HomeMy WebLinkAbout1937-10-04C) C: MINUTES r, City Hall, Monday, October 4th, 1937. The regular meeting of the City Council was called to order at 7:30 P.M. i a by Mayor Warner. Councilmen present: Morehouse, Chamness, Henrickson, Warner. i Councilmen absent Talbert. I Minutes On motion by Chamness seconded by Henrickson, Minutes for the month of September were approved as read. Armistice Day- The Clerk read a letter from the American Legion Armistice Day celebration . city band committee requesting that the City, of Huntington Beach send its band to Fullerton i on November llth and, on motion by Henrickson seconded by Chamness, the Council r appropriated the sum of $150.00 to help defray expenses of the band. American Legion The written request of the American Legion Auxiliary -for $50.00 to assist Aux. in buying uniforms for the daughters of World War, Veterans was taken under advise - went until next meeting of the Council. Trees On motion by Henrickson seconded by Morehouse, the request of Charles Burleycamp and G. E. Berry for permission to -remove trees at 213 - 12th Street and 222 e 8th Street was granted. - Trailer camp • The Clerk presented to the Council`: the application.of Philip A. Racine to operate trailer camp on Lots 19 and 21, Block 103. The Council took no action on the application for the reason that the same was disapproved by the city health e officer. Oil on The Clerk read a letter from the United�States Engineer's office, Los beach Angeles, calling attention of the Council to the report that oil was being per- mitted to run on the beach between llth and 23rd Streets. Engineer Overmyer stated that he had discussed the matter with the Fish and Game Commissioner and that the necessary precautions were being taken to prevent further pollution of the beach.- The City Clerk was directed to write the United States Engineer's Office and so- inform them. Monthly reports On motion by Henrickson seconded by Morehouse; monthly reports of the City Treasurer, City Clerk, Superintendent of Streets, Building Inspector, City Judge, Chief of Police and City Collector and the annual report of the Chief Life Guard were accepted and ordered filed. Mrs. Higgins On -motion by Henrickson seconded by Morehouse, the request of Mrs. Minnie A. Higgins to use Memorial Hall Sunday, October loth at a cost of $5.00 was granted. p .. I Judge Pann e The letter of Justice of the Peace Kenneth E. Morrison, Santa Ana, -- thanking the City Council for allowing Judge Pann to relieve him during his recent illness, was read and ordered filed. Page 2 - Minutes Oct.4-, 1937. C. of C. The Clerk read a letter from the Chamber of Commerce ob- jecting to the establishment of a.trailer park on Lots 19 and 21, Block 103; same was ordered filed. Dangerous The C1Qerk read a letter from the Chamber of Commerce relative intersections to dangerous intersection crossing at 14th and Palm,*the matter was referred to the Chief of Police. Direction signs The Clerk read a letter from the Chamber of Commerce relative to direction signs to be located at Five Points, 17th and Delaware and Hampshire and Ocean. The matter was taken under consideration by the City Council. Beach pavilion p The Clerk presented and read a letter from the Federal Emergency Administration of Public Works and an offer to appropriate the sum of _$23,456.00; same being 45% of the cost of construction of the beach pavilion. On motion by Henrickson seconded by Chamness, the matter was referred to the Beach and Pier Committee with instructions to contact the architects, Walker and Eisen, and secure a new estimate of cost based on present day prices and submit same to the'City Council at its adjourned meeting, 7:30 P.M. Monday, October llth. Salaries The Clerk read an opinion written by City'Attorney Thos. H. Kuchel relative to the fixing of salaries of elective and appointive off leer of the City. The. opinion was ordered filed. Reso. #784 The Clerk read Resolution No. 784, fixing the salaries of city officials as follows: City Clerk - $125900 per month City Treasurer - 25.00 per month Chief of Police - 220.00 per month City' Assessor - None City Attorney - 150.00 per month Secretary to City Attorney - 50.00 per month City Collector - None City Auditor - 150.00 per month City Engineer - 230.00 per month Chief of Fire Department - 210.00 per month City Judge - .75.00 per month and on motion by Henrickson seconded by Morehouse, Resolution No. 784 was passed and adopted -by the following vote: AYES: Councilmen: Morehouse, Chamness, Henrickson, Warner. NOES: Councilmen: None ABSENT: Councilmen: Talbert. Vacation- On motion by Chamness seconded by Henrickson_, the City Clerk was Mr. Furr granted,one week's vacation, beginning Friday, October 8th. Well at 9th & City Engineer Overmyer informed the Council that the well at 9th Ocean and Ocean was being cemented and that he had been informed that the derrick would be dismantled immediately after the well.is cemented. Old Bldg.on City Engineer Overmyer stated that the old building located on Ocean Ave. Lot 8,'Block 102' Huntington Beach Tract, on Ocean Avenue would pro- bably be dismantled in the near future. Increase lights Mayor Warner called the Council's attention to the inadequate street at Acacia lights at the intersection,*_of_.Acacia and Main, wher..eupon the City Council & Main instructed the City Engineer to increase the size of the lights. n Page 3 - Minutes Oct.4, 1937. r' Bids for On motion by Henrickson seconded by Chamness, the City Clerk was recrea- directed -,to advertise for bids for the construction cif a recreation building Lion in Lake 'ark; bids to be opened and examined at 7:30 P.M. Monday, November Bldg. 13,1937• Absorption On motion by Henrickson seconde.d.byrChamness, the application of plant C. P. Ritter to'construct an absorptionplant on Lots 17 and 19, Block 116, was approved. The Clerk was directed to'issue the license. Application to Councilman Chamness stated that two men from Long Beach had asked screen permission to screen the sand on the beach and recommended that it be not sand allowed. No action was taken by the Council. Bids for paint- City Engineer Overmyer was directed to secure bids for painting the ing offices engineer's office, laying linoleum in the engineers office, painting the police department offices and the office of the city clerk and present at C next meeting of the .City Council. CD Appointment of On motion by Chamness seconded by Henrickson, the appointment by the Leo Farwell on Fire Dept Fire Chief of Leo Farwell on the Fire Department at a salary. of $135.00 per month, beginning October lst, 1937 and to continue at the will and pleasure of the City Council, was approved. o C C� f i 4 O Demands On motion by Chamness seconded by Henrickson, demands approved by the Finance.Committee were ordered paid. Transfer to On motion by Chamness seconded by Morehouse, the following transfers Street Dept. were ordered macide Delbert Higgins from the life guard department and Jack Killian from the municipal auto camp to the street department at a salary of $130.00 per month each, beginning October lst, 1937, and to continue at the�will and pleasure of the City Council. Extra equip. Fire Chief Sargent asked permission to proceed in purchasing of extra for new fire truck equipment to be used on the new fire engine. He.was referred to the Fire and Police Committee with power to act. Trees Mrs. Betts addressed the Council and.asked permission to remove Poplar trees-iin the front of 612 Alabama and 202 Geneva. Mrs. Betts stated that the roots of the trees were stopping up private water lines and obstructing the sewer lines. The matter was referred to the Superintendent of Streets with instructions to investigate and report at next meeting of the City Council.
