Pursuant to adjournment of February 14, 1938, the City
Council was called to order at 7:30 P.M. by Mayor Warner.
Councilmen present: Morehouse, Talbert, Warner.
Councilmen absent: Chamness, Henrickson,. I r
Extension of time

on Lake Park bldg.
The Clerk presented and read letter from City Engineer
Overmyer calling attention to expiration of time limit on
contract with Catching Bros. for construction of recreation
building in Lake Park. On motion by Talbert, seconded by
Morehouse, a time extensiontof forty days, exclusive of,Sundays
and holidays, with waiver of penalties,_was allowed on contract.
Councilman genrickson
arrived
At this time, 7:35-P.M., Councilman Henrickson arrived.
Neon sign
Motion was made by Morehouse,, seconded,by Henrickson, to
grant permit for erection of Neon sign on application of Frye
Sign Company for John•F. Burkhart, at,223z Main,Street. Henrick-
son.withdrew his second and Morehouse the motion on being
advised by the City Building Inspector that sign was contrary
•
to ordinance.
Councilman Chamness
arrived
At this time, 7:45 P.M., Councilman Chamness arrived.
Amendment to sign
Upon motion by Talbert, seconded by Henrickson, the City
Ord.

Attorney,and City Engineer were instructed to prepare amend-
ment to ordinance covering construction of signs and present
same to the Council.
1911 Act Bonds -
The Clerk read letter of Charles Burleycamp in which he
'
Mr. Burleycamp
agreed to accept 4% interest in cancellation of certain 1911
Act Bonds, in accordance with settlement of bonds as proposed
by the Council. The matter was held open until completion of
title to lots in the City.
Live bait boats A letter.from Ray Kimball, 603 E. lst St., Santa Ana,
with proposal to operate live bait boats from pier, and asking
for bait concession on pier in connection with operation of boats,
was referred to Beach and Pier Committee, on motion by Henrickson
seconded by Talbert. •
Reservations for The Clerk was asked to make four reservations for February
Orange Co. League
meeting of Orange County League of Municipalities in Tustin,
Thursday evening, February 2�-th.

J.C.Clark to attend Y � Y permission was
granted J. C. Clark, Sewer Plant Operator, to attend California

Sewage Works Convention at San Diego, April llth and 12th, 1938,
expenses to be paid by the City.

. Recess At 7:55 P.M. Mayor Warner declared a recess.
Following recess, Council was again called to order at 8:50
P.M. by Mayor Warner. All members present.
Option on Mayor Warner stated that the City would execute option for
beach front
purchase of beach front from Mills Land and Water Company for
$85,000.00, and option for purchase of acreage from same for
$25,000.00, with no oil reservations. Purchase of inland acreage
being contingent on Bond issue carrying for beach purchase, and that
the City would have 10C% control of the property. Upon return of
executed options in day or so, City Council would then proceed.
Special Bond
Upon motion by Henrickson, seconded by Talbert, the City
attorneys
Attorney was instructed to secure O'Melveny, Tuller & Myers as
special bond attorneys in matter of bond issue for beach and acreage
purchase and the Mayor and City Clerk were authorized to sign the
agreement in accordance with their proposal as containe'd in their
letter of,January 18th; 1938.
Option checks
Upon motion by Henrickson, seconded by Talbert, the Mayor and
authorized

City Clerk were authorized to sign option checks to the Mills Land and
Water Company in the amount of 0400.00 as option on Beach front and
$100.00 as option on acreage.
C. of C.
The Clerk read letter from Chamber of Commerce calling Council's
attention to flooded condition of Ocean Avenue during recent rain, and
stated also that streets in oil field west of 17th Street were becoming

impassable and needed grading. No action taken by Council.
Derrick to
be Mr. Talbert reported that temporary repairs would be made
repaired
immediately to derrick on Lots 16 and 18, Block 110, in order that
• streets may be opened to traffic.
Skeet Club Mr. Overmyer, City Engineer, reported as to requests of Skeet
Club in detail, the items totaling an estimated $147.00, exclusive
of labor and equipment. Upon motion by Henrickson, seconded by Chamness,
the City Engineer was authorized to carry out plans as detailed at a cost
not to exceed $150.00.
Firecracker Councilman Chamness brought up the matter of a firecracker ordi-

nance. Upon motion by Henrickson, seconded by Chamness the City Attorney
was requested to check the City of Newport Beach ordinance regulating
• fireworks, and to outline points for March meeting of the Council, in
order that ordinance be framed to fit our conditions.
J. R. Covington The City Attorney reported J. R. Covington, involved in accident with
a city owned truck, had referred letter regarding accident to his insurance
adjusters.
Upon motion by Talbert seconded by Chamness, meetin was djourned
to 7:30 P.M., Monday, February 28th, 1938.
