HomeMy WebLinkAbout1937-07-06MINUTES .City Hall, Tuesday, July 6th, 1937 The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor Warner. Councilmen present: Morehouse, Chamness, Henrickson, Warner. Councilmen absent Talbert. Minutes for the On motion by Morehouse seconded by Chamness, minutes for the month of June month of June were approved as read. Monthly reports The Clerk read monthly reports of the City Treasurer, City Clerk, City Collector, Chief of Police, Superintendent of Streets and City 'Judge and, on motion by Chamness seconded by Henrickson, same were accepted and ordered filed. Absorption Plant The application of C. P. Ritter to erect and operate absorption plant at 16th and Walnut was referred to the oil committee and fire chief to investigate and report back at next meeting of the Council. This on motion by Henrickson seconded by Chamness. Application On motion by Morehouse seconded by Chamness, the application of approved _ James Evans for license to operate Hotel Virginia, 3072 Main Street was approved* Referred'to Chief The application of M. Soloff for a license to collect junk within of Police the city limits was referred to the Chief of Police. Application On motion by Henrickson seconded by Morehouse, the application of approved J. Z. Hodge for license to operate hotel at 2152 Main Street was Surety bond accepted Application approved Application approved Amendment to Ord. 354 Bales Elec.Co.- lamp globes approved. On motion by Chamness seconded by Henrickson, the surety bond of Gilbert -Weston -Stearns, Inc., electrical contractors, was accepted and ordered filed. on motion by Morehouse seconded by 4ehrickson, the application of. Ocean Sport Fishing, Inc. for license to transport passengers by boat was approved. On motion by Henrickson seconded by Chamness, the application of L. G. Barker for license to operate passenger boat was approved. The City Attorney was directed to prepare an amendment to Ordinance No. 354, eliminating the provision that passenger boats provide a bond and insurance,_ it being the opinion of the City Council that these matters could better be handled in each individual contract with the boat operators. On motion by Henrickson seconded by Morehouse, Bales Electrical _Company was awarded the contract for furnishing the City with lamp globes for the fiscal year, July 12 1937 to June 30, 1938. a Page 2 a- Minutes July 6, 1937. Lease m The Clerk read a lease contract between the City and Beulah Westmoreland Mrs. West— moreland covering lease of a portion of the municipal auto camp ground for the operation of a grocery store and, -on motion by Chamness seconded by Morehouse, the Mayor and City Clerk were authorized to execute same on behalf of the �I City. Neon sign On motion by Chamness seconded by Morehouse, the application of W. N. Cookerley to erect Neon sign at 464 Ocean Avenue was approved. Asks permissionOn motion by Morehouse seconded by Henrickson, the request of Chas. to remove ' trees Ward for permission to remove a small palm tree in front of a proposed 0 garage building at 5th and Orange was gpproved, also the application of M. M. McCallen to remove small palm on Crest Avenue and replace with another type of tree was approved. Sidewalk Mayor Warner informed the Council that if the City would clear up the surplus dirt, grade and remove what trees are necessary, the Huntington Beach_Company would lay a. sidewalk along Main Street between Wesley and 14th Street. The City Engineer was directed to proceed to remove the trees dirt to grade. Speeding within city Councilman Henrickson called attention :of the Council to the fact that limits autoists were speeding on Main Street between :city limits and Orange Avenue C and greatly exceeding the 25 mile speed limit. The matter was referred to the police committee to call this to the attention of the Chief of Police. Vacation On motion by Chamness seconded by Henrickson, City Engineer Overmyer ` granted was granted a vacation of two weeks starting July 318t, 1937• Firecracker Councilman Chamness called attention of the Council to the damage to Ordinance property and personal injury caused by the shooting of fire crackers during the Fourth of July period and moved that the City Attorney draft an ordinance prohibiting the sale and firing of fire crackers within the City of Huntington Beach. The motion was seconded by Councilman Henrickson, put and carried unanimously. L. G. Barker The Chief of Police and City Clerk were directed to contact L. G. Barker and request that he call at the City Hall and pay whatever amounts are due the city in connection with the operation of boats and to sign the contract i between the City and himself. Adv.' ior'bids On motion by Henrickson seconded by Chamness, the City Clerk was directed fire truck I to advertise for bids for furnishing the City with a new fire truck equipped with a 1000 per minute pump,::: Motion put and carried unanimously. Argument on On motion by Henrickson seconded by Chamness, a committee composed of ballot Henrickson, Morehouse and the City Attorney was appointed to prepare an I C argument to be placed on the ballot to be voted August 3d, 1937. I L_ On motion by Chamness seconded by Henrickson, the Council ad- journed until 3:00 o'clock P.M., Ci y Clerk MINUTES Thursday July 8th, 1937- City Clerk and ex-officio Clerk of the City Council. Mayor City Hall, Thursday 3:00 P.M., July 8, 1937. Pursuant to adjournment of July 6th, the City Council met and was called.to"order at 3:00 o'clock P.M. by Mayor Warner. Councilmen present: Morehouse, Chamness, Henrickson, Warner. _ Councilmen absent Talbert. Richfield Oil The matter of allowing the Richfield Oil Company to use the street Co. near the intersection of Palm Avenue and 13th Street for loading was Argument on Prop.I and Prop. II taken under advisement with a view of substituting the alley instead of the street. The Clerk read an argument headed "Argument in Favor of Proposition No. I and Proposition No. II" and signed by E. E. Beatty, circulator of petition to place Proposition I and Proposition II on the ballot, also a letter signed by Mr. Beatty addressed to'the City Council requesting that the above named argument be placed on sample ballots and regular ballots. The matter was discussed at some length by the City Council and the City Attorney was asked whether or not the argument could be placed on the ballot. City Attorney Kuchel advised the Council that it was his opinion that the time had passed and called attention to the wording of the election laws covering the submission of arguments. Whereupon the follow- ing motion was made by Councilman Chamness: "That the request of Mr. Beatty be denied for the reason that the City Council knew of no legal means whereby the argument could be placed on the ballot". Motion seconded by Henrickson, put and carried by the following vote: AYES: Councilmen - Morehouse, Chamness, Henrickson, Warner. NOES: Councilmen - None ABSENT: Councilman - Talbert. 0 N D 0 4
