Grant Beach Pavilion m muTe-s City Hall, Wednesday, October 13, 1937• A regular adjourned meeting of the City Council of the City of Huntington Beach, California, was held on the 13th day of October, 1937, pursuant to adjournment of October 11,1937. The meeting was called to order at 7:30 p.m. by Mayor Warner. Councilmen present: IVarner,Morehouse,Ci:amness,Talbe.rt. cHeriri,n -cso Councilmen absent: None Mr. McCallen, President of the Chamber of Commerce, J7eported as to result of straw vote conducted by the Chamber of Commerce to determine wishes of the voters as to construction of Beach Pavilion. Of the. 1038 votes cast, 889 votes were -in favor of construction and 149 against. After discussion of the offer of the United States of A meriea to aid by way of grant in financing the construction of Beech Pavilion and Civic Auditorium, the following Resolution, numbered 786}, and entitled "A RESOLUTION ACCEPTING THE OFFER OF THE UNITED STATES TO THE CITY OF HUNTINGTON BEACH TO AID BY WAY OF GRANT IN FINANCING THE CONSTRUCTION OF A BEACH PAVILION AND CIVIC AUDITORIUM" was proposed by Chamness and read in full: "RESOLUTIONd No. 786. A RESOLUTION ACCEPTING THE OFFER OF THE UNITED STATES TO THE CITY OF HUNTINGTON BEACH TO AID BY WAY OF GRANT IN FINANCING THE CONSTRUCTION OF A BEACH PAVILION AND CIVIC AUDITORIUM. Be it resolved by the City Council of the City of Huntington Beach, California: Section 1. That the offer of the United States of America to the City of Huntington Beach to aid by gray of grant v � In financing the construction of Beach Pavilion and Civic Auditorium, a copy of which offer reads as follows: P.W. 76800-176 FEDERAL MIERGENCY ADMINISTRATION OF PUBLIC WORKS. � Washington, D. That the offer of the United States of America to the City of Huntington Beach to aid by way of grant in financing the construction of Beach Pavilion and Civic Auditorium, a copy of which offer reads as follows: P.W. 76800-176 FEDERAL EMERGENCY ADMINISTRATION OF PUBLIC WORKS. 2. By acceptance of this Offer the Applicant covenants to begin work on the Project as early as possible but in no event later than ten weeks from the date of this Offer and to complete such Project with all practicable dispatch, and in any event within eight months from the commencement of construction. 0 / N Page 2 - Minutes Oct. 13, 1937. That said City of Huntington Beach agrees to abide by the terms and conditions relating to such grant a copy of which terms and conditions were annexed to the Government's offer and made a part thereof. l Section 3. That the City Clerk be and he is hereby authorized l and directed forthwith to send to the Federal Administration of Public; Works three certified copies of this Resolution and three certified copies of the proceedings of this regular adjourned meeting in con- nection with the adoption of this Resolution, and such further I documents or proofs in connection w.itlr the acceptance"of said offer r as may be requested by the Federal Emergency Administration of Public Wo rks. ESTABLISHING THE GENERAL PREVAILING RATE OF WAGES FOR EACH CRAFT OR TYPE c OF WORKMAN OR MECHANIC NEEDED IN THE CONSTRUCTION OF THE BEACH PAVILION AND CIVIC AUDITORIUM IN THE CITY OF HUNTINGTON BEACH'. Engineer Overmyer advised the Council that wage rates as given in this Resolution No. 787 I were obtained from the Orange County Builders Exchange and Trade Unions. Upon motion by'Chamness, seconded by Morehouse, Resolution No. 787 was passed and adopted by the following vote: AYES: Councilmen: P:Zorehouse,Chamness,Talbert,Henrickson,Warner NOES: Councilmen: None ABSENT: Councilmen: None I The Mayor thereupon declared said Resolution carried and thereupon signed said Resolution in approval thereof. Upon motion by Talbert, seconded by Chamness, the Mayor and Telegram r of of accep ante City Clerk were authorized to send wire�to A. D. Wilder, State Director of n Acceptance Federal Emergency Administration of Public Works, and to mail required i U � copies of Resolution and other papers to Los Angeles office. I Councilman Chamness expressed appreciation to the Chamber of Commerce for holding straw ballot and for their efforts in obtaining I government grant. President McCallen responded for the Chamber of Commerce. I � I 11 Page 3 - Minutes Oct. 13, 1937• Upon motion by Henrickson, seconded by Chamness, the request Expenses Junior of the American Legion Auxiliary for $50 to help defray expenses of Junior Auxiliary Auxiliary in participation in Armistice Day parade, was granted. The matter of the purchase of beach front and other property adjacent from the Mills Land and Water Company was again presented to M.L.& W.Co the Council by Councilman Morehouse. Mr. M. M. McCallen addressed the Land Council in favor of the purchase even if raise in taxes necessary, but Purchase stated that he must withdraw from active participation in the matter. Mr. D. W. Huston and Mr. W. J. Bristol also addressed the Council in favor of the proposition. Upon motion by Henrickson, seconded by Talbert, Councilman Morehouse was appointed committee of one to draw outline of an offer to Mr. Moore, of the Mills Land and Water Company, and report back to the Council as a committee of the whole at the next .meeting.
