MINUTES
City Hall, Monday, June 20, 1939
Pursuant to adjournment of June 7th, 1938, the City Council met and
was called to order at 7:30 P.M. by Mayor McCallen.
Councilmen present: Morehouse, Chamness, McCallen.
Councilmen absent: Talbert, Henrickson.
• V.E.Brewster V. E. Brewster, dairyman, addressed the Council and stated that he had
been refused permission to make milk deliveries in the city°s trailer park
camp. After some discussion, the question was referred to the City Attorney
+ for an opinion to be delivered to the Council at 7:00 P.M. Wednesday, June 22d.
C. of C.- The Clerk read a letter from the Huntington Beach Chamber of Commerce
fireworks
asking permission to stage fireworks from the municipal pier at 9:00 o'clock
P. M. July 4th, 1938 and, on motion by Chamness seconded by Morehouse, the
request was granted, the display to be under the supervision of the Chief of
Police and the Fire Chief.
• Amusements The Chamber of Commerce asked for permit to operate a merry-go-round,
for cele-
bration Ferris wheel and other amusements for entertainment of children and to help
finance the celebration on Lots 11-13-15-17 and 19, Block 105, July 1, 2, 3,

4 and 5 and, on motion by Morehouse
seconded by Chamness, the
request was
granted with the provisions that all
equipment be removed not
later than
July 7th.

Ball park for The Chamber of Commerce asked
for permission to use the
ball park for
horse show
the Horse Show on July 4th and, on motion
by Chamness seconded
by Morehouse,
the request was granted.

Reviewing The Chamber of Commerce asked
that the City Council have
constructed a
stand
reviewing stand on Main Street and a
grand stand on the beach
to•be used
during the 4th of July celebration.
On motion by Chamness seconded

L. A. Times The Clerk read a letter from the Los Angeles Times soliciting adver-
tising. Same was ordered filed.
Life Guards The Clerk read a letter from D. G. Higgins, captain of the life guards,
asking permission to employ the following life guards as of June loth:

Councilman The Clerk read a letter from Councilman T. B. Talbert
Talbert
asking permission to be absent from City Council meetings until
August 2d, 1938 on account of illness and, on motion by Morehouse
. seconded by Chamness-, the request was granted.
Memorial Hall A letter signed by Leila P. Dowty of the Christian church was
read in which the Council was asked to furnish dining room service
for four hundred people in Memorial Hall. The Clerk was directed
to write Mrs. Dowty and state that the City was not in position to
furnish that much service but that the present equipment would be
made to take care of two hundred seventy-five.
H.B.Public A report from the Huntington Beach Public Library calling
Library
attention to the resignation of Luther A. Arthur was read to the
Council. Whereupon the Mayor informed the Council that he had ap-
pointed J. Sherman Denny to fill the vacancy which expires July 1,
1939 and, on motion by Chamness seconded by Morehouse, the appoint-
ment was approved.
So. Calif. The Clerk read a letter from D. E. Burry, manager of the
Water Co.
Southern California Water Company, to the effect that the park de-
partment had been using fire plugs without permission of his company.
The matter was referred to the Streets and Parks Committee with in-
structions to get in touch with Mr. Burry and Mr. Beeson for further
discussion of the matter.
Earl Overmyer- The written request of J. K. Sargent, Fire Chief, for permission
Extra driver
fire dept. to employ Earl Overmyer as extra driver, July 1st to September 15th, at
a salary of $120.00 per month was read and, on motion by Chamness
seconded by Morehouse, the request was granted.
Extra policemen The appointment by Chief of Police Grant of Wm. L. Donnelly and
for crossings
Roy Sullards as crossing guards June 18th to September 6th inclusive,
at a salary of $125.00 per month was approved on motion by Chamness
seconded by Morehouse.
Application On motion by Chamness seconded by Morehouse, the application
approved
of 'Charles Bestel to operate service station at Second and Ocean was
approved.
Bicycle rental The application of Chas. H. McFarland to operate a bicycle
stand
rental stand in Block 104 was referred back to the Chief of Police.
H. B. Band The Clerk read a letter from John Peterson, director of the
Huntington Beach band, requesting an allocation of $350.00 for band
music July 2d, 3d and 4th. The matter was referred to Councilman
Morehouse for his recommendation and report Wednesday June 22d.
Neon sign On motion by Morehouse seconded by Chamness, the application
of the Golden Bear care to install Neon sign at 306 Ocean Avenue was
approved.

Metal sign On motion by Chamness seconded by Morehouse, the application of
G. W. Tubbs to erect metal sign was approved.

Neon sign On motion by Chamness seconded by Morehouse, the application of
Ray Dolan to erect Neon sign at 107 Main Street was approved.
Boy Scouts - The Clerk read a letter from B. M. Honold asking permission for the
fireworks
Boy Scouts to sell fireworks in front of 111 Main Street during the Fourth
of July celebration and, on motion by Morehouse seconded by Chamness, per-
mission was granted, free of license charge, providing the stand be erected
on the street adjoining the curb at 111 Main Street.
Lake Park On motion by Chamness seconded by Morehouse, the City Controller was
authorized to increase the dining room equipment at Lake Park to take care
of seventy-five people and the city engineer was authorized to construct
' two additional tables.
Amer.Society of The request of the American Society of Composers, Authors and Publish-
Comp.Authors &
Publishers ers, 1217 Foreman Bldg., 707 So. Hill St., Los Angeles, that the City make
application for license to use copyrighted music at the beach pavilion was
! read and referred to the City Attorney and Beach and Pier Committee for their
recommendation at next meeting of the Council.
Finance CorA. - Mayor McCallen appointed Councilman Chamness on the Finance Committee
Chamness
in the absence of Councilman kenrickson.
Frankfort St. The Mayor informed the Council that work was going ahead satisfactory
cut-off
' in securing right-of-way for the Frankfort Street cut-off.
Bond issue City Attorney Overacker informed the Council that he had filed copies
of transcript covering proceedings for bond issue to purchase beach frontage
' with the bond attorneys,the Mayor and the City Clerk.
Skeet Club Councilman Morehouse informed the Council that he had examined the
grounds proposed to be improved for the Skeet Club and he believed that the
expense would be too great for the City to undertake.
Application On motion by Chamness seconded by Morehouse, the application of John

Carroll to screen sand on the beach front was denied.
• Application The application of Jack Merril to sell bait and tackle from a trailer
referred to
City Att'y on the city streets was referred to the City Attorney for an opinion at next
meeting of the City Council.
Application On motion by Morehouse seconded by Chamness, the application of A. J.
approved
Hoyt to operate taxicab in the City of Huntington Beach was approved.
Demands On motion by Chamness seconded by Morehouse, demands approved by the
t Finance Committee were ordered paid.
On motion by Chamness seconded by Morehouse, the Council adjourned
