Avenue and Orange Avenue.

Red Globes On motion by Talbert seconded by Chamness, the Superinten-

Ocean Avenue from Street light standards.
Remove tree - On motion by Henrickson seconded by Chamness, the request
permission given
of A. D. Bermudez to remove Cypress tree at 215 - 7th Street was
granted providing the owner remove at his own expense and replace
with tree satisfactory to the City.
Leaks in Fire Chief Sargent informed the Council that leaks had

to the building committee and the City Engineer to check up and
report back to the Council.
On motion by Talbert seconded by Chamness,`the Council
adjourned until 7:30 p.m., Monday March 8th,--1937.
