Pursuant to adjournment of October 13th, 1937, the City Council met

and was called to order at 7:30 P.M. by Mayor Warner.
Councilmen present: Morehouse, Chamness, Talbert, Henrickson, Warner.
Councilmen absent: None.
Bids--
This being the time set by the City Council for opening and examin-

ing bids for collection and disposal of garbage in the City of Huntington
Beach, the Clerk opened and read the following bids:

- J.W.McIntosh and F.M.Baldwin, Huntington Beach .$140.00 per month.
G.N.Lyons, Talbert, California . . . . . . 111.00 per month.
Following motion by Councilman Henrickson: "That all bids be rejected

except the bid of J.W.Melntosh and F. M. Baldwin, and that their bid of

$140.00 per month be accepted", motion seconded by Councilman Chamness, put
.and carried; Councilman Morehouse voting "No".

and on motion by Talbert seconded by Henrickson, ail bidswere taken under
advisement until next meeting of the City Council.

The Clerk read a.letter from the State League of Municipalities
-Service
relative to Civil Service ordinances. Letter received and the Clerk di-
rected to make reply.
1938 League Mayor Warner suggested that all Councilmen and heads of departments

forward suggestions to the State League for use in preparing program for the
1938 League Meeting, Santa Barbara.

The request of the American Legion to stage parade in this city Oct- +
Ober 26th was granted on motion by Morehouse seconded by Talbert.
Bicycle
rack
The request of J. W. Tubbs for bicycle rack in front of his place
on Main Street was taken under advisement.

On motion by Chamness seconded by Talbert, demand oft A.L. Gabrielson,
13th Street contractor, was ordered paid as approved by the Finance Committee.

Purchase of
beach front
Trailer
Camp
Attorney Kuchel advised the City Council that his opinion
is that the city cannot purchase land on installment basis or option
year to year basis without a vote of the people and in that event a >
bond issue would probably -be the best way in handling the purchase.
Matter taken under advisement.
Mr. Racine, applicant for license to operate Auto Trailer
camp at lots 19 - 21, Block 103, addressed the -Council and asked
why his permit was denied. He was informed by the Mayor that the
reason was because his application did not bear the approval of the
health officer. Tar. Racine was asked to secure the Health officer's
written approval and re -submit his application if he so desired.
Beach Pavilion - The Clerk presented and*read a contract between the City of
Walker & Eisen Huntington Beach and Walker & Eisen in which it is agreed that the
City employ Walker & Eisen as.architects in the preparation of plans
and specifications arid-._„tho--.,. construction supervision of the Beach
Pavilion and, on motion by Talbert seconded by Henrickson, the Mayor
and City Clerk were authorized to execute the contract on behalf of
the City, motion put and carried unanimously.
