City Hall, Tuesday, June 7, 1939
Pursuant to adjournment of June 6th, the City Council met and
was called to order at 5:00 P.M. by Mayor McCa.11err. -
Councilmen present: Morehouse, Henrickson, McCallen:.
(Councilman Chamness arrived at 5:15 P.M.)
Councilmen absent: Talbert.
Resolution The Clerk presented and read Resolution No. 806, a resolution
#806
of the City Council of the City of Huntington Beach, California,
awarding and selling City of Huntington Beach Municipal Park -and
Playground Bonds, 1938, in the sum of $100,000 to Security -First
National Bank of Los Angeles and, on motion by Councilman Morehouse
seconded by Councilman Henrickson, Resolution No. 806 was passed
and adopted by the following vote: -
AYES: Councilmen: Morehouse, Henrickson, McCallen.
NOES: Councilmen: None
ABSENT: Councilmen: Talbert, Chamness.
Councilman 5:15 P.M. Councilman Chamness arrived at this time.
Chamness arrives
Duties of Mayor McCallen, chairman of the Streets and Parks Committee,
Assistant informed the Council he believed that the interest of the City could

best be had by segregating and designating the duties of assistant
street Superintendent Henry Wirth from those of City Engineer and
Street Superintendent Overmyer. After some discussion, it was decided
that the Mayor prepare a list of the duties of the assistant street
superintendent and furnish a written copy to both Mr. Wirth and Mr.
Overmyer. In brief, Mr. Wirth to have charge of and be responsible
direct to the City Council and Streets and Parks Committee for the
maintenance of streets, storm drains, cleaning of the beach front,
sewer lines and such other duties as the Council may designate. The
purpose of this change being on account of the duties of the City
Engineer being too numerous for him to do justice to all detail work.
No official action was taken by the City Council.
Childrens' On motion by Chamness seconded by Henrickson, the City Clerk was
playground
directed to write the Huntington Beach Company, James S. Lawshe manager,
asking for permission and an agreement whereby the City may use a portion
• of the beach front described as follows:
Beginning at a point 75' westerly from the municipal
pier and extending 100' in the direction of the
Huntington Beach plunge and 50' in width.
• Said plot to be used by the city as a Childrens° playground for children
ten years of age and under, hours 9:00 o'clock A.M. to 5:00 o'clock P.M.
daily and Sunday until September 6, 1938, it being understood that a
' supervisor employed by the City will be in charge. Motion put and
carried unanimously.

Demands On motion by Chamness seconded by Henrickson, demands
approved by the Finance Committee were ordered paid.
Changes suggested Councilman Chamness suggested that certain improvements
at dance pay.
should be made in the dance pavilion, namely:
A Neon sign, preferably to be erected on the arch
over Ocean Avenue;
Venetian blinds on the southerly side of hall;
Change of glass in the doors;
Purchase of medical chest and emergency kit;
Change doors on mens' restroom, and
Linoleum on office floor.
The matter was referred to the Beach and Pier Committee for
further investigation and report to the City Council.
Neon signs
On motion by Henrickson seconded by Chamness, the City
Engineer was directed to purchase and have erected a Neon sign
at Five Points and a reflector type sign at the intersection
of Hampshire Avenue with Ocean Avenue, same to be of the type
and to be installed in accordance with the State Highway Department
regulations.
Bidders' checks
On motion by Henrickson seconded by Chamness, the City Clerk
returned
was authorized to return the following bidders' checks:
Weeden and Company, Los Angeles, California
R. H. Moulton and Company, Los Angeles, California.
Tent houses -
On motion by Henrickson seconded by Morehouse, the matter of
camp ground
regulating the type of tent houses to be built on the municipal
camp ground was referred to and left in the hands of the Beach and
Pier Committee with the provisions that any structure erected
shall be confined to the plot of ground paid for by the applicant and
that same must be entirely covered on the outside by good canvass,
all of which must be removed not later than the 15th day of September,
1939.
On motion by Chamness seconded by Henrickson, the Council ad-
journed until 7:30 P.M., Monday, June 20, 1938.
