MINUTES
City Hall, Monday, Sept. 20th, 1937
Pursuant to adjournment of September 7th, the City Council met and
was called to order by Mayor Warner at 7:30 P.M.
Councilmen present: Warner, Morehouse, Talbert, Henrickson.
Councilmen absent : Chamness.
The Clerk read a letter from the Chamber of Commerce commending the
Council for.its work in building the 13th Street storm drain,
Pac.Coast Bldg. The Clerk read a letter from the Pacific Coast Building Conference
Conference
calling attention to the annual meeting of the conference to be held at
Hotel Mayfair in Los Angeles on October 4th to 7th, inclusive. No action
was taken by the Council.
Trailer camp On motion by Talbert seconded by Henrickson, the application of
Phillip A. Racine to operate a trailer camp on Lots 19 and 21, Block
103 was referred to the Chief of Police and the City Health Department
for investigation and report at next meeting.
Opinion by The Clerk read the opinion of Attorney General Webb relative to
Atty Gen.Webb
quo-warranto filed by S. R. Bowen, which letter in conclusion read as
follows: "For the foregoing reasons leave to sue in accordance with
relator's application therefor is hereby denied.11 The communication.
was ordered filed.
Resolution The Clerk read Resolution No. 783 calling a special municipal

election for the purpose of electing a city judge, city attorney and
chief of police on November 9th, 1937, and, on motion by Henrickson
seconded by Talbert, Resolution No. 783 was passed and adopted by the
following vote:
AYES: Councilmen Morehouse, Henrickson, Talbert, Warner.
NOES: Councilmen: None.
ABSENT: Councilman Chamness.
Demands On motion by Talbert seconded by Morehouse, demands approved by
the Finance Committee were ordered paid.
Red Cross Mayor Warner informed the Council that the local Red Cross Unit
equip.
desired to place emergency equipi;ent in the Police Department and
asked that the City furnish a cabinet. The matter was referred to
the City Engineer to furnish the necessary cabinet.
Adv. for bids- On motion by Henrickson seconded by Talbert, the City Clerk was
garbage
directed to advertise for bids for the collection and disposal of
garbage within the city limits, bids to be opened Monday, October 18th,
1937 at 7:30 P.Me

Auto camp
W. J. Bristol addressed the Council relative to the

application for auto camp on Lots 19 and 21, Block 103, 119
3rd Street, and called the Council's attention to the bad
condition of the garage adjoining these lots.
Oil derrick
Engineer Overmyer informed the Council that he had been
notified to the effect.that the•oil derrick at 9th and Ocean
would be dismantled by the owners on or before Friday, September
a
24th and, on motion by Talbert seconded by Morehouse, action
by the Council was deferred until 12 o'clock noon, Thursday,
September 23rd with the provision that if action at that time had
not been started the City Engineer was to proceed to dismantle
it for the city.
Court decision
City Attorney Kuchel informed.the Council that a Court
decision had been handed down to the effect that a city cannot
levy a license on a business that uses the city streets only
on rare occasions.
Tax delinquent City Attorney Kuchel explained to the Council that he was
lots
well under way in the preparation of the work necessary for the
City to acquire tax deed lots and on motion by Henrickson a
seconded by Morehouse, City Attorney Kuchel was authorized to
enter into an agreement with the Board of Supervisors for the
City to acquire certain lots now delinquent and deeded to the
City, the City to pay a nominal sum for the transfer of the

county's rights, it being the understanding that the matter of
I
running down titles is to be deferred until a later date. a
Extension of
5th St. Councilman Morehouse informed the Council that he had
heard from all property owners except the Huntington Beach
Company in regard to property.to be used for the proposed
i
extension of 5th Street to the intersection .of Frankfort Street
and Alabama Avenue. Councilman Morehouse was continued on the
i
committee.
On motion by Henrickson seconded by Talbert, the Council
adjourned.
