HomeMy WebLinkAbout1938-04-25178 MINUTES City Hall, Monday, April 25th, 1938 Pursuant to adjournment of April lSth, 1938, the City Council was called to order at 7:30 P.M. by Mayor McCallen. Councilmen present: Morehouse, Chamness, Henrickson, McCallen. Councilmen absent: Talbert. Committees appointee by Mayor McCallen informed the Council that he had prepared a list Mayor of committees and presented the following: POLICE AND FIRE: A. L. Hitterdale to operate auto service shop at 210 - 5th Street was approved. License renewed On motion by Henrickson seconded by Chamness, the application of F. A. Cunningham for renewal of restaurant license on east Ocean Ave- nue was approved. Neon sign On motion by Chamness seconded by Henrickson, the application of John Burkhart to erect Neon sign at 2231 Main Street was approved. Neon Sign The application of Eva Mathews to erect Neon sign at 804 Ocean Avenue was approved on motion by Henrickson seconded by Chamness. Application - L.L.Crum The application of L. L. Crum for position as caretaker of the Lake Park recreation building was referred to the Streets and Parks committee. D. K. Clapp The Clerk read a letter from D. K. Clapp making application for renewal of concession lease at the Lifeguard station on the beach front and, on motion by Chamness seconded by Henrickson, the City Attorney was authorized and directed to prepare a new lease on the same terms as last year. Light standards along Ocean The Clerk read a letter from Roy G. Webb, agent for Pacific Ave. Indemnity Company in which he proposed to insure all --of the City's , light standards for a premium of $761.07 per year and, on motion 179 Page 2 - Minutes April 25, 1938. by Henrickson seconded by Chamness, the City Engineer was instructed to prepare a statement of losses on account of damage to lamp posts during the past three years. Sun rooms The application of Chas. B. Tipton for lease of sun rooms at first on pier 11V on the municipal pier was referred to the Beach and Pier committee to investigate and report at next meeting. This on motion by Henrickson seconded by Morehouse. Anglers' The application of the Huntington Beach Scientific Anglers' Club, Club J. F. Catching, Secretary -Treasurer, for use of the Lake Park Recreation building on each and every Thursday evening was read by the Clerk and, on motion by Chamness seconded by Henrickson, the application was referred to the Streets and Parks committee and the City Engineer with instructions to prepare a resolution containing rules and regulations governing the use c� of the park building and present same to the Council at the next meeting. -� 20th Cen- The application of the Twentieth Century Club, Edra Gillespie, Secre- tury club tary, for use of the recreation building in Lake Park on the first and third Tuesdays of each month was referred to the Streets and Parks Committee. Baseball The Clerk read a letter from the Huntington Beach Nite Baseball Com- Club mission, Joe Rodgers, President and Cliff L. King, Secretary, asking the City Council to budget the sum of $1500.00 to be paid to the baseball club during August 1938. Councilman Henrickson recommended that the amount be reduced to $1000.00. Motion by Councilman Morehouse to support the base- ball club in the amount of $750.00 was lost for want of a second and, on motion by Chamness seconded by Henrickson, the City Council allocated the sum of $1000.00 to be paid to the baseball club to assist in defraying • traveling expenses of the members of the club. Motion put and carried unanimously. Joe Rodgers thanked the Council for its consideration and informed them that the opening game would be May 10th. Fishing The Clerk read a letter from the Huntington Beach Chamber of Commerce Barge urging the City Council to secure the services of a ,fishing barge to be installed off shore at Huntington Beach at an early date. Councilman Chamness informed the City Council that there was in effect at the present time a contract between the City of Huntington Beach and C. K. Morrison to operate a fishing barge off the coast of Huntington Beach and that this contract would not expire until 1939; that same had been assigned by Morrison to Ocean Sport Fishing, Inc. Councilman Chamness said he had contacted the Ocean Sport Fishing, Inc., and that he had been informed that they • would not operate at Huntington Beach this season, neither would they agree to a cancellation of their contract. Councilman Chamness also stated that a representative of the Ocean Sport Fishing, Inc. had been notified to appear • before the City Council at 7:30 P.M., Monday, May 2d and show cause why their contract should not be cancelled. Mosquitoes The Clerk read a letter from Harry Overmyer, City Engineer, to the effect that he was workin., with the County Health Department to • abate the mosquito nuisance. Elementary school The Clerk read a letter from the Huntington Beach Elementary School thanking the City for the tree trimming on Palm Avenue. The letter was ordered filed. Playground supervisor The Clerk read a letter from Glenn M. Schafer, recently appointed playground supervisor for the season, to the effect that he would • arrive in Huntington Beach within a few days and outline a program for summer activities. Camp ground - The Clerk read a letter from Mary L. Johansen, Bell, California, • relative to the maintenance of a tent building in the camp ground to be used as a nursery for visitors to the beach. She stated that she had been directed to remove the structure but asked that the City • Council reconsider. The City Clerk was directed to write Mrs. Johansen and inform her that it would be impracticable to use space in the camp ground for that purpose. 5 Applications - The Clerk presented and read the following applications for lease Beach Pay. or management of the beach pavilion: Owen D. Russ'Vanderhoof, 1818 E. loth St., Long Beach, Calif. Glenn Miller, 1640 Gundry Avenue, Long Beach, Calif. Frank Blair, 842 Stanley Avenue, Long Beach, Calif. Ray Allen, Santa Ana, California. • All applications were ordered filed. Richfield The Clerk presented and read assignment of the Richfield Oil Oil Corp. Company to the Richfield Oil Corporation covering 11� gas tax • agreement and, on motion by Henrickson seconded by Chamness, the Mayor and City Clerk were authorized to execute same on behalf of the City. ` Application - The Clerk read a letter from Gertrude Whitmere applying for hat & coat room position as custodian of hat and coat room at the beach pavilion. The application was referred to the beach and pier committee. Application - The Clerk read a letter from H. A. Wood making application concession for the concession in the beach pavilion to be used for sale of sandwiches, cigars, cigarettes and soft drinks. The application ' was referred to the Beach and Pier committee. H. B. News The Clerk read a letter from the Huntington Beach News solicit- ing a page advertisement in the News for the Black Gold edition and, ` on motion by Chamness seconded by Morehouse, the request was denied. Application The Clerk read application of Velma Jean Jones for position as assistant to the beach playground director during the coming summer season. IS t Aux. 1 On motion by Henrickson seconded by Chamness, the request of the American Legion Auxiliary for exclusive permit to sell poppies on the streets during poppy week was granted and the Chief of Police authorized to enforce the provisions of the permit. League of The Clerk informed the Council that the Orange County League of Muni- Mun . cipalities will meet at 6:45 P.M., Thursday, April 28th in the Green Cat Cafe at Santa Ana. The Clerk was directed to inform the League secretary R that seven would be present from Huntington Beach. t Fire Ins. The Clerk read a letter from Mrs. Agnes Marshall asking for renewal of fire insurance policy on the City Hall. After some discussion to the effect that Mrs. Marshall is not now actively engaged in the insurance business and does not maintain an office in Huntington Beach, on motion c-= ` by Henrickson seconded by Chamness, the request was denied and the Clerk �r authorized to place the insurance with C. H. King, local agent. Mr. Nutt On motion by Henrickson seconded by Morehouse, the Clerk was directed to inform Mr. H. T. Nutt, 7382 Main Street, that he and his group were welcome to use Lake Park and its buildings and equipment, Sunday, June 5th to stage a Colorado picnic. Chas. Derigo On motion by Henrickson seconded by Chamness, the City Council voted janitor to transfer Charles Derigo, Jr. from the Street Department to the City Hall Department as janitor at the sum of $130.00 per month beginning May 1, 1938 and to serve during the will and pleasure of the City Council. Hours of service to be arranged by the City Clerk. C. P. Patton On motion by Henrickson seconded by Chamness, Judge C. P. Patton was authorized to make application for Notary Public commission, the City of Huntington Beach to stand all expense with the provisions that Judge Patton do whatever notary work is required by the City free of charge. Concessions - The City Clerk was directed to write applicants for concessions in beach pay. the beach pavilion and inform them that applications would be closed on May 2d and in the meantime all applicants are referred to Councilman C Chamness, chairman of the Beach and Pier committee for information i relative to the City's requirements. Store at On motion by Henrickson seconded by Morehouse, the City Attorney was camp gr. authorized and directed to prepare a lease for a period of one year begin - ping May 1st, 1938 covering store location at the municipal trailer camp, the lease to be made in favor of Mrs. Beulah Westmoreland and to provide for a $100.00 rental payable in advance and an option of one additional • year beginning May lst, 1939 at a rental price and subject to building requirements satisfactory to the City Council at the date of renewal. r 182 Page 5 _ Minutes April 25, 1938. Improvement - The Clerk read an estimate!'from Engineer Overmyer covering Beach front & camp gr. improvements proposed for the municipal camp ground and beach front amounting to a. total of $566.00, estimate reading as follows: Item 1. 7 concrete fire rings complete ® $6.00 y$42.00 Item 2. 3 sanitary slop sinks complete and installed ® $33.00 99.00 Item 3. 18 dining tables complete © $12.50 225.00 Item 4. Altering foundations of 2 existing lifeguard towers C' $30.00 60.00 Item 5. Construction of 1 new life guard tower 14o.00 TOTAL $566.00 and on motion by Henrickson seconded by Chamness, the City Engineer in cooperation with the Beach and Pier Committee was authorized and directed to proceed at once with improvements as per estimate. Recess At this time, 9:35 P-M., the Mayor declared a short recess. 9:55 P.M., Council again called to order. Councilmen present: Morehouse,Chamness, Henrickson, McCallen. Councilmen absent: Talbert. Lee Mann - Mayor McCallen informed those present that the contract for the Mgr.Beach 'Pay. employment of Lee Mann as manager of the beach pavilion would be submitted for signature on Monday, May 2d. H.W.Yost On motion by Chamness seconded by Morehouse, Harry W. Yost was ordered transferred from the waste water department to the street department effective May 1st, salary to remain as at present. E. R. Williams, On motion by Henrickson seconded by Morehouse, E. R. Williams was appointed waste water inspector and collector of waste water fees in addition to his present duties. Mr. Allen On motion by Chamness seconded by Morehouse, the City Engineer was directed to inform Mr. Allen of Main Street of the requirements for connecting his waste water line with the city line and direct him to proceed immediately to make connection. City Engineer to report at next meeting of the City Council. On motion by Henrickson seconded by Chamness, the Council adjourned.
