HomeMy WebLinkAbout1938-08-01MINUTES o , City Hall; Monday, August 1, 1938 The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor McCallen. ! Councilmen present: Morehouse, Chamness, Talbert, Henrickson, McCallen. i Councilmen absent: None. n Salary of City Judge C. P. Patton addressed the Council relative to salary Judge paid the city judge and asked if there was not some way in which the ! Council could supplement•the salary and in the event this is not possible to furnish him with a schedule of hours his office is re— quired to keep open, same to be based on the salary now paid. The �J matter was held over for consideration until next meeting of the v I • City Council. On motion by Morehouse seconded by Chamness, minutes for the Minutes month of July were approved. Monthly Reports The Clerk read monthly reports of the City Treasurer, City i Clerk, City Judge, Chief of Police, Superintendent of Streets and I a quarterly -report of -the Orange County Health Department and, on motion by Chamness seconded by Henrickson, same were accepted and ordered filed. Floor of dance The Clerk presented a demand from Brunzell and Jacobson for a hall $160.00_for labor and material on beach pavilion floor. The demand was ordered held up until Brunzell and Jacobson furnished the City either with a cash or surety bond guarantee for a period -of one ' !, year. The Clerk was directed to write Brunzell and Jacobson to that effect. Radio Installation On motion by Henrickson seconded by Talbert, the Chief of i Police was authorized to sign application for radio installation and operation in the Police Department. Bid on oil The informal bid of the Richfield Oil Corporation to furnish this city with oil for the ensuing year was laid over until next j meeting of the City'Council. Surety bond On motion by Chamness seconded by Henrickson, the surety bond of Aloyse Caywood was accepted and ordered filed. Surety bond On motion by Henrickson seconded by Talbert, the surety bond of Richfield'Oil Corporation to engage in electrical contract business was accepted and ordered filed. Henry W. Moller The Clerk read a letter from Henry W. Moller complimenting the City on its trailer park camp. Page 2- Minutes Aug. 1, 1938 Ord.#415 At this time the Clerk gave Ordinance No. 415, salary ordinance, passed '4. its second and final reading -and, on motion by Henrickson seconded by Chamness, Ordinance No. 415 was passed and adopted by the following vote: AYES: Councilmen: Henrickson, Talbert, Morehouse, Chamness, McCallen. NOES: Councilmen: None ABSENT: Councilmen:. None. ' Ord'. #416 The Clerk presented and read Ordinance No. 416,-establishing passed salaries in the Police Department and amending Ordinance No. 216 and, on motion by Henrickson seconded by Talbert, Ordinance No. 416 was i .passed and adopted by the following -vote: t AYES: Councilmen; Morehouse, Chamness, Henrickson, Talbert, McCallen. NOES: Councilmen: None ABSENT: Councilmen: None. - Mr. Williams- Councilman Talbert stated that Bob Williams had made a request- salaryto him that -his salary be increased. No action was taken by the Council. Salaries - On motion by Chamness seconded by Henrickson,.-__the-City Attorney dance hall j was'directed to prepare,a resolution decreasing -the salary of the beach i pavilion cashier to $50.00 per month and increase the rate of pay for floor manager from 60¢ per hour to 75¢ per hour. i Beach frontage The Clerk read escrow papers -covering the purchase of beach frontage from the Mills Land and Water Company in accordance with bond election and other actions taken heretofore -by the City Council and, on motion by Talbert seconded by Henrickson, the Mayor and City Clerk were F authorized to execute the escrow instruments with the Security -First i National Bank of Los Angeles. Resolution The read Resolution No. 809 accepting deed from the Mills #809 -Clerk Land and Water Company and, on motion by Chamness seconded by Talbert, Resolution No. 909 was passed and adopted by the following vote: i AYES: - Councilmen: Morehouse, Chamness, Talbert, Henrickson, McCallen. ` NOES: Councilmen: None ABSENT: Councilmen: None. i Demand The Clerk presented demand of Security -First National Bank of Los Angeles in the amount of $94,642.50, $42.50 of which sum represents j one-half of the escrow fee and $94,600.00 the balance of purchase price of beach frontage from the Mills Land and Water Company and, on motion by Talbert seconded by Chamness, the demand was ordered paid. r Demands On motion by Talbert seconded by Chamness, demands approved by the Finance Committee were ordered paid.. Acreage Mayor McCallen called attention of the City Council to an option held by the city covering certain acreage to be purchased from the Mills k Land and Water Company, the option expiration date being August lat. 1 I Mayor McCallen stated that he was in favor of inducing the State of l I California.to take over this acreage together with other park acreage along the Orange County Boast. �.. Page 3 Minutes, Aug. 1, 1938 - Acreage Councilman Henriekson.stated that he favored the purchase by the City for the protection of the cityes beach front also for auto park and for landing for aeroplanes. Councilman Chamness opposed the purchase on the grounds that - he did not think it was economically sound., r Committee On motion by Morehouse seconded by Talbert, the -Chair appoint- >r appointed � ed a committee composed of Chamness, Morehouse, Talbert and Henrickson to call on the.Mills hand and Water Company and secure the best pro- I j position possible for, the purchase of the acreage in question, pay- . � ments to be made over a period of years. Tax rate This being the time set for the City Council to act as a rate a making board,'the Clerk presented and read Resolution No. 910 fixing a the tax rate for the City of Huntington Beach for the fiscal year 1939-1939• The matter of increasing the tax rate was discussed between Ij the councilmen. Mayor McCallen-stated that he did not believe a 10¢ V o increase would be objected to by the oll operators and inasmuch as the E oil industry paid 70 per cent of the city tax, he did not believe the 1 property owners would object inasmuch as the 10¢ increase would be a cam. i great benefit to the city in general. I Councilman Henrickson stated that hewas in favor"of the 10¢ increase. Q Councilman Talbert stated that he had no objections to the increase if it was for the best interest of the City. 'Councilman Chamness.stated-that he had no objections if it was G, deemed best for the interest of the City. r Councilman Morehouse stated money.was badly needed in the street department. Resolution On motion by Henrickson seconded byy:Talbert, Resolution No. #810 810 was passed and adopted by the following vote:' AYES: Councilmen: Chamness, Henrickson, Talbert, McCallen. NOES: Councilmen: Morehouse. ABSENT: Councilmen: None. j League of Mun- The Clerk called the City Council's attention to the League of icipalities Convention Municipalities to be held in Santa Barbara September 6th, 7th, 8th and 9th and suggested that the Clerk or someone else be authorized to make reservations for those intending to attend the convention. It was agreed that the Clerk make reservations for Mayor McCallen, Councilmen Talbert and Morehouse, City Attorney Overaeker, City Engineer Overmyer, Judge C. P. Patton and City Clerk C. R. Furr. j Insurance - On motion by Chamness seconded by Henrickson, the City Attorney Y boat operators was directed to get in touch with Mr. Wilson and Mr. Games, operators of boats off the municipal pier and instruct them to post insurance policies with the City. Trees Mayor McCallen informed the Council that the Associated Oil Company had employed George W. Wardwell.to trim trees along Lake street which had been damaged by their company. j Depot to be Mayor McCallen stated that the Pacific Electric engineers had moved visited Huntington Beach this date and informed him that they are pre- paring to move the old depot from its present location and erect a new passenger station, also -that they had agreed to remove the barricades on Hartford Street at the railroad crossing. contract The Clerk presented and read contract with the -Chamber of Commerce for the fiscal year 1938-1939 and on motion by Morehouse seconded by Henrickson, the Mayor and City Clerk were authorized to.execute same. W.P.A. funds Mayor McCallen said that he understood W.P.A. funds were now available available for building a new fire station and other improvements for the p, x City and suggested that immediate action be taken to secure some of this _ F� I money and labor for city improvements. On motion by Henrickson seconded i by Talbert, the city engineer was directed to prepare plans for the Fire station erection of a new fire station with a maximum cost to the city of Vs 500.00, same to be erected on Triangle Park facing Main Street._ Subway On motion by Morehouse seconded by Henrickson, the City Engineer was directed to prepare plans for a subway under Ocean Avenue at Main Street. ; improvement beach of On motion.by Morehouse seconded by Henrickson, the City Engineer was directed to prepare plans for the improvement of the newly acquired beach / c i Ektra help in Eng.Dept. Claim Vacation front. On motion by Talbert seconded by Henrickson, the City Engineer was directed to prepare plans for the extension of 13th Street storm drain to take care of both the east and west side in the most feasible manner. City Engineer Overmyer informed the Council that it would be necessary to employ extra help in the drafting and engineering department in order to expediate the work. City Attorney Overacker informed the Council that he had been re- quested to dismiss the case of the City vs J. R. Covington and that the city°s claim for damage would be paid. On motion by Henrickson seconded by Chamness, the Mayor and City Clerk were authorized to execute release of all claims and the City Attorney was'authorized to dismiss the case on receipt of $21.18. On motion by Henrickson seconded by Chamness, Chief of Police Grant was granted a vacation of two weeks beginning August 15th; the appointment of an acting chief would be determined by the Chief of Police and the Police Committee of the City Council. � Page 5 - Minutes Aug.l, 1938. �. 2 Water line � Fire Chief Sargent stated that the Southern California Water Company had completed its new fire line. ° i On motion by Chamness seconded by Henrickson, Council adjourned until 3:00 P.M.
