MINUTES
City Hall, Monday April 5th, 1937•
The regular meeting of, the Council was called to order at 7:30
P.M. by Mayor. Warner.
Councilmen present: Warner, Morehouse, Chamness.
Councilmen absent Talbert, Henrickson.
Minutes Minutes for the month of March were approved as read upon motion:
by Chamness, seconded by Morehouse.

Inspector, Chief of Police and City Judge were accepted and ordered
filed.
Unsafe Oil A letter from City Engineer Overmyer regarding the unsafe oil
derrick
derrick located on Lots 1, 2-, 3 and 4, Block 109 was read. The City
Attorney said that a certified copy of the posting of the notice should
be filed with the City Clerk to be presented to the City Council at the
first meeting after thirty days after the posting. The matter was re -
Elferred to the City Engineer to make the necessary affidavits.
C Windsor Club The.Clerk read a letter from the Windsor Club asking for cancella-
tion of charges for the use of the Memorial Hall on December 2nd, 1935,
on April 30th, September 26th•and October 16th, 1936. Upon motion by
C Chamness seconded by Morehouse, charges were cancelled.
Application to The Clerk read an application from Dwight K. Clapp for renewal
renew lease -
Clapp of lease on concession space in life guard station. This was referred
to the Beach and -Pier Committee.
H. B. News A request from -the Huntington Beach News that the City take a page
advertisement in a section of the Huntington Beach News devoted to the
t-' newly formed "Home Builders' Association" to appear about April 15th was
taken under advisement. -
Public address
system The matter of a public address system in the Memorial Hall,: --,.as
requested in letter from the Chamber of Commerce, was taken under
advisement.
Signs on A letter from the Chamber of,Commerce suggesting the installation

° of signs to be installed at various points on highway 39 was read. The
matter was referred to the City Engineer to determine possible locations
for the signs.
` Application Upon motion by Chamness seconded by Morehouse, the application
approved
of Helen Hudson for a license to sell peanuts and popcorn on east Ocean
Avenue was approved.

An application from Willoughby L. Farquhar for position

Camp was referred to the Chief of Police to work out with the police
Committee.
Legion quarters
A letter from Joseph Rodman Post #133, American Legion, calling

the Council's attention to condition of walls in legion quarters,
hallway and roof was referred to the City Engineer and the Building
Committee for study and report.
Sewage Ass'n
An invitation for the Council to attend the 9th special con -

ference of the California Sewage Work Association to be held in
Stockton, California, on Friday and Saturday, April 23rd and 24th,
1937, was ordered filed. The City Clerk was instructed to write
the association asking for acknowledgment of membership fees.

supplied to the City were presented. The bids were referred to the

Water Company
Request of the Southern California Water Company for waiver
of maintenance charges for new pipe line on the east side as to

dirt and oil and gravel streets and alleys was denied, upon motlbnn,

by Chamness seconded by Morehouse.
Ord. 397 -
Ordinance No. 397, amending Ordinance No. 327, licensing
First reading
rolling stores, was given its first reading. Earl Ellis, local

produce peddler, informed the Council he would be unable to pay a

larger license.
Ord.398 -
Ordinance No. 398, regulating parking of trailers in the
First reading
City of Huntington Beach, was given its first reading.

Demand for refund of Gas Department deposit of Mrs. C. E.
Refund denied
Arnold was denied and returned to the City Clerk, it being the
opinion of the City Attorney that the claim was outlawed.
WPA playground
City Engineer Overmyer presented request from WPA playground
supervisor'.,for certain tools. Inasmuch as the $25.00 allowed for
playground equipment had been spent, the matter was taken under

Beach & camp Upon suggestion of Councilman Chamness, it was agreed that

the Council as a whole should look over the beach and camp ground
and outline improvements and changes for the coming season.
Fishing barge Councilman Chamness reported that it was the.intention of
C. K_ Morrison to operate fishing barge this summer. Mayor
Warner reported that Mr. Morrison had informed him that he would
have a larger and better equipped barge.
Crossing Mayor Warner informed the Council that the Pacific Electric
PE Railway Co.
` Railway Company would improve crossing at the foot of Main Street

Fish refuge bill Councilman Morehouse asked that the Council pass a resolution
favoring the fish refuge bill. No action was taken.
Demands Upon motion by Chamness seconded by Morehouse, bills as ap-
proved by the Finance Committee were ordered paid.
Upon motion by Chamness seconded by Morehouse, the Council
adjourned until 7:30 P.M.,Monday April 12'th, 1937.

Pursuant to adjournment of April 5th, Mayor Warner and the City
Clerk appeared at the Council Chamber=. There being no quorum present,
the Mayor adjourned the meeting until 7:30•p.M. Monday April 19th, 1937.
