HomeMy WebLinkAbout1938-07-18MINUTES City Hall, Monday, July 18, 1939 Pursuant to adjournment of July 11, 1939, the City.Council met and was called to order at 7:30 P.M. by Mayor McCallen. Councilmen-pre.,sent: Morehouse, Chamness, Talbert, McCallen. Councilmen absent: Henrickson. Dance Mr. Jacobson of the firm Brunzell and Jacobson, contractors on floor the beach pavilion, reported that he was refinishing the dance floor, and suggested that he refinish the floor with one coat of penetrating oil and.waxing on the dance floor and two coats of Anchorite on the portion around the dance floor at a total cost not to exceed $16o.00. On motion by Talbert, seconded by Chamness, the beach and pier comet �-= mittee and the city engineer were given authority to have this done, and to require of the contractor a one q year written guarantee of a satisfactory dance floor and guarantee against warping and cupping. c Change date On motion by Chamness seconded by Morehouse, the Clerk was autho— of Minutes rized and directed to correct date of Minutes Monday,.March 2nd, 1938 e to read Wednesday, March 2nd, 1939- Councilman The Mayor appointed Councilman Chamness on the Finance Committee. Chamness Bids This being the time set for opening the bids on the lamp contract, lamp contract the Clerk submitted the following bids: Republic Supply Company of California, Bales Electric Shop, R. E. McIntosh, Tovatt Hardware Company, 6' Demands 0 0 1 Bids dump truck and on motion by Talbert seconded by Chamness, the bid of R. E. McIntosh was accepted and the Mayor and City Clerk were authorized to sign lamp contract.for the coming year. On motion by Talbert seconded by Chamness, bills as approved by the Finance Committee were ordered paid. Hartley, Inc: at a total cost of $1,5.1a6..60 and rejected all other bids. i Neon Sign Application of the Santa Ana Neon Sign Company to erect cocktail sign for Kohler & Sheen at 406 Ocean Avenue. Application, approved by the city engineer, was granted upon motion by .Talbert i seconded by Chamness. a Waste water The Clerk read a letter from the Western Seaboard Petroleum Co., .line Ltd.., with reference to waste water disposal at their wells at " Main and Wesley. On motion by Chamness seconded by Morehouse, the Western Seaboard Petroleum Co.-, Ltd., was permitted to do as suggest- ed in their letter with the reservation if the alley is graded or improved at a later date, they would comply with the desires of the i Council -and -use a regular pipe line; -they were further instructed to have improvements completed by September 1, 1938. On motion by Talbert seconded by Chamness, the contract with � l . the Chamber of Commerce for the ensuing year was referred to the g Y I City Attorney as to legality and to report back at next meeting for application by Council. ¢ gas tax The city engineer presented Project Statement for allocation ' fund - Frankfort St -of gas tax fund to be expended on streets of major importance I in this city. On motion by Chamness, seconded by Morehouse, the project statement was approved and the Mayor and City Clerk autho-m, rized to sign same, carried unanimously, Bond On motion by Chamness seconded by Morehouse, license bond of I the Star Housemovers, Inc. was approved and accepted. Outdoor The Clerk presented and read an order for outdoor advertising Adv, displays to be furnished by Foster & Kleiser Company and, on motion by Chamness seconded by Talbert, the Mayor and Clerk were authorized to.si;gn the order for a total cost of $240.00 for twelve months, . . . . . . . . . . ... . . . . . cost,, of posters additional. Auxiliary , . - A letter was read from the American Legion Auxiliary requesting f j $17.00 to, -pay for use of the -Lake Park recreational hall on Saturday August 20th.and.for-awards for a competitive play day for the Juniors of the American.Legion Auxiliary of the 21st District was referred to the Music and Promotion Committee. They were to contact the Legion Commander and getauthority to -deduct the $17.00 f-rorn their j allocation of $125.00 for their annual pilgrimage. Page 3 - Minutes July 18, 1938• Lake Park The Clerk read a letter from Mrs. Margaret B. Corson, P.O.Box Bldg. 261, Coronal Del -Mar, California, -requesting the use of the Lake „ Park recreational building on Sunday July 31, 1939 for the Orange �! County Medical Bureau and -the North American Committee to aid Spain. On motion by Morehouse by -Talbert, the seconded request was granted and the City Engineer was authorized to .so notify Mrs. -Corson. Resolution.,. On motion by Morehouse seconded by Talbert, Resolution No. 808, o No.808 a salary resolution, was passed and adopted by the following vote: AYES: Councilmen: Morehouse,,Chamness, Talbert, McCallen. NOES: Councilmen: None-. ABSENT: Councilmen: Henrickson. G Ord.415 a Ordinance No. 415, an ordinance establishing salaries of certain first reading - employees in Fire Department, was given its first reading at this time. Ord. 416 The Clerk read Ordinance No. 416, an ordinance amending Ordinance first reading No 216 with reference to Police Department payroll, for the first time. Fire Chiefs The Clerk read a letter from the Pacific Coast Association of Fire C convention Chiefs suggesting attendance of the Fire Chief to the 45th Annual Con- ference to be held in Salt Lake City September 19th, 20th, 21st and 22d, 1938, which was referred to the Police and Fire Committee for recommendation. c Trailer Mayor McCallen reported that the trailer used as a bait stand on.west removed Ocean Avenue had been removed. Lots 9 & 10 The Mayor instructed the City Engineer to contact owner of Lots 9 and Summit Tract 10, Summit Tract, with view to purchase at a total price not to exceed 0500.00. Storm drain The City Engineer was requested to submit figures for a 24 inch storm drain across Ocean Avenue at 17th Street at, next meeting of the Council. Pier Councilman Chamness brought up the matter of the City installing counter balance weight at pier to.hold heavy boats. -The approximate s . cost given at $150.00. Mr. Chamness was.instructed to contact Mr. Games and the operator of the Star of Hollywood with the suggestion that they stand the cost of installation and amortize the cost with the city during this season. The Beach and Pier Committee and the city engineer were also c- C to look into the matter as to whether or not damage would be done to the pier. They were given power to act in the matter if the boat operators would pay for installation. Aerial map Mr. Overmyer presented a sample aerial map, no action taken.
