Pursuant to adjournment of April 12th, the City Council met and was called to order at 7:30 p.m. by Mayor Warner. Councilmen present: Warner, Morehouse, Talbert, Henrickson. .Councilmen absent : Chamness (Councilman Chamness arrived at 8 : 00 p.m..) The Clerk read Resolution No. 772, same being a resolution for the clearing of weeds on lots in the City of Huntington Beach and, on motion by Talbert seconded by Henrickson, Resolution No. 772 was passed and adopted by the following vote: AYES: Councilmen Morehouse, Talbert, Henrickson, Warner. NOES: Councilmen - None. ABSENT: Councilman Chamness. On motion by Henrickson seconded by Morehouse, the appli- cation of Herb Hartley for permission to show moving pictures in Memorial Hall May 13th was approved provided the films to be _. used are what is known as safety or noncombustible. Councilman Chamness At this time, 8:00 p.m., Councilman Chamness arrived. arrived , Neon sign On motion by Talbert seconded by Morehouse, the application of J. H. Eader to erect Neon sign at 111 Main Street was approved. Neon Sign On motion by Henrickson seconded by Morehouse, the applica- tion of CollinsTerry•to erect Neon sign at 409 Walnut Avenue was approved. Application - The Clerk read ani-j- application from Foster & Kleiser to Foster & Kleiser erect a sign board 1Ox25 feet on Lot 10, Block 111, facing Ocean Avenue. Whereupon the following motion was made by Councilman Morehouse: "That the City Council disapprove the erection of a sign in that location". Motion was seconded by Chamness and was lost by the following vote: AYES: Councilmen Morehouse, Chamness. NOES: Councilmen Talbert, Henrickson, Warner. ABSENT: None. Application approved On motion by Talbert seconded by Henrickson, the application of Foster & Kleiser for permission to erect sign board on Lot 10, Block 111, facing Ocean Avenue, was approved by the following vote: AYES: Councilmen Talbert, Henrickson, Warner. NOES: Councilmen Morehouse, Chamness. ABSENT: None. Improvejgent at City Engineer Overmyer presented an estimate of improvements camp ground at the City camp ground and on the beach front, the cost of which .is to be $1,384.87 and, on motion by Henrickson seconded by Chamness, the City Engineer was authorized and directed to proceed with the work as outlined in his written recommendation. Asks refund of The Clerk read a letter from City Engineer Overmyer relative weed charges to claim for refund of weed charges on Lots 13 and 15, Block 619 i� 3 a J a i� D Page 2, April 19, 1937 by Mrs. Julia Bacon. The matter was ordered held over pending a r C C: c� r r� C 0 C C 17 C .formal demand for the refund. Fly Casting, Club The Clerk read a letter from the Huntington Beach Fly and Bait Casting Club inviting the Council to be present at their opening on Sunday April 25th. The letter was ordered filed. Application The application of Mrs. C. G. Scott for position as care- taker of the rest rooms on the beach was referred to the Beach and Pier Committee. Request granted On motion by Henrickson seconded by Morehouse, the request of the Sea Scouts and Girl Mariners to sell refreshments at the Boy Scout cabin Sunday,.April 25th was granted. Ord. #398 The Clerk gave Ordinance No. 398, regulating camp cars and passed trailers, its second and last reading at this time and, on motion by Talbert seconded by Morehouse, Ordinance No.-398 was passed and adopted by the following vote: AYES: Councilmen Morehouse, Chamness, Talbert, Warner, Henrickson. NOES: Councilmen - None. ABSENT: Councilmen - None. Improvement on W. J. Bristol, Chairman of the beach committee of the Chamber beach recommended by C. of C. of Commerce, addressed the Council and recommended that the Council consider a five year plan of improvement along the beach front. Improvements to include the acquisition of approximately 1500 feet of beach easterly from the City Camp ground and that portion of the -beach-between %lain Street and 9th Street and that certain improve- ments be made beginning as soon as possible. Mr. Bristol submitted a sketch of the plans as outlined and recommended by the Chamber of Commerce. The Council agreed to meet with the Chamber of Commerce committee and consider the recommendations on Wednesday April 28th at 7:30 p.m._at the Chamber of Commerce office. Prate at camp The matter of establishing rate for use of the Municipal Auto Camp g_-ound was deferred until the meeting of the Council on May 3rd, 1937. Killian & Higgins On motion by Chamness seconded by Talbert, the City Clerk was on=`norithly directed to place C. H. Killian and Delbert Higgins on the monthly pay roll pay roll beginning April 15th at the same rate of pay as last year. Applications On motion by Talbert seconded by Henrickson the various ap- concessions plications for beach concessions were referred to the Beach and Pier Committee for further consideration and recommendation at the May 3rd meeting of the Council. -- City Charter On motion by Talbert seconded by Chamness, Mayor Warner was authorized to rzake a statement of facts concerning the proposed City Charter and have same published in the Huntington Beach News issue of - Thursday April 22d. Application On motion by Chamness seconded by Talbert, the application of anDroved 0. M. Stickrod to operate hotel at 215 Main Street was approved: 06 Page 3 - Minutes Apr. 19, 1937 City Attly's office Following motion by Councilman Henrickson; "That the declared vacated office of the City Attorney be declared vacated". Motion seconded by Councilman Chamness, put and carried by the following vote: AYES: Councilman Morehouse, Chamness, Henrickson. NOES: Councilman Talbert, Warner. ABSENT: None. Demands The following motion by Councilman Chamness: "That the demands of City Attorney Overacker be approved and paid". Motion seconded by Morehouse, put and carried unanimously. Demands On motion by Chamness seconded by Talbert, demands approved by the Finance Committee were ordered paid.
