MINUTES •
City Hall, Monday, May 16th,1938
Pursuant to adjournment of May 9th, 1938, the City Council
met and was called to order at 7:30 P.M. by Mayor McCallen.
Councilmen present: McCallen, Morehouse, Henrickson.
(Councilman Chamness arrived at 7:38 P.M.)
Councilmen absent; Talbert.
Mrs. Johansen W The Clerk read a letter from Mrs. Mary L. Johansen relative •
to building on the trailer camp ground, same was referred to the
City Attorney.
Riverside Daily
Press A letter from the Riverside Daily Press quoting advertising
rates was read and ordered filed.
Grader A letter from Engineer Overmyer recommending g y g purchase of a
new grader at an approximate cost of 44,400.00 was read and referred
to the Streets and Parks Committee for its recommendations at an
early date.
Flood lights at On motion by Henrickson seconded by Chamness, the City Engineer's •

estimate for installing ornamental poles and flood lights at a cost
-not to exceed 0384.00 was accepted and the engineer instructed to pro-
ceed with the work as per his estimate.
Orange County The Clerk read a letter from the Orange County League of Muni -
League of Mun.
cipalities calling attention to meeting of the League at Seal Beach,
Thursday evening May 26th, at which time the matter of allocation •
of gas tax to the cities by the Board of Supervisors will be discussed.
The letter also suggested that members of the City Council appear
before the Board of Supervisors at their meeting on May 31st for the •
purpose of making a request that cities be allowed a•portion of the
State gas allocated to the counties. The letter was ordered filed
and members of the City Council, the City Clerk and the City Attorney •
were urged to attend both meetings.
H. B. News The Clerk read a letter from J. S. Farquhar, Huntington Beach
News, offering to furnish free all of the space desired for public-
ising the opening of the new beach pavilion, The letter was ordered
filed.
H. B. Band A letter signed by John R. Peterson, director of the Huntington •
Beach Band, was read. The letter asked permission to conduct concerts
during the coming summer, the rate of pay to be $4.00 per man per
concert and to use 25 men including the director. The matter was •-
referred to the Music and Promotion Committee and ordered filed.
Cliff L. King - The Clerk read a letter from Cliff L. King making application

for concession in the beach pavilion at the rate of $600.00 per •
year. The matter was referred to the Beach and Pier Committee for
consideration at the Council's meeting May 19th.

water taxi�etter was in the form of an application for a permit to operate water
taxis off the Huntington Beach pier for the season of 1938; trips to be
made during all hours of the day and night, depending on the trade and
demand. These trips would be in the nature of excursion trips and would
be charged for at a rate commensurate with the service'. The applicant
E agreed to procure boats for this service that are clean, seaworthy, Gov-
ernment inspected and with competent crews.
Compensation to the City of Huntington Beach would consist of a
• service which the applicant claims would be an asset together with
favorable publicity, the applicant agreeing to furnish an insurance
policy of satisfactory nature to indemnify the city against any liability
which might arise from claims for damages from passengers embarking or
-a'
disembarking on the boats which the applicant might operate. The appli-
cant further agreeing to abide by all the laws of the City, State and the
United States.
Option for
renewal asked The applicant asks that the City Council agree to give an option
for continuance of this service for the season of 1939 and following
` seasons, terms for said renewals to be -determined mutually between the
city and the applicant. The applicant to have the privilege of space on
the municipal pier for a ticket office for selling tickets for boat rides.
Motion - Whereupon the following motion was made by Councilman Chamness:
"That a permit be granted Harry C. Wilson to operate water taxis off the
Huntington Beach municipal pier in accordance with the terms outlined in
applicant's letter dated May loth, 1938. That said permit be subject to
revocation by the City Council at their will and pleasure." Motion
seconded by Councilman Henrickson, put and carried unanimously.
r� Gasoline pump The Clerk read a letter from J. K. Sargent, fire chief, relative to
installation of gasoline pump at Lots 19 and 20, Block 1005, by Robert
Snyder. The matter of permit was deferred until next meeting of the Council.
P. L. good On motion by Chamness seconded by Morehouse, the City Attorney was
directed to prepare an amendment to the agreement between the City and P.L.
Wood allowing Mr. Wood to use the extra room adjoining his concession on the
pier providing he stand the expense of alteration. Motion put and carried
unanimously. The Clerk informed the Council that the application of P. L.
R Wood dated May 9th, for exclusive space on the municipal pier, had been
withdrawn verbally by Mr. Wood.
Neon sign On motion by Morehouse seconded by Chamness, the application of the
Home Oil Company to change position of Neon sign was granted.

Renewal of lease On motion by Henrickson seconded by Chamness, the Mayor and
with P . E . Company

City Clerk were authorized to execute renewal of lease with the
Pacific Electric Company covering sewer pipe line crossing east-
erly of First Street.
Change Order No.5 The Clerk presented and read Change Order No. 5, same being
an application to the P.W.A. for permission to make certain alter-
ations in the construction of the beach pavilion and civic audi-
torium known as Docket 1167-DS, Beach Pavilion and Civic Auditorium,

Huntington Beach, and on motion by Councilman Chamness seconded by
Councilman Morehouse, Change Order No.5 was approved. Motion put
and carried unanimously.
Surety Bond
On motion by Henrickson seconded by Chamness, the Surety Bond
•
of F. M. Baldwin and J. W. McIntosh, garbage cpn�ractors, was approved
and ordered filed.
Dishes forlake
The City`Controller submitted an estimate for furnishing dishes

Park Bldg,,
and kitchen supplies for the new Lake Park building and, on motion by
Chamness seconded by Henrickson, the City Controller was authorized to

makethepurchase in accordance with the estimate and not to exceed
$14o. 07.

Passed & adopted
At this time, the Clerk gave second and final reading to Ordi-
nance No. 412, same being an ordinance of the City Council of the City
of Huntington Beach, California, providing for the issuance of
$100,000.00 of bonds of said City authorized by an election held therein
on April 12th, 1938, and, on motion by Councilman Henrickson seconded by
Councilman Chamness, Ordinance No. 412 was passed and adopted by the
following vote:

ABSENT: Councilmen: Talbert.
Fire Ins; policies The matter of renewal of fire insurance policies with Julia M.
Payne was discussed. The opinion was expressed by Councilmen that
city insurance should be placed with active agents maintaining an
office in the business section of the City and, on motion by Chamness
seconded by Henrickson, the City Clerk was directed to return the
policies submitted by Julia M. Payne for cancellation and to place
the insurance so cancelled with the agent next in line in the City.
Appraisement of The Clerk informed the Council that the County Assessor, James
H.B.property
Sleeper, was making an appraisement of real estate in the City and
that J. K. McDonald of this City was being employed to do the work.
That this City had not been covered by an appraisal conducted by
outside appraisers since 1924. The Clerk suggested that the City
Council consider employing Mr. McDonald to furnish the City with

the same information given the county at a cost not to exceed $200.00.
Matter was deferred until Thursday, May 19th.

Adv. for On motion by Henrickson seconded by Chamness, the City Clerk was

authorized to advertise for a used piano, same to be in good condition
and not less than six feet eight inches in length. Bid price to be f.o.b.
pavilion stage, Huntington Beach and bids to be opened and examined at
7:30 P.M. June 6th, 1938.
Adv. for Councilman Chamness recommended that the City Council appropriate the
dances re-
commended sum of 0300.00 to be distributed in the purchase of advertising space in
the various papers of Southern California for publicising the beach pav-
Ilion dances. The money to be at the disposal of the Beach and Pier
Committee, subject to final approval of the Finance Committee and the City
Council. No action was taken by the City Council.
Agreement - The Clerk read a lease agreement between the City and Chas. B. Tipton,

'q leasing to the latter a t°Tf° on the municipal pier for the sale of bait and
-t fishing equipment. On motion by Henrickson seconded by Chamness, the Mayor

and City Clerk were authorized to execute same on behalf of the City.

Demands On motion by Henrickson seconded by Chamness, demands approved by the
Finance Committee were ordered paid.
Sewers Councilman Henrickson informed the Council that he had heard that
cities of the County were preparing to install vats near the intersection
of their sewer line and the beach highway. Councilman Henrickson recommend-
ed that this be opposed by the City Council and that they immediately take
such action as is necessary to prevent unsightly and objectionable struc-
tures, even for temporary use. The matter was referred to the sewage and
sanitation committee.
On motion by Chamness seconded by Henrickson, the Council adjourned
until 7:30 P.M., Thursday, May 19th, 1938.
