MINUTES
City Hall, Monday, April 4, 1938
The regular meeting of the City Council was called to order at
7:30 P.11. by Mayor Warner.
Councilmen present: Morehous,e,Chemness,Ta.lbert,Henrickson, Warner. •
Councilmen absent: None.
Minutes On motion by Henrickson seconded by Chamness, Minutes for the
month of March were approved as read.
Recess At this time 7:
40 P.M-, the Mayor declared a short recess for
the purpose of going into executive session. Meeting again called
to order at 8:30 P.M. All members present.
Concession - The Clerk read a letter from F. H. Berdelman asking the City •
Beach pavilion
Council for a lease of the refreshment concession in the new pavilion.
The application was referred to the beach and pier committee.
Girl Scouts Mrs. Kirkpatrick introduced Virginia Nichols, girl scout, who •

thanked the City Council for allowing the Girl Scouts to use the
Memorial Hall April llth and invited members of the City Council to
be present on Wednesday April 6th to receive a donation of a tree
to be set in Lake Park by the Girl Scouts. She also invited the
Council to be present at the card party April llth.
Advertising space- On motion by Henrickson seconded by Chamness, the recommenda-

tion of the Chamber of Commerce for the City to purchase advertis-
ing space in the program of the Internationals Casting Tournament,
Columbus, Ohio, was denied for the reason that this City's advert-
ising fund has been exhausted.
Mosquitoes - Air. F. J. Gillespie and Pair. Lenaham of the east side addressed

the Council relative to the mosquito nuisance and flood water
nuisance and asked that some action be taken to remedy this situation.
They were informed by the Mayor that the Council had under consideration
treatment to get rid of the mosquitoes immediately and, on motion by
Talbert seconded by Henrickson, the City Engineer was directed to make
a survey with a view of installing drains and submit his recommendations

with a preliminary estimate of cost as soon as convenient.
C. of C. The Clerk read a letter from the Chamber of Commerce asking the

City Council to consider purchasing advertising space in Fishing Facts
1938. On motion by Henrickson seconded by Morehouse, the request
was denied.
Licenses waived - The Clerk read a letter from B. M. Honold, Scoutmaster Troop
Concession at
Ball park #1, asking the City Council to waive license fee for the concession
at the ball park during the coming season for Troop #1 Boy Scouts.
On motion by Morehouse seconded by Henrickson, the request was
granted.

referred to the City Engineer to make a study of and file.
Citizens' The Clerk read a letter from the Citizens' Military Training Camp

Neon sign On motion by Chamness seconded by Talbert, the application of F. A.
Cunningham to erect Neon sign at 103 East Ocean Avenue was approved.
Neon sign On motion by Talbert seconded by Henrickson, the application of
Mr.Kohler to erect Neon sign at 406 Ocean Avenue was approved.
i New Pavilion The Clerk read a letter from Cecil Johnson asking permission to
bring his band to the new pavilion. On motion by Henrickson seconded
by Talbert, the application was referred to the Beach and Pier Committee.

Twentieth Century Club for use of the Lake Park building on the First and
Third Tuesdays of each month was referred to the Park Committee.
,'�• License - The license application of S. B. Cathcart to operate restaurant at

License - On motion by Talbert seconded by Morehouse, the application for
drug store

Demands On motion by Talbert seconded by Chamness, demands approved by the
Finance Committee were ordered paid.
Mosquitoes Mayor Warner called attention-to,the mosquito nuisance and stagnant
water on the east side of the City. The matter was referred to the City
Engineer to take it up with the Health Department and work out the details
for abatement and -report back to the City Council,

Signs The matter of installing Neon sign at Five Points and other
points was deferred.
WPA labor for Mayor Warner referred to the matter of employing W.P.A.
parks etc
Tabor in the improvement of parks and park -ways and tree planting
and recommended that the Council take action as soon as possible
and, on motion by Chamness seconded by Henrickson, the matter was
referred to the Streets and Parks Committee and the City Engineer
to investigate and report back to the City Council.
Waste water On motion by Henrickson seconded by Talbert, City Engineer
Overmyer was instructed to take up the matter of disposition of
waste water from the well located at Main and Wesley and ask the
owner to submit proposed type of drain he wishes to install to the
City Council in writing at its next meeting.
Bond Election Mayor Warner asked City Councilmen if they desired to submit

facts of the April 12th Bond Election to the people in the form of
an advertisement in the Huntington Beach News and, on motion by
Talbert seconded by Henrickson, Mayor Warner was authorized to
prepare a statement of facts and publish it in the Huntington Beach
News Thursday, April 7th, one-half page.
Mr. Bundy Frank Bundy addressed the Council and called attention to the
repairs needed on 12th Street adjoining his property at 12th and
Orange, also matter of removing Eucalyptus trees from in front of
the -same property. The request was referred to the Streets and
Parks Committee.
Firecracker On motion by Chamness seconded by Henrickson, the Police and
ordinance
Fire Committee and City Attorney were directed to prepare a fire-
cracker ordinance and present to the City Council at its next
meeting.
Glenn Schafer- On motion by Henrickson seconded by Talbert, Glenn Schafer
playground
supervisor was employed as playground supervisor for the summer season, June
1st to September 1, 1938, at a salary of $125.00 per month. The
City Clerk was directed to write Mr. Schafer and ask him to submit
to the Council a written program of proposed activities for the
coming summer.
On motion by Talbert seconded by Henrickson, the Council
adjourned until 7:00 P.M., Monday April llth, 1938.
