HomeMy WebLinkAbout1938-01-03MINUTES City Hall, Huntington Beach, Calif. January 3rd, 1938 The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor Warner. Councilmen present: Morehouse, Chamness, Talbert, Henrickson, Warner. Councilmen absent: None. ` Minutes On motion by Morehouse seconded by Henrickson, minutes for the month of December, 1937 were approved as read. Monthly The Clerk read reports of the City Treasurer, City Clerk, Superintendent w reports of Streets, Chief of Police, City Collector, City Judme and annual report of c.� the Chief of Police and, on motion by Chamness seconded by Henrickson, same -� were accepted and ordered filed. ` Application The application of Mr. and Mrs. J. L. Sommers, Costa Mesa, for concession in the beach pavilion was read and ordered filed. Milroy Oil Co. The Clerk presented a check in the amount of $166.71 from the bankrupt • estate of the Milroy Oil Company tendered in payment of personal property tax for the years 1936=1937 $204.83 and 1937-1938 $33.74, total 023$.57 leaving a balance of 71.86 and, on motion by Henrickson seconded by Chamness, t the tax collector was authorized and directed to cancel the unpaid balance of $71.86. Neon sign On motion by Henrickson seconded by Morehouse, the application of Y Cecylle's cafe to erect Neon sign at 416 Ocean Avenue was approved. Surety bond On motion by Chamness seconded by Henrickson, the surety bond of Shamel Electric Company was accepted and ordered filed. Application for restaurant On motion by Morehouse seconded by Talbert, the application for license to operate restaurant at 302 - 16th Street of Fred A. Shear was approved. P.E.asks for The Clerk read a letter from the City Clerk of Lynwood calling attention increased rates to a meeting of city officials in Lynwood Monday evening, January 3rd, 1938, to consider the matter of application of the Pacific Electric Company for increased rates. The letter was ordered filed. Application The Clerk read a letter from Mrs. Opal Treece, 702 - llth Street, in which application was made for a license to operate a store concession at the municipal trailer camp ground and, on motion by Chamness seconded by • Henrickson, the letter was referred to the beach and pier committee. Tax Ord. to be On motion by Henrickson seconded by Chamness, the City Attorney and amended • City Clerk were authorized to amend the present tax ordinance to conform with State and County laws. McIntyre Int. The Clerk called the Council's attention to the McIntyre interests which have heretofore been sold to Mrs. Ted Miller on account of delinquent taxes and informed the Council that the City Assessor of Huntington Beach did not have authority to reduce the assessed valuation to an acreage 140 Page 2 - Minutes Jan. 3, 1938 basis and asked for advice from the City Council. The City • Attorney informed the Council that that was a matter for the assessor to determine and could only be handled by the City • Council when sitting as a Board of Equalization. The Clerk then asked the City Attorney to submit his written opinion to the City Assessor. One page Ad in The Clerk read a letter from the Press -Telegram asking the Press -Telegram City to subscribe to a one page advertisement in the Press-Telegram's a 50th anniversary edition to be published February llth and, on motion by Henrickson seconded by Talbert, the City Council appropriated the sum of $500.00 for a one page advertisement. Motion put and • carried by the following vote: AYES: Councilmen Chamness, Talbert, Henrickson, Warner. NOES: Councilman Morehouse. C. of C. On motion by Henrickson seconded by Chamness, the Chamber of • Commerce was authorized to assist the Press -Telegram in preparing the one page advertisemen' above referred to. Demands -1 On motion by Talbert seconded by Chamness, demands approved by the Finance Committee were ordered paid. Insurance The Clerk read a letter from Chris H. King, insurance agent, asking for a portion of insurance for the new pavilion when ready. ' The application was ordered filed. Change Order passed #1 City Engineer Overmyer presented Change Order No. 1, docket Calif. No. 1167-DS, Beach Pavilion and Civic Auditorium and the Clerk read same to the City Council. Following motion by Council- man Talbert: "That the City Council approve and accept Change Order No. 1 and that the Pltayor and City Clerk be authorized to execute same on behalf of the City of Huntington Beach". Motion put and carried unanimously. Change Order - Change Order No. 2 beach carried over g , pavilion and civic auditorium, was referred to the City Engineer and Beach Committee for their re- commendation and report at next meeting. Beach Pavilion On motion by Henrickson seconded by Chamness, the building committee of the City Council was authorized to contact the architects for the beach pavilion and instruct them to carry out construction of the building of the beach pavilion strictly in accordance with plans and specifications now approved. Contract - On motion b Talbert seconded b Henrickson the City Attorney beach frontage - Y Y Y Y was authorized to proceed to prepare a contract with the Mills Land i and Water Company for the purchase of certain land and beach frontage in the easterly part of Huntington Beach, also to prepare the necessary proceedings to place the matter of purchase on the ballot at the general municipal election to be held April 12th, 1938. Page 3 - Minutes Jan.3 f 1938. 141_ Store at On motion by Talbert seconded by Chamness, the matter of issuing camp ground permit for a store at the camp ground was carried over until next meeting of the Council. Dancing class- Mayor Warner stated that the WPA recreation committee had asked WPA permission to give dancing lessons in the city auditorium at least one day each week. The matter was referred to the City Clerk to confer with the recreation committee in the selection of a day that would not • conflict with previous engagements for the use of the hall. • White line on Councilman Morehouse stated that requests were being made to have a certain streets white line painted in the center of 17th Street between Main and Ocean Avenue, also the full length of Delaware. The matter was referred to the Q-) City Engineer to tale up with the County Road Department with a view of having that department paint the line and report back to the Council at the next meeting.
