MINUTES
City Hall, Monday, May 3rd, 1937
The regular meeting; of the City Council was called to order
at 7:30 P.M. by Mayor Warner.
Councilmen present: Warner, Morehouse, Talbert, Henrickson.
Councilmen absent Chamness (Chamness arrived at 7:40 B.M.)
Minutes On motion by Talbert seconded by Morehouse, Minutes of the
Council for the month of April were approved as read.
Chamness arrived At this time, 7:40 P.M., Councilman Chamness arrived.
Election This being the date set for canvassing returns of the Special
Returns
Municipal Election held on Thursday, April 29th, 1937, the City
Council proceeded to check the records of the election board. In
checking these records the City Council discovered an error in the
election board's posted notice of Consolidated Precinct "A". The
election board's notice originally read Proposition No. 1 Yes - 79,
No - 64.. Proposition No. 2 Yes -.78, No - 89. The corrected
figures are as follows:
Proposition No. 1 - Yes - 79, No - 78:
Proposition No. 2 - Yes - 64, No 89.
The error made by the election board being in the transfer of figures
from the official talley list to the notice of "Result of votes cast."
The results of the above named election are as follows:

The Clerk read Resolution No. 773 of the City Council declaring
result of the above named election and, on motion by Chamness seconded
by Morehouse, Resolution No. 773 was passed and adopted by the following
vote:
AYES: Councilmen: Morehouse, Chamness, Talbert, Henrickson, Warner.
NOES: Councilmen: None
ABSENT Councilmen: None.

Charter The Clerk read a certificate to be presented to the
Assembly and Senate of the State of California, same to be
accompanied by a copy of the proposed Charter of the City
of Huntington Beach and, on motion by Henrickson seconded
by Chamness, the Mayor and City Clerk were authorized and
directed to 'sign same on behalf -of the City of Huntington
Beach.
Civic Dances The Clerk read a letter from William Hengoid, secretary
proposed
of the Civic Dance Committee, requesting permission to use
Memorial Hall Friday nights as follows: June 18th, 25th,
July 2nd, 9th, 16th, 23rd, 30th, August 6th, 13th, 20th, 27th,
September 3rd, and loth for the purpose of conducting public
dances. The matter was referred to the Building Committee,
Talbert and Morehouse, to confer with the applicants relative
to charges for use of.the hall and payment for any damages or
loss of property during the time dances were being held.
Report and recommendation to be made to the City Council at
Its next meeting.
H. B. Band
The
Clerk read a letter from Chas. G. Schuth, manager of
the Huntington
Beach band, requesting an appropriation of
$250.00
for the following program't: Parade for trailer conven-
tion May
29th, concert on beach May 30th, parade Decoration
Day, May
31st, concert on beach June 6th.and for the purchase
of a new
bass drum. On motion by Chamness seconded by Henrick-
son, the
Council voted to appropriate the sum of $250.00 for
the above
named purposes.
Application -
The
Clerk -read an application from Mrs. Margaret Coplin

supervisor
for position
of play ground supervisor on the beach, same was
-
ordered
filed and referred to the Beach and Pier Committee.
Application
The
Clerk read application of Martha Lindstrom for the
position of caretaker on the beach play ground. Same was
ordered filed and referred to the Beach and Pier Committee.
Orange County The Clerk read a letter from the Orange County Coast
Coast Assn. Association requesting the City to increase its membership
dues for the year 1937-1938 and, on motion by Henrickson
seconded by Talbert, the Council voted to increase membership
dues to the Orange County Coast Association to $50.00 for the
year June 30th, 1937 to July`lst, 1938.
Excelsior Union The Clerk presented and read a letter from the Excelsior
High School
Union High School of Norwalk thanking the Council for sending
life guard Higgins to Norwalk to make a talk before the students
of the high school. The letter was ordered filed.

Trees The request of J. P. Howell to have trees removed from

parking at 524 - llth Street was referred to the Superintendent
of Streets and the Street Committee of the City Council to
�^ investigate and report back at next meeting.
Monthly reports On motion by Talbert seconded by Chamness, reports of the
City'Treasurer, City Clerk, City Judge, Chief of Police, City
c
Engineer and Orange County Health Department were accepted and
ordered f it ed.
Application - The application of Chas. E. Scouller for position as special
special police-
man policeman at the crossing on Ocean Avenue was referred to the Chief
c
of Police and Police Committee of the City Council.
Application - On motion by Talbert seconded by Henrickson, the application
hotel
of C. W. Cross to operate hotel at 1172 Main Street was approved.
Ocean Ave- The Clerk read a. letter from the Chamber of Commerce and Garden
Parking
Club Committees,jointly, in which recommendations were made for the
beautification of the parking along Ocean Avenue and, on motion by
Talbert seconded by Chamness, the Superintendent of Streets was
directed to proceed along lines recommended by the above named
c' committees and to confer with the City Council from time to time
- relative to cost of the project.
fApplication The application of J. R. Kenyon to operate a popcorn vending

c machine in the building at the end of the pier was denied, on
motion by Chamness seconded by Henrickson.
Contract - City Engineer Overmyer recommended that the Richfield Oil
oil & grease
r Company be awarded contract for furnishing the City with oils
and grease for the year beginning May 1st, 1937 and, on motion by
Henrickson seconded by Talbert, the bid of the Richfield Oil
Company for furnishing the City with automotive oil and grease was
r
accepted and all other bids rejected.
Legion Head- Engineer Overmyer submitted a written report to the effect
quarters
that he and the building committee had examined the Legion head-
quarters in the Memorial Hall and estimated that the cost of
repairing walls in the hall -way would be approximately $100.00
and, on motion by Talbert seconded -by Henrickson, the City Engi-
neer was directed to proceed with the work as recommended immediately.
Legion con- The Clerk read a request from the Joseph Rodman Post, P. E.

Sheehan chairman, requesting an appropriation of $150.00 to defray
a portion of the expenses of staging a Legion meeting during the
month of July 1937 and, on motion by Talbert seconded by Henrickson,
the Council voted to appropriate the sum of $125.00 for the above
named purpose.

Electric clock
On motion by Chamness seconded by Morehouse, the
application of Phil Benson to install electric clock at
11011F Main Street was approved.
Neon Sign
On motion by Henrickson seconded by Morehouse, the
application of Phil Benson to install Neon sign at 1102
Main Street was approved.
IYPA - Curbs &
sidewalks
Engineer Overmyer submitted a proposed application to
the WPA for labor in repairing and repaving damaged.curbs
and sidewalks. The letter stated that it will be necessary
for the City to furnish all materials and that the cost will
be approximately $1055.00. Following motion by Councilman
Henrickson: "That the City Engineer is instructed to submit
application.f or aid in the repair of sidewalks and curbs with-
in the City; that the City Clerk be authorized to execute said
application and the City Engineer be designated as its sponsor's
agent". Motion seconded by Councilman Talbert, put and carried
unanimously.
Bid on Neon sign The bid of the Buxton Neon Sign Company for furnishing Neon
at camp ground
sign at the Municipal Camp Ground for the sum of $305.00.was
taken under advisement until the meeting of the City Council
May loth.
Mosquitoes On motion by Henrickson seconded by Talbert, the Superin-
tendent of Streets was directed to cooperate with the Orange
County Health Department and furnish the necessary labor and
material for treatment of stagnant pools of water where mosquitoes
are likely to breed.
Street grader On motion by Henrickson seconded by Talbert, the matter of
purchasing a new street grader was referred to the Superintendent
of Streets and the Street Committee to investigate and report
City Attoy
with their recommendations at the next meeting of the City Council.
The Clerk read written applications of Harvey W. Platt and
Geo. W. Bush for the position of City Attorney of the City of
.Huntington Beach. The applications were ordered filed.

Beach Concession- On motion by Chamness seconded by Talbert., the City Clerk I

Demands On motion by Chamness seconded by Talbert, demands approved
by the Finance Committee were ordered paid.

Recess; At this time, 9:25 P.M., the Mayor declared a 15 minute,,_"
recess.
Council again called to order at 9:40 P.M. All members
present.
City Attey On motion by Chamness seconded by Talbert, the matter of
employing a city attorney was deferred until next meeting of the
c
City Council.
Hog Ranches Mayor Warner informed the Council that he had represented
the City of Huntington Beach in a protest against hog ranches
c
in the vicinity of Talbert.
Play -ground On motion by Henrickson seconded by Chamness, the City
program
Clerk was directed to write eight or more local organizations
,y asking that each organization appoint a committee of one to
i
meet with a committee of the City Council and form a play ground
program for the coming season. The City Clerk was directed to
confer with Mayor Warner before writing the various organizations.
Beach super- On motion by Talbert seconded by Henrickson, Mayor Warner

was made a committee of one to communicate with the various city

organizations in forming a plan for beach play ground supervision.
j Camp ground
On motion by Chamness seconded by Talbert, the Council f
rates
established a rate of 500 a day, $3.00 a week and $12.00 per
month for each space occupied in the municipal camp ground.
Ed Murphy -
In accordance with recommendations of Street Superintendent �
monthly pay
roll
Overmyer, the Council voted to transfer Ed Murphy from the hourly
pay roll to the•monthly pay roll at a rate of $120.00 per month
•
effective May lst. This on motion by Chamness seconded by Talbert.

Councilman Morehouse asked if some action could not be taken
9th & Ocean
to have a derrick at Ninth and Ocean and an old building on Ocean
Avenue between Second and Third condemned and removed. After some i
discussion with members of the Chamber of Commerce, the Council
i
decided that no immediate action could be taken but Councilman
Talbert expressed his opinion that the derrick at Ninth and Ocean
`

would be removed by the owner in the near future.
i
On motion by Talbert seconded by Chamnegg, the Council
adjourned until 7:30 P.M. Monday, May l0t'r-,19,37-
