HomeMy WebLinkAbout1938-01-17144 MINUTES City Hall, Monday, January 17th, 1938 + Pursuant to adjournment of January loth, the City Council met and was called to order at 7:30 P.M. by Mayor Warner. Councilmen present: Morehouse, Henrickson, Warner. (Councilman Chamness arrived at 7:50 P.M.) Councilmen absent: Talbert. Asks removal of The Clerk read a letter from Mrs. L. V. Buckner asking • Pine tree the city to remove a pine tree from in front of her property, 605 - 8th Street. On motion by Henrickson seconded by Morehouse, the matter was referred to the City Engineer to investigate and + endeavor to solve the matter by having the tree trimmed instead of having it moved and report back to the City Council. Subcontractors - The Clerk presented and read Federal Emergency Administration • Beach pavilion of Public Works approval of subcontractors in the construction of beach pavilion -civic auditorium reading as follows: "City of Huntington Beach, + Huntington Beach, California Gentlemen: RE: Subcontractors' approval This office acknowledges receipt of the following list covering subcontractors as proposed by Brunzell & Jacobson, Prin- • cipal Contractors. Permission is hereby granted to you to authorize Brunzell & Jacobson, Principal Contractors, to sublet the work described to the subcontractors listed. GODWIN Acting Regional Director lcc Rei For the Administrator. • 11 and on motion by Councilman Henrickson seconded by Councilman Morehouse, the City Council accepted and approved of the above named subcontractors. Horse -shoe Club The Clerk read a letter from Office of The Controller, house State of California, asking permission to use the horse -shoe club house for one-half hour on the 2nd and 17th of each month to distribute payrolls and, on motion by Henrickson seconded by Morehouse, the request was granted and the Clerk directed to notify the State Department. Surety bond On motion by Henrickson seconded by Morehouse, the surety bond of A. D. Moody, housemover, was accepted and ordered filed. Councilman Chamness arrives At this time, 7:50 P.M., Councilman Chamness arrived. Page 2 - Minutes Jan. 17, 1938. 145 • Funds The Clerk read a letter from the Federal Emergency Adminis- tration of Public Works, dated January 6th, 1938, addressed to • Walker & Eisen, Architects, Los Angeles, relative to funds de- posited by the City on account of Docket Calif. 1167-DS, City of y , Huntington Beach pavilion, to the effect that the City of Hunt- ington Beach should deposit the amount of $801.00 or more for the purpose of carrying on the above named construction. Following motion by Councilman Henrickson; "That the City Treasurer and City Clerk be directed to transfer from the General Fund the in the Security -First National Bank, Huntington Beach, amount of $5,000.00 and deposit same/to the credit of Const. PWA Calif. 1167-DS". Motion put and carried unanimously. Option on Beach On motion by Henrickson seconded by Chamness, the City front Attorney was authorized to prepare an option for the purchase of N✓� approximately 1610 feet of beach front and approximately 49 .r+. acres of land from the Mills Land and Water Company, total cost to be $110,000.00, amount of option not to exceed $100.00 and submit same to the Mills Land and Water Company for their execution. Motion put and carried unanimously. Bond Att'ys On motion by Henrickson seconded by Chamness, the City Attorney was authorized to confer with bond attorneys, O'Melveny, Tuller & Myers of Los Angeles and ascertain their charges for passing on municipal bonds and report back to the City Council. Tax Delinquent Mayor Warner informed the Council that the proceedings here - Lots tofore had with reference to the purchase of nine tax delinquent lots was in error and that it would be necessary to re -advertise and, on motion by henrickson seconded by Morehouse, the City Attorney was instructed to re -advertise and send out the necessary notices and other legal requirements for effecting the purchase by the City. Demands On motion by Henrickson seconded by Chamness, demands ap- proved by the Finance Committee were ordered paid. Store at Mun. On motion by Chamness seconded by Henrickson, the matter of camp ground executing a lease to operate a store at the municipal camp ground was laid over until after the general city election in April 1938. Oil Operators - On motion by Henrickson seconded by Chamness, the City Eng- 12th & Main ineer was directed to instruct oil operators in the vicinity of 12th and Main Streets to connect their surplus water lines with the city drain boxes on 12th Street and that the City Engineer install a connection across 12th Street for this purpose. The • motion provided a limit of thirty days in which to complete the work. Tree trimming At the suggestion of Councilman Chamness, the City Engineer was authorized to use available help for trimming palm trees along Ocean Avenue and other streets in the City. 146 Page 3 - Minutes Jan. 17, 1938. Derrick Ord. to be On motion by Henrickson seconded by Chamness, the City amended Attorney was authorized to prepare an amendment to derrick ordinance requiring that derricks hereafter constructed or having foundations repaired install concrete foundations. Mr. Bundy recommends Mr. F. E. Bundy addressed the Council and recommended slow signals that slow signals be installed along Orange Avenue and other streets leading to and from the oil fields. The matter was referred to the Police Committee. Str�k may,cause�delay Councilman Chamness informed the Council that there was on pavilion ` ` a possibility of some delay in the construction of the beach pavilion on account of stike interfering with lumber shipments. • WPA dance lessons Councilman Warner stated that the WPA dance director had asked for a piano player in connection with the lessons given in the municipal auditorium.
