MINUTES
City Hall, Monday, Parch 28th, 1938
Pursuant to adjournment of March 14th, the City Council met and was
called to order at 7:30 P.I,'i. by Mayor Warner.
Councilmen present: darner, laorenouse, Talbert, Henrickson. Councilman
Chamness arrived at 7:45, P.a.
Councilmen absent: None
Girl Scouts - On motion by Henrickson seconded by Lorehouse, the request of the
free use of _
Memo Hall Girl Scouts for free use of Memorial Hall for card party April llth was
granted.
Mrs. Clapp The Clerk read a letter signed by Mrs. Sam Clapp and others asking
that the City Council grant free use of the Memorial Hall for dancing
lessons Wednesday afternoon and evening each week. On motion by Henrick-
son seconded by Morehouse, the Clerk was directed to advise the applicants
that they might have free use of the hall in the afternoons $object, -to
cancellatioriw�by the Council -at any time but any arrangements for use of
the hall in the evening would have to be made with the City Council at a
later date.
Advertising The Clerk read a letter from the Orange Daily News soliciting funds
for advertising on account of the Golden Jubilee celebration May 2nd and
3rd and, on motion by Henrickson seconded by Chamness, the Clerk was
• directed to advise the News that the City was not in position to contract
for advertising of that nature at the present time.
Application The application of Ed H. Lawson for concession in the new beach
• pavilion was referred to the Beach and Pier Committee.
Change Order Mr. Eisen, architect of the beach pavilion, appeared before the
. No.3
Council and presented Change Order No. 3 and, on motion by`Chamness
seconded by Henrickson, Change Order No. 3 as recommended and presented
by Mr. Eisen was accepted and approved by the City Council. Motion put
and carried unanimously and, on motion by Henrickson seconded by Chamness,
the Mayor and City Clerk were authorized to execute Change Order No. 3
on behalf of the City of Huntington Beach.
Tile The matter of installing tile: in,,the toilet rooms of the beach
• 1 pavilion was taken under advisement.
Contract - The Clerk read a contract between the City of Huntington Beach and
John H.Ganes
John H. Ganes whereby Mr. Ganes is to be allowed to use the municipal
• pier landing for loading and unloading passengers from live bait fishing
boats. After some discussion and correction, Councilman Henrickson
moved that the Mayor and City Clerk be authorized to execute the contract
• as amended. Motion seconded by Councilman Chamness, put and carried
unanimously.

Neon Sinn On motion by Chamness seconded by Henrickson, the applica-
tion for permission to erect Neon sign at 112 Main Street by
Marion Trichler was approved.
Neon Sion On motion by Henrickson seconded by Chariness, the applica-
tion of Hod Carr to erect Neon sign at 2i4 - 5th Streed was
approved.
Water lines The Clerk read a letter from the Southern California Waterr
Company relative to installation of new water lines and, on
motion by Henrickson seconded by Talbert, the Clerk was directed
to write the water company and ask that their engineer get in
touch with City Engineer Overmyer and Fire Chief Sargent and
work out a plan of installing water lines -in the alleys instead
of along Walnut Avenue as suggested by the water company's letter.
Chairs On motion by Henrickson seconded by Chamness, the City
Controller was authorized to purchase 250 collapsible chairs
for use of Memorial Hall, Lake Park and Chamber of Commerce.
C. of C. On motion by Talbert seconded by Chamness, the request of
the Chamber of Commerce for a loan of forty chairs was granted
and the City Clerk authorized to make delivery of the chairs.
Lake Park Bldg.- Mayor Warner stated it would require approximately $150.00
above budget allowance to furnish the Lake Park building and
asked permission to draw on the general park funds for the
Fern Griffin

Demands
balance. Permission was granted by unanimous consent of the
City Council.
On motion by Talbert seconded by Henrickson, the claim of
Fern Griffen for refund of $1.00 erroneous weed charge was
allowed.
On motion by Talbert seconded by Morehouse, the recreation
building in Lake Park erected by Catching Brothers was accepted.
The Clerk read a letter from Catching Brothers to the
effect that their contract for erection of building in Lake
Park was completed. City Engineer Overmyer informed the Council
that the building had been finished to the satisfaction of the
Engineering Department and, on motion by Henrickson seconded by
Chamness, the Clerk was directed to execute and record Notice of
Completion on Lake Fark building.
On Motion by Talbert seconded by Morehouse, the City Attorney
was asked to prepare resolution cancelling back taxes on McIntyre
units to conform with agreement with Mrs. Ted Miller made at the
time she purchased the tax delinquent property.
On motion by Chamness seconded by Talbert, demands approved

Ord. 410 At this time the Clerk gave Ordinance No. 410, regulating signs
• over sidewalks, its second and final reading and, on motion by
Chamness seconded by Talbert, Ordinance No. 410 was passed and adopted
by the following vote:
AYES: Councilmen Morehouse, Chamness, Henrickson,Talbert, Warner.
NOES: Councilmen - None.
ABSENT: Councilmen - None.
Fire crackers The matter of presenting fire -cracker ordinance was deferred.
Beach camp Councilman Chamness stated that an unauthorized structure had
been placed on the beach camp ground and, on motion by Chamness
seconded by Henrickson, the caretaker was -instructed to ask the owner
• of the property to remove same immediately.
Lake Park Bldg. Mayor Warner informed the Council that April 9th had been set for

the formal opening of the Lake Park recreation building.
De Molay Members of the De Molay addressed the Council relative to their
inspection of the City Hall, Street Department and other departments
on March 17th and said that they hoped to make this visit a yearly
event.
Richard Beeson Councilman Chamness advised the appointment of some one as land-
scape gardener and to have charge of tree trimming and beautification
of parks and park -ways; he recommended the appointment of Richard
Beeson at a salary of $150.00 to start and on recommendation by
Henrickson seconded by Talbert, Richard Beeson was employed for the
above named proposition for a period beginning April 1, 1938 to
serve at the will and pleasure of the City Council at a salary of
$150.00 per month.
On motion by Henrickson seconded by Chamness, the Council
adjourned.
