HomeMy WebLinkAbout1938-05-09193 MINUTES City Hall, Monday, May 9, 1938 Pursuant to adjournment of May 4th, 1938, the City Council met and was called to order at 7:30 P.M. by Mayor McCallen. • Councilmen present: Morehouse, Chamness, Henrickson, McCallen. Councilmen absent: Talbert. Ticket Office- The Clerk read a letter from City Engineer Overmyer with which he Pavilion submitted a sketch and an estimated cost for the construction of a ticket office for the pavilion, cost $t"395.00. On motion by 'PHenrickson seconded by Chamness, the City Engineer was directed to order the office construct- ed as per specifications at a cost not to exceed 395.00, Errington The Clerk read a letter from Chief of Police Grant appointing E. Errington patrolman, effective as of May 16th at a salary of $135.00 and, on motion by Chamness seconded by Henrickson, the appointment was approved. Application The Clerk read a letter from Lawrence Mollica making application for work with the City. The letter was ordered filed. P.L.Wood A letter from P. L. Wood was presented and read by the Clerk in which • Mr. Wood offered a bonus of $150.00 and an additional rental of $300.00 per year for a five years' exclusive lease at his present location provided the City would include in the lease the building adjoining, change the partitions, • install a sink and screens on the windows. The letter was accompanied by a check for $150.00. The letter was referred to the Beach and Pier Committee for their recommendation at next meeting of the Council. Advertising - The Clerk read a letter from the Huntington Beach News stating that H.B.News they would get out an issue on May 26th dedicated to the new beach pavilion and asked that the City subscribe to advertising at the rate of $89.60 per page. The letter was referred to the Beach and Pier Committee for its recommendation at next meeting of the City Council. Councilman A card from Councilman Talbert was read thanking the Council for the Talbert bouquet of flowers sent him during his illness in the hospital recently. The card was ordered filed. Santa Ana The Clerk read a letter from the Santa Ana Register soliciting adver- Register tising on account of opening the new beach pavilion on May 28th and quoting a price of $168.00 per page. The Register asked that they be designated as the official County newspaper to carry the message to all Orange County • about the new pavilion and the grand opening. Ord. #411 The Clerk gave Ordinance No. 411, fixing the rate of surety Passed & adopted bonds of City employees, its second and final reading and, on motion by Chamness seconded by Henrickson, Ordinance No. 411 was passed and adopted by the following vote: AYES: Councilmen: Morehouse, Chamness, Henrickson, McCallen. NOES: Councilmen: None ABSENT: Councilmen: Talbert. Ord. 412 The Clerk gave Ordinance No. 412, an ordinance, of the City First reading Council of the City of Huntington Beach, California, providing for the issuance of $100,000.00 of bonds of said City authorized by an election held therein on April 12, 1938, its first reading at this time. Harry C. WilsonThe Clerk presented and read a letter from Harry C. Wilson requesting permission to operate water taxis off the Huntington Beach pier during, the season of 1938 with option of renewal. The application was referred to City Attorney Overacker and the City Council as a whole for investigation and report at next meeting of the City Council. If possible to no so, the City Attorney was re- quested to have a contract prepared in accordance with recommendations of the committee. Fire Ins. The matter of awarding fire insurance to Julia M. Payne was deferred until meeting May 16th. Rob°t Snyder The application of Robert Snyder to install gasoline pump at Lots 19 and 20, Block 1005, Vista Del Mar Tract, was held up until May 16th. Cliff' L. King The Clerk read a letter from Cliff L. King withdrawing his - recent application for lease of concession in the new beach pavilion. The letter was ordered filed. Agreement- g - The Clerk read an agreement between the City of Huntington Beach Mrs. West- moreland and Beulah Westmoreland covering lease of site for store building at the municipal camp ground. On motion by Henrickson seconded by Chamness, the Mayor and City Clerk were authorized to execute sane on behalf of the City. Fire cracker The matter of reading fire cracker ordinance was deferred until Ord. May 16th. Waste water- Mr. Allen addressed the Council relative to disposal of waste water at Main Street well and agreed to appear before the City Council not later than 7:30 P.M., Monday May 16th, 1938, and present plans for immediate action to take care of the waste water in accord- ance with directions of the City Engineer. • 1 1 Ll Page 3 - Minutes May 9, 1938. • Life guard On motion by Chamness seconded by Henrickson, the City Council voted service • to agree to furnish life guard service to the station owned by the Huntington Beach Company and located in the vicinity of the plunge. Such service to be furnished only when deemed necessary and advisable by the City's chief life guard. The City Clerk was directed to write the Huntington Beach Company accordingly. Chas.B. The application of Chas. B. Tipton for lease of sun room on municipal Tipton • pier was held up until May 16th. C.K.Morrison The matter of resolution cancelling C. K. Morrison's contract was de- ferred until -a- later date. Oil pollution On motion by Henrickson seconded by Morehouse, the City Council voted to on beach go on record as sanctioning the action of the State Fish and Game commission in its endeavor to keep the beach and tide waters free from oil pollution. The Council unanimously expressed its desire to assist the Fish and Game Commission in any action to prevent oil from reaching the beach. Virs. Mary L. City Engineer Overmyer informed the Council that the portion of a Johansen • building erected on the municipal tent grounds by Mrs. Mary L. Johansen, 3727 Bell Avenue, Bell, California, had not yet been removed. The matter was referred to the City Attorney with instructions to take up with Mrs. ' Johansen and demand immediate removal. Amendment to On motion by Henrickson seconded by Chamness, the City Attorney was Ord.230 - Dancing authorized to prepare amendment to Ordinance No. 230 permitting dancing within the City limits,until 2:00 A.M. and on Sundays. Motion put and carried unanimously. Landscaping Richard Beeson presented plans for landscaping around the beach around Pay. ' -pavilion and, on motion by Chamness seconded by Henrickson, the plans were approved except two items, namely, the planting of Palms and construction of rockery. Work to be done in accordance with plans and not to exceed the estimated cost as submitted. Sam Dawson On motion by Henrickson seconded by Chamness, the City Council approp- riated the sum of $50.00 to be paid to Sam Dawson for advertising to appear in Dawson's Star Trailer Parks folder covering area from Santa Barbara to San Diego. Sidewalk On motion by Chamness seconded by Henrickson, City Engineer Overmyer was in front of pay. authorized to proceed with installation of concrete sidewalks in front of the beach pavilion at a cost not to exceed 1$¢ per square foot.
