Councilman Henrickson - vacation MINUTES • City Hall, Monday, June 6, 1938 • The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor McCallen. Councilmen present: Morehouse, Henrickson, McCallen Councilmen absents Chamness, Talbert. On motion by Morehouse seconded by ienrickson, minutes for the month of May were approved as read. This being the date set for opening and examining bids for furnishing the beach pavilion with a piano, the Clerk opened and read the following bids: • Humphreys Music Company, Long Beach, one concert grand piano, 9 ft. ebony finish, $1,100.00 plus 33.00 sales tax, total . . . . . . . . . . . . . . . 1,133.00 Danz -Schmidt Piano Company, Santa Ana, one Kimball grand, 9 ft . . . . . . . . . . . . . . . . . . . $ 785. 00 Following motion by Councilman Henrickson: "That all bids be rejected except that of the Humphreys Music Company and that • their bid be accepted at their price of $1,133.00." Motion seconded by Morehouse, put and carried unanimously. The Clerk read a letter from the general chairman of the • Fourth of July committee of the Chamber of Commerce asking that the City appropriate the sum of $1,000.00 for the Fourth of July celebration and, on motion by Morehouse seconded by Henrickson, • the Council allocated the sum of $750.00 with the provisions that the Chamber of Commerce furnish a detailed statement of accounts after July 4th. • The Clerk read a proposal of the Main Street -Garage to fur- nish the City with one 1938 Hudson Super-Terraplane for the total sum of $1,075.32 with an allowance of 0610.00 for the City's 1937 • Terraplane coupe, making a net balance of $465.32 and, on motion by Henrickson seconded by Morehouse, the City Controller was authorized to purchase the above named car for the use of the Police Department, payment for same to be made Juny 5, 1939. The Clerk read a proposal of H. W. Hartley to furnish the City Police Department with one Chevrolet four door sedan at a total cost • of $1,028.97, less allowance on 1936 Chevrolet car"$452.97, net balance $576.00 and, on motion by Henrickson seconded by Morehouse, the City Controller was authorized to purchase the above named car, payment • to,be made on July 5, 1938. The Clerk read a letter from Councilman Henrickson, asking per- mission to be absent from the City Council for approximately sixty days beginning June llth, 1938, and on motion by Morehouse seconded by McCallen, the request was granted. Page 2 - Minutes June 6, 1938. 209 Monthly Reports The Clerk read monthly reports of the City Collector, City I Judge, Building Inspector and Superintendent of Streets, City Treas- urer and City Clerk and Police Department and, on motion by Henrickson - seconded by Morehouse, same were accepted and ordered filed. BIDS - 8.-00 o'clock P.M. This being the date and hour set for opening on bonds and examining bids for the purchase of $100,000 par value, City of Huntington Beach Municipal Park and Playground bonds 1938, bonds to be dated June 15, 1938, the Clerk opened and read the following bids. - Union Bank & Trust Company, Los Angeles, California - �� Par value 4100,000, bearing interest at the rate of 20 per annum plus a premium of $$11.70, plus accrued interest to date of delivery. The above bid was accompanied by cashier's check in the amount of $3000.00. Dean Witter and Company, • Los Angeles, California - Par value $100,000, bearing interest at the rate of 2-3/4% per annum plus a premium of $1,014.00, plus accrued interest to date of delivery. The above bid was accompanied by certi- fied check in the amount of $3000.00. Weeden and Company, Los Angeles, California - Par value $100,000, bearing interest at the rate of 22% per annum plus a premium of $130.00, plus accrued interest to date of delivery. The above bid was ac- companied by certified check in the amount of $3000.00. B. B Robinson and Company, Los Angeles, California - Par value $100,000, bearing interest at the rate of 2-3/4% per annum plus premium of $740.00, plus accrued interest to date of delivery. The above bid was ac- companied by certified check in the amount of $3000.00, And, on motion by Councilman Henrickson seconded by Councilman Morehouse, the City Clerk was authorized and directed to return all bidders' checks except those of R. H Moulton and Company, Weeden and Company and Security -First National Bank of Los Angeles. These three to be held pending determination of the City Council at their regularly adjourned meeting at 5:00 o'clock P.M., Tuesday, June 7, 1938. Inst.of Govt. Mr. Chadsey of the University of,Southern California addressed the Council relative to their Tenth Annual Institute of Government to be held June 13th to 17th, inclusive, and, on motion by Henrick- son seconded by Morehouse, the City Council appropriated the sum of $25.00 for the purchase of one transferable ticket for the course. Tree roots - The matter of destroying tree roots in the parking in the destroying vicinity of Geneva Street with its intersection of Alabama was referred to the City Engineer with instructions to contact the County Department and to determine the best methods of destroying the roots and report to the City Council. Application - The Clerk read application of Albert J. Hoyt for license to taxicabs operate taxicabs in the City of Huntington Beach. The application was referred to the Police and Fire Committee and the Chief of Police for their recommendations to the City Council at their next meeting. E Ins. on sewage The Clerk read a letter from insurance agents, Robbins-Hender- Ana plant son, Ltd. of Santa/ relative to flood damages in which the City°s sewage disposal plant was damaged to the extent of $3,077.03. The letter stated that the company, The Atlas Assurance Company, was ready to pay the claim as soon as presented and, on motion by Henrickson seconded by Morehouse, the Mayor and City Clerk were authorized to_execute sworn statement in proof of loss and,fora_- ward same to the above named insurance agents. Sea Scouts' The application of Walter E. Dabney for exclusive use of the Lake Park building for the Sea Scouts from 7 P.M. to 9 P.M. each and every Wednesday night was referred to the City Engineer with authority to grant not to exceed three weeks on each application and that he inform the applicants that new applications must be filed at least once every three weeks with the City Council, it -being the intent of the City Council to keep the hall open for the general public as much as possible. Bid to paint The Clerk read an informal proposal of Lyndon A. The • matter was referred to the Building and Improvement Committee for their consideration. Card tables ® On motion by Henrickson seconded by Morehouse, the City Engi- Lake pk.bldg. neer was authorized to purchase twelve card tables and to have con- structed six 71 ft. dining tables for a sum not to exceed $96.00 for the Lake Park recreation building. • Letter from The Clerk read a letter from Lieut Governor Geo. J. Hatfield, Lieut.Gov. to Mayor addressed to Mayor McCallen, in which the Mayor was asked to join A. C. Peterson, publisher of the Laguna South Coast News, Lynn O. ` Hossom, legislative counsel for the Junior Chamber of Commerce, Long Beach, in the preparation of an argument in opposition to Senate c� Bill 579 by Senator Culbert L. Olson, Los Angeles. Reply The Clerk also read a copy of the Mayor's reply to Lieut. Q Governor Hatfield in which the Mayor expressed his thanks also the reason for his objections to the above named Senate bill. The letters were ordered filed. The Clerk read Application m the application of Jack Merrill for permission to operate a bait bait stand stand from a trailer to be located on Ocean Avenue. The matter was re- ferred to the City Engineer with instructions to locate the right-of-way boundaries'of Ocean Avenue in the vicinity of 23rd Street to the city limits and advise the Council at its next meeting. Application The application of John H. G. Carroll for permission to screen ocean sands was referred to the Beach and Pier Committee. Flags A letter from the Chamber of Commerce relative to improper display of flags in front of the beach pavilion was read. Letter from The Clerk read a letter from Councilman T. B. Talbert, Loma Linda, Councilman Talbert calling attention of the Council to the proposed outfall sewer arrange® r• ments being made by the County and neighboring cities and suggesting the City Council keep close watch on the manner in which this matter is being taken care of. The letter was ordered filed. Application On motion by Henrickson seconded by Morehouse, the application of approved Cliff L. King to operate concession in beach pavilion was approved and the City Clerk authorized to issue license. Vol.Fire On motion by Henrickson seconded by Morehouse, the'$5.00 charge Depto against the Volunteer Fire Department for use of Memorial Hall on Decem- ber 20, 1937, was cancelled. Beach Pay. The City Clerk made the following report to the City Council: That there is still due the contractors on account of construction of the beach pavilion and civic auditorium the sum of 05,552.12; that the • City has on deposit in the Security -First National bank the sum of $891.77 under accounts P.W.A. Construction 1167-DS; that there will be required the sum of $4,660.35 to complete payment to the contractors. 212 Page 5 - Minutes June 6, 1938. Funds That the City has more than sufficient funds to cover all of its obligations during the fiscal year ending June 30, 1938 but that distribution of certain funds cannot well be made until July 1, 1938, therefore he recommends that the above sum of $4-1666.;35 be deposited on the morning of July 1, 1938. Whereupon, Councilman Henrickson made the following motion: That the City Treasurer be authorized and directed to deposit the sum of $4,660.35 to the above named account on July,l, 1938.10 Motion seconded by Councilman Morehouse, put and carried unanimously. Delinquent The Clerk presented and read a number of delinquent licnese License bills against business'houses in Huntington Beach. They were as follows: J. C. Teter $70.00 J. F. Day - 2 .00 Fay Snyder - 54.00 Roy Craig 38-50 E. L. Hogan - 25.00 R. M. Bradley - 6.00 C. H. King - 36.00 H. J. Nichols - 12.00 Ernest Koppl - 75.00_ Helen L. Darst - 78.00 And, on motion by Henrickson seconded by Morehouse, the City Attorney was directed to start action to collect the above named bills. Councilman Councilman Morehouse asked the City Attorney for an opinion Morehouse relative to the legality of paying bands for three nights at $600.00 per night for furnishing music at the beach pavilion. The question being whether or not it was legal to employ and pay the bands with- out first advertising for the lowest bidder. Attorney Overacker in- formed the Council that it was his opinion that it was not necessary to advertise for the services of a band. Life guard Mayor McCallen informed the Council that the matter of moving station a life saving station belonging to the Huntington Beach Company had been left in his hands; that he had discussed the matter with manager James S. Lawshe and that it would be agreeable to move the building and furnish life guards when deemed necessary. The matter was re- ferred to the Beach and Pier Committee. Camp ground Camp Ground manager Killian informed the Council that the tent house owned by Mrs. Johansen was still on the camp ground. Vacation - On motion by kenrickson seconded by Morehouse, Fire Chief Sargent Sargent 11 was granted two weeks vacation beginning June 15th, 1938. Demands On motion by Henrickson seconded by Morehouse, demands approved by the Finance Committee were ordered paid.
