City Hall, Monday, June 21, 1937
Pursuant to adjournment of June 12th, the City Council met and was
called to order at 7:30 P.M. by Mayor Warner.
Councilmen present: Warner, Morehouse, Talbert, Henrickson.
Councilman Chamness arrived at 7950 P.M.
Councilmen absent : None.
Mrs` Hardy. Mayor Warner informed the Council that he had reappointed Mrs.

c6ollie Hardy on the Library Board for a term of three years beginning
July 1, 1937, and on motion by Talbert seconded by Morehouse, the

appointment was confirmed.
H. B. Band The Clerk read'a letter from the Huntington Beach Band offering to
stage band concerts during the summer -season at a price of $80.00 per
concert and, on motion by Henrickson seconded by Talbert, the Council
voted to appropriate the sum of $720.00 for the following concerts:
July llth, 18th, 25th, August ist,,8th, 15th, 22nd, September 5th and 6th.
Extra patrol- On motion by Henrickson seconded by Morehouse, -the written request
man
of the Chief of Police to appoint extra patrolmen during the Fourth of
July period was granted. The rate of pay to be $6.00 per day.
On motion,by Henrickson seconded by Talbert, the Chief of Police
was authorized to make the following changes in the personnel of the
Police Department starting July 1st, the morning shift on the desk was
extended to eight hours - 11:00 P.M. to 7:00 A.M. and John Seltzer was
appointed to the position and beginning July 1st, A.J.Parker is to be
transferred to the department as patrolman at a salary of $155.00 per
month. Services of Parker and Seltzer to be subject to the will and
w.
pleasure of the City Council.
Firecrackers The Council discussed the hazard caused by shooting dangerous fire-
crackers along Main Street and the pier but no action was taken.
Permission to 6n motion by Chamness seconded by Talbert, the Boy Scouts, Troop No.l,
sell fire-
crackers was granted permission to sell firecrackers during the Fourth of July period.
do On motion by Chamness seconded by Henrickson, ;the Joseph Rodman Past
of the American Legion was.given authority to handle and sell firecrackers
during the Fourth of July period.
Letters to .,,,The Clerk read a:circular letter from the State League of Municipalities
Governor -
calling attention to certain bills now on the desk of -the Governor awaiting
signature and suggesting that the -City Council write the Governor concerning
measures on which the City is interested -and, --on motion by Talbert seconded
by Chamness, the Clerk and Mayor were authorized to write the Governor.

Chamber of
The Clerk read a letter from the Chamber of Commerce inviting
Commerce
members -of the City Council to -ride in the parade July 5th at
11:00 A.M. The Clerk was directed to notify the Chamber of
Commerce that'members of the City Council would -take part in the

parade.
Ferris Wheel,
The Clerk read a letter from the Chamber of Commerce requesting

permission to operate a ferrie-wheel, merry-go-round and other rides

for the amusement of children during the Fourth of July celebration.
On motion by Talbert seconded by Chamness, the Chamber of Commerce
was granted permission to handle the matter of concessions as called

for in their letter above mentioned with the request that all con®

cessions operating on and after July 7th be required to pay the
regular city license.
Application
The application of Mrs. Florence Watkins for position as janitress
filed
for the pier and City Hall was read and ordered filed.

On motion by Henrickson seconded by Chamness, the Christian Church

was given authority to show moving pictures in Memorial Hall provided

to determine whether or not same is•safe.

At this time, the Clerk gave Ordinance No. 399, amending the tax
passed
ordinance, its second and last reading and, on motion by Chamness
seconded by Henrickson, Ordinance No. 399 was passed and adopted by
the following vote:
AYES:, Councilmen Morehouse,Henrickson,Talbert, Chamness, Warner.
NOES: Councilmen ® None
ABSENT: Councilmen - None.
Surety Bonds
On motion by Chamness seconded by Talbert, surety bonds of the
Texas Company to engage in the-electrieal contracting business and the
'Star House Movers to engage in the house moving business were accepted
:and ordered filed.
Chief ,of Police On motion by Chamness seconded by Henrickson, the Chief of Police
appointed City
Collector
was designated as City Collector. Term of service to continue at the
will and pleasure of the City Council.
Painting m
The matter of painting the City Engineer's office and the Police
Department office was laid.over until the July 6th meeting.
Rules =
Beach do Pier
On motion by Henrickson seconded by Talbert, the beach and pier
committee were authorized and directed to prepare a set of rules and
recommendations covering the use of the municipal pier and submit

same to the Council at its next meeting.
Contract
The matter of execution of contract with L.G. Barker was deferred
until 8:00-P.M. June 28th, 1937.

Playground
equipment
The beach and pier committee were authorized to make an estimate
of the cost of playground equipment and submit to the Council at its
next meeting.
Demands
On motion by Talbert seconded -by Chamness, demands approved by
the Finance Committee were ordered paid.
Tires for
Fire Chief Sargent submitted a bid on tires f or"the large fire
Fire Dept.
truck
truck and, on motion by Henrickson seconded by Chamness, the Fire
Chief was authorized to purchase six tires and six tubes at'a cost
of $301.21 from Terryss Service Station and garage.
Budget
The City Council discussed the matter of the City!s budget and
agreed to meet in the City Hall at 6:30 P.M., fune.28th, to discuss

-the proposed budget.
Unsafe derrick On motion by Talbert seconded by Morehouse, the City Attorney
was directed to take the necessary action to abate a nuisance con-
sisting of an unsafe derrick -located at 9th and Ocean.Avenue.
On motion by Chamness seconded by -Talbert, the Council adjourned
' until 8:00 P.M., June 28th, 1937•
