Councilmen present: Morehouse, Talbert, Henrickson, Warner. Councilmen absent: Chamness (Councilman Chamness arrived at 7:40 P.M.) 1.4i1nutes On motion by Talbert seconded by Henrickson, Minutes for the r month of October were approved as read. Councilman At this time Chamness arriMOS , 7: 40 P-M., Councilman Chamness arrived. Bids opened - This being the date set by the City Council for opening and Recreation Bldg. examining bids for the construction of a recreation building in Lake Park,.the City Clerk opened and read the following bids: Catching Bros., Huntington Beach - $6,1�.00, accompanied err, by Cashier's check in the amount of.$310.00. Wm. Rohrbacher, Laguna Beach - 6 475.00, accompanied by Cashier's check in the amount of 6350.00. J. Ogden Markel, -Santa Ana - $5,943.00, accompanied by Cashier's check in the amount.of $300.00. Thermon Means, Santa Ana - $7,443.00, accompanied by certified check in the amount of $400.00. Duff & Vandenhoogen Company, Long Beach - $7,92j� .00, ac- eompanied by certified check in the amount,of $425.00. 0. F. Fowler, Santa Ana - $6,730.00, accompanied by Cashier's check in the amount of350.00, J. E..Burrell & Son, Long Beach - $6 805.00,.accompanied by Cashier's check in the amount of 4375.00.­ Blystone & Van Tuyle, Brea - 6,887.00, accompanied by Cashier's check, in the amount, of $350.00. Stark and Schmid, Santa Ana - $7,300.00, accompanied by Cashier's check in the amount of $400.00. All bids were taken under advisement until later in the evening. Reflector City Engineer Overmyer submitted an estimate of $60.00 for the w installation of reflector lamps at the intersection of Huntington Beach Boulevard and Main Street and stated that he had not yet secured -permission from the land owner to erect the sign on private property. The matter was taken under advisement. Lawn Reno- vator On motion by Henrickson seconded by Talbert, the request of Superintendent of Streets Overmyer for permission to purchase a f power lawn renovator at a cost of $195.00 was granted. Mrs. Westmore- The Clerk read a letter from Beulah Westmoreland describing the land' type of building she proposed to erect on the municipal trailer camp n ground and asking that a three year lease be drawn up and, on motion by Chamness seconded by Henrickson, the request was ordered laid on the table. r- C 12 Page 2 - Minutes Nov.l, 1937. Surety Bond On motion by Henrickson seconded by Talbert, the surety bond of the Electric and Machinery Service was accepted and ordered filed. Surety Bond On motion by Henrickson seconded by Talbert, the surety C bond of Howard H. Hoodman was accepted and ordered filed. Signs - School The offer of E.B.Moritz Foundry to furnish the City with crossings school crossing signs was read by the Clerk and referred to the i Chief of Police, whereupon on the recommendation.,motion was made by Talbert seconded by Henrickson, that the City Controller be authorized to purchase four signs at a cost of 8.50 each. More lights on The Clerk read a letter from the Chamber of Commerce Ocean Ave. ' recommending that larger lights be installed along Ocean Avenue in -the business district. The -matter was referred to the City Engineer with instructions to make a check and advise what the additional cost per month would be for installing lamps as per suggestion of the Chamber of Commerce. Folders The Clerk read a letter from the Chamber of Commerce asking permission to have printed 10,000 folders at a cost of i $265.00 for the City of Huntington Beach and, on motion by o Henrickson seconded by Talbert, the Chamber of Commerce was authorized to purchase the folders for the 'City of Huntington Beach. Monthly reports On motion by Chamness seconded by Henrickson, reports of the -City Clerk, City Treasurer, City Judge, Chief of Police, Superintendent of Streets and City Collector were approved as " o read and ordered filed. Neon Sign The application of the Golden Bear Cafe to erect Neon sign was approved, on motion by Talbert seconded by Henrickson. Garbage contract The Clerk presented and read a contract between the City i of Huntington Beach and J. W. McIntosh and F. 1A. Baldwin for the collection and disposal of garbage with the City of Huntington Beach for a period of three years beginning October 18th, 1937, t at a price of $140.00 per month and, on motion by Chamness seconded by Henrickson, the Mayor and City Clerk were authorized to execute same on behalf of the City. Resolution The Clerk read Resolution No. 788, accepting Easement from the Pacific Electric Railway Company covering a strip of ground at 13th Street and Ocean Avenue for the purpose of laying the 13th Street storm drain and, on motion by Henrickson seconded by Talbert, Resolution No. 788 was passed and adopted by the following vote: AYES: Councilmen: Morehouse, Henrickson, Talbert, Warner, Chamness NOES: Councilmen: None. ABSENT: Councilmen: None -� Page 3 - Minutes Nov. 1, 1937- C Tax Title Attorney Kuchel and the Clerk presented and read an agree- ment with the Board of Supervisors of Orange County in which the City seeks to secure tax title to a number of lots now delinquent in the payment of taxes for more than five years and, on motion by Talbert seconded by Henrickson, the Mayor and City Clerk were authorized to execute same on behalf of the City and City Attorney Kuchel was authorized to appear before the Board of Supervisors �-- and present the Agreement for their approval. I Recess At this time, 8:35 P.M., the Mayor declared a recess to go into executive session. e Council again called to order at 8:50 P.M., all members of the Council present. Contract Let - On motion by Chamness seconded by Morehouse, all bids for the I ` Recreation Bldg. Lake Park, construction of a recreation building at Lake Park were rejected i except the bid of Catching Brothers and their bid of $6,148.00 was accepted. Motion put and carried unanimously. -City Attorney Kuchel and the City Engineer were directed to prepare the necessary contract. Bidders' checks On motion by Talbert seconded by Henrickson, the City Clerk was returned authorized and directed to return all bidders' checks except that of Catching Brothers. Audit finished The Clerk presented and -read a portion of the Certified Accountants' .audit in two copies by Crenshaw, Diehl and Edwards and, on motion by c Talbert seconded by Chamness, the reports were accepted and ordered placed on file. Demands On motion by Talbert seconded by Chamness, demands approved by j the Finance Committee were ordered paid. A. E. Rafferty Fire Chief Sargent reported that Fireman Rafferty had suffered a broken arm and would probably be off duty for six weeks or more. i c C The matter of furnishing a substitute was referred to the fire chief and fire committee with power to act. Claim denied Attorney Kuchel informed the Council that he had gone into the matter of the claim of Robt. B. Dockstater and William Ellis and that he was of the opinion that the City was in no way liable for the accident and, on motion by Henrickson seconded by Chamness, the claim of Robt. B. Dockstater and William Ellis was rejected and the City Attorney directed to so notify the claimants. Storrs drain Engineer Overmyer informed the Council that the 20th S.t.reet and 17th Street,drains had been completed. On motion by Chamness seconded by Henrickson, the Council ad- journed until 7:30 P.M., November 8th, 1937• C� City Clerk and ex-officio Clerk of Tf ST• the City Council. Y
