HomeMy WebLinkAbout1938-08-2290 2 C MINUTES i City Hall, Monday, August 22, 1938 i Pursuant to adjournment of August 8th, the City Council met and was called to order -at 7:30 P.M. by Mayor McCallen. Councilmen present; Morehouse, Talbert, Henrickson, McCallen. Councilmen absent; Chamness Mr. Swartz I The Clerk read a letter from Fred R. Swartz asking for permission to ' make connection to the city's outfall sewer line near Ocean Avenue at the city's easterly limits and, on motion by Talbert seconded by Henrickson, the Engineering Department was authorized to issue the permit upon payment of the regular fee with the understanding that the connection is to be made under the supervision of the City Engineer and in accordance with contract between the city and the Mills Land and Water Company now on file. C. of C. - The Clerk read a letter from the Chamber of Commerce requesting an q g Black Gold { Days appropriation of $200.00 to cover expense of annual Black Gold Days celebra- tion September 3rd, 4th and 5th and Twins convention August 21st. Also an appropriation of $150.00 to apply on the cost of music for Black Gold Days celebration and twins convention and, on motion by Henrickson seconded by Talbert, the City Council allocated an amount not to exceed $200.00 and $150.00 for the above named occasions. El Ferris On motion by Talbert seconded by Henrickson, permission was granted wheel etc the Chamber of Commerce to allow Ferris wheel and other amusements on Lots 11, 13, 15, 17 and 19, Block 105, during Black Gold Days celebration with the understanding that all equipment be removed from the premises within z 48 hours after 6;00 P.M. Septemberjth, 1938. Platform for On motion by Henrickson seconded by Talbert, the Street Department celebration was authorized to furnish a platform for the Chamber of Commerce to be erected on Huntington Beach Company property provided permission is j obtained from the Huntington Beach Company. i Brunzell & The Clerk read a letter from Brunzell & Jacobson, also a guarantee Jacobson �l from the Long Beach Flooring Company covering certain work done on the beach pavilion dance floor. After some discussion to the effect that the City Council did not believe the guarantee to be adequate, the following I motion was made by Councilman Talbert; "That the City Clerk write Brunzell & Jacobson and request that a guarantee be furnished against warping or other.defects for a period of one year." Motion seconded by Councilman t,; r Morehouse, put and carried. _ Application - On motion by Henrickson seconded by Talbert, the license application approved of J. A..Noble to operate lunch room at 304 Ocean Avenue was approved. ° Application - On motion by Henrickson seconded by Morehouse, the license applica- approved tion of Veronica A. Steward to -operate restaurant at 15th-and Walnut was ` approved. cy . Page 2 - Minutes Aug.22, 1938. Ed J. Lyons The Clerk read a letter from Ed J. Lyons recommending that the City Council adopt regulations requiring campers to erect tents a safe distance from automobiles and trailers in the muni- cipal trailer camp for the reason that there is always danger of fire when tents are erected close to cars. The matter was referred to the Beach and Pier committee for their recommendation. Signs in rest On motion by Henrickson seconded by Morehouse, the Street rooms Department was authorized to erect signs in city rest rooms as recommended by the California State Department of Public Health. Weeds on The Clerk read a report from the Orange County Agricultural Sewage plant site Commission to the effect that Night Shade weeds are growing on the 44 acre sewer plant site with the request that same'be removed before seed maturity, also a letter from Peter Karales offering to lease the above named tract for agricultural purposes for a period of five years. The matter was referred to the Sewage Committee for its investigation and report at next meeting. Orange Co. Following members signified their intentions of attending the League of Mun. Orange County League of Municipalities meeting at Green Acre Club house, San Clemente at 6:45 P.M., Thursday August 25th: McCallen, Morehouse, Talbert, Henrickson and Overacker. Light on The Clerk read letter from City Engineer Overmyer recommending 11th St. that an electric light be installed on llth Street in front of prop- erty owned by Cora Craig and, on motion by Talbert seconded by More- house, the City Engineer was directed to order the light installed. Resolution The Clerk read Resolution No. 912 adopting budget and approving #812 Memorandum of Agreement for expenditures of One -quarter (JO) cent gasoline tax allocated for Streets of Major Importance, 1938-1939 and authorizing the Mayor and City Clerk to execute the agreement and, on motion by Talbert seconded by Morehouse, Resolution No. 812 was passed and adopted by the following vote: AYES: Councilmen: Morehouse, Talbert, Henrickson, McCallen NOES: Councilmen: None ABSENT: Councilmen: Chamness. Remote Control - The Clerk read Resolution of Board of Supervisors of Orange Police Dept. County authorizing the City of Huntington Beach to maintain and operate a remote control system in the City of Huntington Beach, i Z I E also an agreement between the City of Huntington Beach and the County of Orange covering the same matter and Resolution No. 813 authorizing the Mayor and City Clerk to execute agreement with the County of Orange,_.covering the,;inst:allation,:and, operation '_of ,a remote.. control station.in the City of Huntington Beach Police Department, Resolution and on motion by Talbert seconded by Henrickson, Resolution No. #813 813 was passed and adopted by the following vote: a AYES: Councilmen: Morehouse, Talbert, Henrickson, McCallen NOES: Councifimen: None. ABSENT: Councilmen: Chamness. Page 3 - Minutes Aug.22 1938. k a , I Agreement - The Clerk presented agreement with the Richfield Oil Company Richfield Oil - Co. for the purchase of oils for a period of one year from this date, said agreement to the effect that the City is to be protected against j price increase but with no limits as to maximum or minimum in the purchase of oil and, on motion by Henrickson seconded by Talbert, the Mayor and City Clerk were authorized to execute agreement. I Demands On motion by Talbert seconded by Henrickson, demands approved by the Finance Committee were ordered paid. I Stop & Slow signs On motion by Henrickson seconded by Talbert, the Chief of Police Delaware Ave. and the Police Commission were directed to make a survey of Delaware Avenue from 17th Street to Frankfort Street and offer their recommenda- tions for the placing of stop and slow signs on streets approaching Delaware Avenue. Report to be submitted at next meeting of the City G� Council if possible. Barbecue pit recommended for Fred R. Swartz addressed the Council and recommended that the City Lake 'ark Council dig a barbecue pit and line it with fireproof brick in Lake Park. The matter was referred to the parks committee for their recommendation and report. Skeet Club Councilman Morehouse informed the Council that the Skeet Club was having difficulty in securing a location. The matter was referred back to Councilman Morehouse with the request that he secure a.description of the i proposed location. Beach- Pavilion Councilman Talbert suggested that the beach pavilion be provided with floor - canvas a canvas covering for the dance floor for the purpose of holding conventions. covering The matter was referred to the beach and pier committee to furnish an estimate of cost together with their recommendations. ,.'Contrasts - Mayor McCallen presented copies of contracts as follows: City of Huntington Beach with L. W. Blodget and George B. Bush, attorneys -at -law, dated January 24, 1934 and City of Huntington Beach with firm of Denio, Taubman and Simpson dated February 25, 1937 and recommended that the City Council proceed to have same abrogated and, on motion by Talbert seconded by Morehouse, the matter was referred to the oil committee of the City Council and the City Attorney with authority to investigate and report back at the next meeting of the City Council 7:30 P.M. Monday, August, 29, 1938. I C.P.Patton The Clerk read a letter from C. P. Patton making application for the position of deputy assessor of the City of Huntington Beach at a salary of $75.00 per month. The letter was accepted and referred to Councilmen C Morehouse, Chamness, Talbert and Henrickson for their recommendation and report back to the City Council at its next meeting.
