HomeMy WebLinkAbout1938-02-0701 MINUTES 14 i 1 w 1 .1 City Hall, Monday, February 7, 1938 The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor Warner. Councilmen present: Morehouse, Chamness, Talbert, Henrickson, Warner. Councilmen absent : None. Minutes On motion by Chamness seconded by Henrickson, minutes for the month of January were approved as read. Skeet Club The Clerk read a letter from the Huntington Beach Skeet Club asking permission of the City Council to use a portion of the City's acreage on which the disposal plant is located for the use of the Skeet Club. Engineer Overmyer informed the Council that he thought a plan could be worked out and a suitable site was available but it would require some cleaning up and a road graded to the site and, on motion by Talbert seconded by Henrickson, the City Engineer was authorized to investigate and submit his findings to the City Council at the next meeting. C. of C. The Clerk read a letter from the Chamber of Commerce calling attention of the Council to the need of signs at Five Points, 17th and Garfield, Hampshire and Quincy and Ocean Avenue and Hampshire, directing traffic to the Huntington Beach business district. Engineer Overmyer stated that he had not yet been able to secure private property on which to erect the signs. The Council directed the City Engineer to take the matter up with the State Highway Department with a view of placing signs on the right of way. De Molays A representative of the De Molays addressed the Council and asked permission to stage a city official day in which the De Molays would take part on or` about the 17th of Parch and, on motion by Talbert seconded by Morehouse, the Council voted to cooperate with the De Molays as soon as a day had been decided upon. Application - The Clerk read a letter from Glenn LT. Schafer making application Glenn M. Schafer for the position of Director of Recreation for the summer of 1938 and, on motion by Henrickson seconded by Chamness, same was referred to the beach and pier committee to report at next meeting of the Council. P. W. A. grant The Clerk informed the Council that 25% of the 45% grant from the Government, amounting to $13,031.00, had been received from the P.W.A. Monthly reports The Clerk read reports of the City Clerk, City Treasurer, Building Inspector, Superintendent of Streets, City Judge, City Collector and Chief of Police and, on motion by Chamness seconded by Henrickson, same were accepted and ordered filed. Bids - plumbing Informal bids of Ed Manning and L. E. Worthy to install sewer • Lake Park Bldg. connections with the new Lake Park building were read by the Clerk. The bid of L. E. Worthy was $615.00 less $125.00 providing,the City does the digging and grading. The bid of Ed Manning was for $384.00 14 Page 2 - Minutes Feb.7, 1938. Contract exclusive of digging and refilling and, on motion by Henrickson awarded Ed Manning seconded by Talbert, the contract was awarded to Ed Manning at his price of $384.00 and all other bids rejected. Bowling alley;- The Clerk read the application of H. B. Carr to conduct a application approved bowling alley at 214 - 5th Street and, on motion by Talbert seconded by Chamness, the application was approved and the Clerk directed to furnish the license. Subcontract The Clerk presented and read Federal Emergency Administration of on beach pay. Public Works' approval of subcontract in the construction of beach pavilion- civic auditorium reading as follows: "City of Huntington Beach, City Hall, Huntington Beach, California Dear Sir: This office acknowledges receipt of the following list covering subcontractors as proposed by Brunzell & Jacobson, Principal Contractors. Permission is hereby granted to you to authorize Brunzell & Jacobson, Principal Contractors, to sublet the work described to the subcontractor listed. BOURNIER, Assistant Regional Director For the Administrator" And, on motion by Councilman Henrickson seconded by Councilman Talbert, the City Council accepted and approved of the above named subcontractor. Application referred The Clerk read application of Western States Drilling Company to fire chief to install Burriss oil heaters for heating oil on Lots 20 and 22, Block 114 and, on motion by Henrickson seconded by Talbert, the application was referred to the Fire Chief for his approval and report at next meeting of the Council. Hotel application On motion by Talbert seconded by Henrickson, the application approved of Mrs. W. I. Hall to operate hotel at 212L Main Street was approved. P. E. Lease The Clerk read a lease, No. 9301, of the Pacific Electric Rail- way Company covering a strip of land adjoining the municipal trailer camp and, on motion by Chamness seconded by Morehouse, the Mayor and 'City Clerk were authorized to execute same on behalf of the City. Application The application of H.-L. Grassmueck, 811 Magnolia Avenue, for position of custodian of thebeaeh pavilion and civic auditorium was read and referred to the beach and pier committee. 1 41 9- i 1 Page 3 - Minutes Feb.7, 1938. i 49 Bond issue The Clerk read an offer of the law firm O'Melveny, Tuller & Myers to assist with the proceedings in connection with a proposed bond issue for purchase of beach frontage and acreage in which they offer to perform the necessary services for a total of $300.00. The communication was ordered filed pending further action by the Council. Bids - On motion by Henrickson seconded by Talbert, the City Clerk was gasoline directed to advertise for bids for furnishing the City with gasoline for the ensuing year beginning March 8th, 1938. Bids to be opened and examined at 7:30 P.M. March 7th, 1938. McIntosh & The Clerk informed the Council that McIntosh & Baldwin, the Baldwin successful bidders for the disposal of city garbage had not yet fur- nished the City with a bond as required in the contract, nor had they executed the contract and, on motion by Henrickson seconded by Chamness, . .. the Clerk was directed to write McIntosh & Baldwin and request them to furnish the necessary bond immediately. Ord.#4o6 - At this time the Clerk gave Ordinance No. 406, providing certain first reading p fire prevention measures in the oil fields, its first reading. Ord.#407 - The Clerk gave Ordinance No. 407, providing for the punishment of first reading drunkenness and disorderly persons, its first reading at this time. Demands On motion by Talbert seconded by Chamness, demands approved by the finance committee, were ordered paid. City asks ex- Councilman Chamness informed the Council that he believed the tension of 6 in. c_• water line Southern California Water Company should be asked to extend its six inch water line from 16th Street to 3rd Street and from 3rd Street to Orange Avenue because the present line is not large enough to protect property in tie event of fire and, on motion by Talbert seconded by Henrickson, the Clerk was directed to write the Water Company and the Fire Committee and Fire Chief were directed to make a study of it and • report to the City Council at its next meeting. Great Amer. The City Attorney presented a check from the District Court of the Pet.Co. United States in the amount of $55.03, same being the City's portion of the estate to apply on city license tax and waste water disposal owing by the Great American Petroleum Company. The check was received by the Council and the Clerk directed to inform the Council of the amount still • owing at its next meeting. 1911 Act - The City Clerk was directed to prepare and present to the Council delinquent the amount of delinquent principal and interest of 1911 Act covering • lots proposed to be sold for taxes and present the same to the Council. Parking on On motion by Henrickson seconded by Chamness, Richard Beeson was Ocean Ave. - Richard authorized to be employed for the sum of $185.00 to prepare the soil, Beeson plant flowers and shrubs in the parking from 1st to loth Streets and J take care of same for a period o l' thirty days after planting. 15 0 Page 4 - Minutes Feb. 7, 1938. Mills Land & The Clerk presented and read a proposed option with the Water Co. Mills Land and Water Company for the purchase of certain beach frontage and certain acreage in the city limits of the City of Huntington Beach. The matter was referred back to the City Attorney. Catch basin - 12th St. Engineer Overmyer informed the Council that he had installed a catch basin on 12th Street and that same was now ready to be used by oil companies to carry away waste water from wells. The Council suggested that Engineer Overmyer contact all interested parties and see that connections be made in the near future. Flood waters - Mayor Warner stated that there is to be a meeting held in Meeting in River- side Riverside on the 25th of February to discuss flood waters of the upper Santa Ana river and suggested that City Councilmen might be called upon to be present and enter the discussion in Fire hose the interest of Orange County. On motion by Talbert seconded by Chamness, the Fire Chief was authorized to purchase six hundred feet of 22 inch Fire Underwriters' hose, this on recommendation of Fire Chief Sargent.
