The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor Warner. Councilman present: Warner, Morehouse,Chamness,Talbert, Henrickson. Councilmen absent : None. On motion by Chamness seconded by Ienrickson, Minutes for the month of May were approved as read. On motion by Henrickson seconded by Talbert, monthly reports of the City Clerk, City Treasurer, City Engineer and Building Inspector, City Judge and Chief of Police were accepted and ordered filed. The Clerk gave Ordinance No. 399, amending the tax ordinance and setting the second Monday in July as the date for the Board of Equal- ization to meet, its first reading at this time. .Application µ The application of Gerald D. Hall for position as play ground `'ordered filed supervisor was read and ordered filed. Mrs: D2_rst - The Clerk read a letter from Helen L. Darst, owner and operator Asks City to -waive license fees of a lunch stand in the Huntington Beach Company building located on the beach, asking that the City waive license fees for the reason that the business is operated only three months out of the year and that the owner is unable to pay the license. The matter was referred to the City Attorney for his opinion. Library Board The Clerk read a letter from the secretary of the Library Board calling the Council's attention to the fact that the term of Mrs. B.W. Hardy, member of the Board, expired on June 30th, 1937, and recommending that Mrs. Hardy be reappointed. Action was deferred until next meeting of the City Council. Mrs. McDonald - The Clerk read a letter from Mrs. J.K.McDonald asking that the City Asks for funds for care of parking appropriate funds for taking care of the parking around the Womants at Club house Club house. The Clerk was directed to notify Mrs. McDonald that the J City could not legally appropriate funds for that purpose. Application - The application of Sadie E Cooley for position as play ground ordered filed supervisor was ordered placed on file. Charter - The Clerk informed the Council that he had received notice from approved j the Secretary of State that the City's Charter had been approved under Assembly Concurrent Resolution No. 53, as of the 17th day of May, 1937. The City Clerk was directed to file the notice, and the City Attorney asked to have a copy of the same recorded in the County Recorder's office. ° i Page 2 - Minutes June 7, 1937 Application- The application of Billie Hutchens for position in the play ground ordered filed department was read and ordered filed. Application On motion by Morehouse seconded by Talbert, the request of W N. .approved - Lunch Cookerley for license to operate cafe and bus station at 464 Ocean Avenue was approved. Application On motion by Chamness seconded by Henrickson, the application of approved - shooting Chas. S. Roberts to operate a short range shooting gallery at Concession j gallery No. 1, Huntington Beach Company's building was approved. Application On motion by Henrickson seconded by Talbert, the appl.ieazion of approved - �� Ed Austin to operate restaarant at 120 Main Street was approved. Surety bond On motion by Chamness seconded by Henrickson, the surety bond of Allison C Honer, plumbing, contractor, was accepted and ordered filed. � Application - Ed-G. Garrett, attorney representing Ocean Sport Fishing, Inc., C Fishing addressed the Council and asked permission to file an application i to use the municipal pier to load and unload passengers from the fish- ing barge "Annie M. Rolphw. He also presented a letter to the same effect. After some discussion, on motion by Chamnesp seconded by Henrickson, the matter was taken under advisement. Thos.H Kuchel - The Clerk informed the Council that he had on file an opinion City Attly from the office of Legislative Counsel, Sacramento, to the effect that Thomas H. Kuchel is qualified to act as City Attorney while he is a . = member of the State Assembly. The opinion was ordered filed. Live bait Norman Dunn addressed the Council relative to application of the boat Coast Highway Sport fishing for permission -to operate live bait boat off the Huntington Beach coast and use the municipal pier landing to load I I t and unload passengers. The verbal application was received and taken under consideration. �.� Loud Speaker - Mr. Foster of the Foster -Barker Company, Santa Ana, presented a Memo Hall bill for the installation of a loud speaker in the Memorial Hall. He was informed that it would be necessary for his company to file a written guarantee with the City before payment could be made. This, Mr. Foster promised to do within the next day or so. Live bait L: G. Barker of 944 Lakme Street, Wilmington, addressed the Council boat relative to operating live bait boat off the Huntington Beach coast a commencing June 8th, 1937. -The Council discussed the matter and expressed the opinion that Mr. Barker was at liberty to begin operations immediately and the matter of contract bd taken up later. i �0Page 3 - Minutes June 7, 1937. s Rules for life The Clerk read a letter from D . Hi guards adopted Higgins chief life guard, offering a set of rules to be adopted in the employment of life guards and, on motion by Henrickson seconded by Talbert, the following rules governing the qualifications of life guards were adopted: 1. Must be 18 years of age. 2. Have a Red Cross certificate for First Aid. 3. -Aust swim without breaking stroke the equivalent of 1000 meters in less than 25 minutes. 4. Tow a torpedo can 100 yds. through surf and return with a victim. 5. Be able to tie the following knots: Bowline, Reefknot, Clove hitch. 6. Make the following splices: Short, Long, Eye, Back splices and Wall and Crown. 7. Take a dory through the surf and return. 8. Oral quiz on surf, riptides, etc. Employment, -of Upon written request of D. Higgins, chief life guard, he was autho- life guards rized to employ Clare Van Hoorebeke as lieutenant at 125.00 per month beginning June 8th and Edgar Ewing at a salary of y$110.00 per month as life guard beginning June 8th and to employ Nolan Hasson, Robert Hilton, and Donald Winters as life guards at $110.00 per month beginning June 16th. All of the above to serve at the pleasure of the City Council. Chief Higgins recommendation that he train Gale Bergey, Jr.,.Willoughby Farquhar and Porry Patrick for special service as life guards was approved by the - Council. Project State- Engineer Overmyer submitted a project statement for.the approval of ment - State highway the City Council to be submitted to the State for the expenditure of $$2400.00 from the State J¢ gasoline tax on the state highways within the City for the coming fiscal year. On motion by Councilman Talbert seconded by Councilman Henrickson, the project statement was approved and the Mayor and City Clerk were authorized to execute same on behalf of the City. Motion put and `carried unanimously. Motion put and carried .unanimously. Road grader - The Clerk read an informal bid of Crobk and Company for furnishing bid the City Street Department with a road grader. The matter was laid over - until next meeting of the City Council. Salary of Art The Clerk read recommendation from Engineer Overmyer to the effect Umpenhour that the salary of Art Umpb.nhour be set at $135.00 per month. The matter was held over pending the adoption of the City's budget. J a Page - Minutes June 7, 1937- Bid for dance The Clerk read bid of Fred Pickering to furnish and install covering floor covering on Memorial Hall dance floor at the sum of $275.00. Action was deferred until next meeting of the Council. Accident Ins. The Clerk informed the Council that the Pacific Indemnity Company had offered to issue a policy covering accidents of the various depart- ments of the City for a sum of $750.00- per year. The Clerk was directed to ask that a representative of the company appear before the Council at 10:00 A.M. Saturday to discuss the matter further., Application for The Clerk presented an application from Vern A. Nelson for position position ordered filed. as operator of the Memorial Hall loud speaker and, on motion by Henrickson seconded by Chamness, the application was ordered filed. Initiative The Clerk presented and read an initiative petition calling for the petition m + Chief of adoption of an ordinance or the calling of an election making the office Police' elective of Chief of Police elective. After reading the petitions the City Attorney informed the Council that they could either pass the ordinance recommended without alterations or call G an election within not less than twenty or more than 60 days. The City Councilmen were of the opinion'that the matter should be submitted to a vote j i of the people. d Resolution The Clerk read Resolution No. 774 of the City Council calling a special #774 passed I election to submit to a vote of the electors an'6rdinance declaring that the offices of the city judge .and citJ attorney 'shall hereafter be elective and, on motion by "Chamness seconded by Henrickson, Resolution No. 774 was passed and adopted by the following vote: AYES: Councilmen: Morehouse,Chamness, Talbert, Henrickson, Warner. NOES: Councilmen: None. ABSENT: Councilmen: None. Resolution The Clerk read Resolution No. 775 of the City Council 'submitting to the #775 passed electors an ordinance declaring that the office of chief of police shall ! hereafter be elective and, on motion by Henrickson seconded by Chamness, Resolution No. 775 was passed'and adopted by the following vote: AYES: Councilmen: Morehouse, Talbert, Chamness, Henrickson, Warner. NOES: Councilmen: None. -ABSENT: Councilmen: None. Paint offices On motion by Chamness seconded by Henrickson, the City Clerk was authorized to remodel and paint offices of city judge and the city attorney. G Demands On motion by Talbert seconded by Chamness, demands approved by the Finance Committee were ordered paid. i i Page 5 - Minutes June 7, 1937. New City Att'y The Mayor addressed the new City Attorney Thomas H. Kuchel and stated that on behalf of the City Council he wished to welcome i j him as a member of the City staff. Fourth of July Warren Bristol, representing the Chamber of Commerce, addressed celebration the Council relative to the Fourth of July celebration and asked that the City make an appropriation of 1500.00 to assist in defraying expenses. After some discussion, on motion by Talbert seconded by Chamness, the Council voted to allocate $1250.00 to assist in defray- ing expenses in the Fourth of July celebration with the provision' that bills be sent direct to the City Council for payment. C.R' .Brott - On motion'by Chamness- seconded by Henrickson, the Chief of Police special officer was authorized to employ-G. R. Brott at a salary of $125.00 per month beginning June 12th as a special officer at crossings along Ocean Avenue. The term of employment to be subject to the will and pleasure of the City Council. School of Gov't. On motion by Henrickson seconded by Chamness and at the suggestion of Mayor Warner, the Council voted to pay registration fees of any city official attending the University of Southern California school of government, June 14th to 18th, inclusive.
