MINUTES
City Hall, Friday, September 2, 1938
Pursuant to adjournment of August 29th, 1938, the City Council
met and was called to order at 7:30 P.M.by Mayor McCallen.\
Councilmen present: Morehouse, Chamness, Henrickson, McCallen.
Councilmen absent: Talbert (Councilman Talbert arrived at 8:00 P.M.)
Mrs.,Mohn addressed the Council and invited the members and their
wives to attend the American Legion Auxiliary installation to be held
in Memorial Hall Tuesday evening, September 6th.
The Clerk read a letter from Huston, Suter and Huston relative
to Pacific Indemnity Insurance policy covering boat operation of John
H. Games and to the effect that a $35.00 premium is still due on this
policy and if not paid at once policy is to be cancelled. The matter
was referred to Councilman Chamness of the beach and pier committee.
Resolution The Clerk read Resolution No. 915 authorizing the Clerk to
No. 815
accept deed for Lots 9 and 10, Summit Tract and, on motion by Henrick-
son seconded by Chamness; Resolution No. 815 was passed and adopted
by the following vote:
AYES: Councilmen: Morehouse, Chamness, Henrickson, McCallen.
NOES: Councilmen: None.
ABSENT: Councilmen: Talbert.
Sewage plant The Clerk read a letter from H. A.%Overmyer, City Engineer,
repairs
recommending installation of new coils in the sewage digester plant,
also the construction of a 12 inch clay pipe by -:-pass from the wet well
to the outfall line and, on motion by Henrickson seconded by Morehouse,
the engineer was authorized and directed to purchase and install the
improvements in accordance with his recommendation,

Audit
The Clerk read a letter from Crenshaw, Diehl and Edwards,
certified
public accountants, offering to audit the City's,books for
the sum of not
to exceed $350.00. The matter was referred to the City
Clerk for his
recommendations at next meeting.

Insurance on The Clerk informed the Council that he had received bid for
cars 8c truck
fleet insuring the city's.automobile and truck fleet from the Pacific In-
(7 demnity Company. The Clerk was directed to secure similar bids from
C. H. King and J. K. McDonald and refer same to the Council at its

next meeting.
New fire hall City Engineer Overmyer submitted plans for the construction of the
new fire hall on Triangle Park, the following motion by Councilman
Henrickson: "That the plans be approved and an application be submitted
to the W. P. A. for aid in construction of same; that the city engineer be
designated as the sponsor's agent and the proper officials be authorized
to execute said application". Motion seconded by Councilman Talbert, put
and carried unanimously.
47 f�, Amphitheater � p W. J. Bristol, chairman of the beach committee of the Chamber of
Commerce, addressed the Council and recommended that the Council consider

the construction of an open air amphitheater with grand stand seats to be
erected on bank east of the beach pavilion and that the work be done by
W.P.A. labor and, on motion by Talbert seconded by Chamness, the city
engineer was directed to prepare tentative plans at an estimated cost in
conjunction with the beach and pier committee and the Chamber of Commerce
committee.
Demands On motion by Chamness seconded by Talbert, demands approved by the
finance committee were ordered paid.
Extension on On motion by Chamness seconded by Talbert, C. H. King was authorized
options
to secure sixty days extension on option covering property for the new
Frankfort Street cutoff.
Barbecue pit Councilman Morehouse informed the Council that he and Henry Wirth
had visited Santa Ana and made inquiry as to construction of barbecue pit;
that he had been advised that Santa. Ana did not have one at the present
time because of the expense of construction and operation, that a suitable
pit for Lake Park would cost approximately $150.00. No action was taken
by the City Council.
Stop & slow Councilman Henrickson informed the Council that he and the Chief of

Police had looked over sites for stop and slow signals along Delaware
Avenue. On motion by Henrickson seconded by Chamness, the City Attorney
was instructed to prepare the necessary ordinance or resolution for the
installation of the following traffic regulations;
Stop sign on Indianapolis at Hampshire; stop sign on both sides
of Delaware at its intersection with Indianapolis; stop signs on both
sides of Lake at its intersection with Acacia. Slow signs at the inter-
section of Delaware and Frankfort; slow signs on Geneva at its inter-
section with Delaware; slow sign at Joliet at its intersection with

Delaware; slow signs on Quincy at its intersection with Delaware;
slow signs on Utica at its intersection with Delaware; slow signs
on Yorktown at its intersection with Delaware. Move 25 mile sign
from its present location on Delaware to the intersection of Dela-
ware and Yorktown. Eleventh and Palm slow school crossing with•

school girl sign. Motion put and carried unanimously.
Street lights
On motion by Henrickson seconded by Talbert, the City Engineer
was instructed to get an estimate for installation of sodium vapor
light at the intersection of Main and Ocean Avenue.
Street lights
Upon recommendation of Councilman Henrickson the matter of
installation of reflector lights on streets crossing Ocean Avenue
business
near the distruct was referred to Councilmen McCallen and
Morehouse.
Salary -
Councilman Henrickson reported that he and his committee com-

posed of Talbert, Chamness and Morehouse had been unable to decide
upon a plan for increasing the salary of Judge Patton and had come
to the conclusion that the matter of hours in which the judge's office
should be open is a matter for him to decide.
Truck parking Councilman Chamness stated that truck parking on Main Street
on Main St. �
was becoming dangerous and recommended the adoption of an ordinance
prohibiting parking of trucks on Main Street and that they be com-
pelled to use loading zones on Walnut Avenue and the alleys. The
matter was referred to the police committee and the Chief of Police
for investigation and report September 12th.

Parking Councilman Talbert stated that there had been complaints
o
relative toparkingmore than two hours in the business section on
Main Street and Ocean Avenue. This was referred to the Chief of
I
Police for his investigation and recommendation.
Slant drilling 4 Mayor McCallen informed the Council that he was present at the
tidelands
opening'of bids for tideland slant drilling September 1st in Los Angeles.
Mr. McCallen stated that three bids had been received by the State of -�
California but that all bids are temporarily•held up by a court order
until September 12th. It was the unanimous opinion of the Councilmen
that the City of Huntington Beach should use every legal means to
a
protect its interest and they all agreed that they should employ"
attorneys as soon as bids are awarded by the State of California.
Santa Ana Elks On motion by Henrickson seconded by Talbert, the Santa Ana Elks
Lodge
Lodge was given permission to use the beach dance pavilion Tuesday
evening October 25th, under supervision of the Chief of Police and the
secretary of the Chamber of Commerce, also the Memorial Hall the same
date for a dinner at 6:00 o'clock P.M.

There being no quorum present for the regular meeting of the City
Council, Councilman Chamness adjourned the meeting until 7:30 P.M., Monday,
September 12, 1938.
