HomeMy WebLinkAbout1938-09-122 44 j i MINUTES I City Hall, Monday, September 12, 1938 Pursuant to adjournment of September 6th, the City Council met I I and was called to order at 7:30 P.M. by Mayor McCallen. Councilmen present: Morehouse, Chamness, Talbert, Henrickson, McCallen. Councilmen absent: None. Minutes On motion by Chamness seconded by Talbert, minutes for the month a of August and September 2nd were approved as read. i Palms R. Y. DeBritton addressed the Council relative to'the removal of i ten Palms from Lake Park and asked why the Palms were destroyed instead of being replanted. After some discussion, he was informed that the City had some 200 Palms located in a nursery outside the city limits 0 that were available for all present needs. Agreement - On motion by Talbert seconded by Chamness, the City Attorney was Harry Robinson authorized to prepare an agreement between the City and Harry Robinson leasing to the latter a portion of the City's property located on Ocean Avenue at the easterly city limits. It being the understanding that the improvements are to remain subject to the will and pleasure I of the City Council and to be located in the southwesterly corner of the property and at least 20 feet from the easterly line of Ocean Avenue right-of-way. Mrs. Proctor Mrs. Jim Proctor addressed the Council and asked why Mr. Proctor had been relieved of his position as tractor driver. She was informed by the Mayor that the matter of placing street department employees was 0 in the hands of the Superintendent of Streets., but that if Mr. Proctor wished a hearing with the Council that he was welcome to do so by appointment. Ins. on The Clerk informed the Council that insurance on the City's automobiles automobile fleet would expire on September 16th and presented the following informal bids: The Travelers Insurance Company - $1,775.19 Plus $225.00 estimated cost of insuring the new fire truck. Indemnity Insurance Co. of North America; C. H. King, Agent - $1,723.66 PacificiIndem nity, Huston, Suter & 9 Huston, agents - $1,527.02 i On motion by Henrickson seconded by Morehouse, the bid of the Pacific Indemnity Company was accepted and all other bids 4� rejected. Ins. on boats Mr. Webb, representing the Pacific Indemnity Company, informed using pier landing the Council that owners of boats landing at the municipal pier had not completed payment of their insurance and that if same were not paid in the near future, the policies would have to be cancelled. Mr. Games, operating a boat off the pier, said he would be in, in a few days and settle for use of boat landing and insurance to date Page 2 - Minutes Sept. 12, 1938. 6.. ° and after that time would cease operation for the season. Star of wood Mr. Chamness stated that the Star of Hollywood would probably Holly be moved within the next day or so. Bond On motion by Chamness seconded by Henrickson, electric bond of the Two Macks Electric Company was approved and accepted. Audit The Clerk recommended to the Council that the firm of Crenshaw, i a Diehl and Edwards be employed to audit city records and, on motion i by Talbert seconded by Henrickson, the firm of Crenshaw, Diehl and Edwards was employed to audit the city accounts for a sum not in I excess of $350.00. Mar-Sa Gift The Clerk read a request from Mar-Sa Gift Shop for a refund of Shop license for the reason that they were moving out of town. On motion by Talbert seconded by Morehouse, the request was denied. Monthly The Clerk read monthly reports of the City Collector, City Reports Treasurer, City Clerk, City Judge, Chief of Police and, on motion by ° Talbert seconded by Morehouse, same were accepted and ordered filed. AT THE MUNICIPAL TRAILER CAMP THERE WERE 2284 I REGISTRATIONS. TOTAL'NUMBER OF OUTFITS AS COUNTED DAY BY DAY WERE 14,742 WITH A TOTAL OF 73,712 PERSONS. THE AVERAGE DAYS THAT EACH PERSON STAYED AT THE CAMP WAS 3.2. Mr. Ebert informs us that he had: I "57,000 Registrations with a total of 140,000 persons, with an average stay of 16 days per person. L � .� Page .3 - Minut e.s Sept .12 , 1938. 26 J i Annual report - Statistical information taken from rescues, first aid con't'd cases, umbrella rentals, fishing tackle rentals, camp reg- istration, lost children and by canvas of the beach show ; that: Only 3% of the people using the beach were frog Huntington.Beach. j 2% were from out of state. 16%were from Los Angeles City. 36% were from Los Angeles County. 21% were from Orange County. 22% were from other counties." I Orange Co. League } of The Clerk read a letter from the Orange County League of Municipalities Municipalities calling attention to the meeting to be held in Long Beach Club house at Center Recreation Park at 6:45 P.M., Thursday, September 15th. Skeet Club The matter of the location for the Huntington Beach Skeet Club was referred to Councilman Morehouse. Lease - On motion by Talbert seconded by Henrickson, the City Attorney Peter Karales was authorized to prepare a lease between the City and Peter Karales, 4 .954 Byron Road, Whittier, California, for the cultivation of the City's 44 acre sewer plant tract leaving a reservation of 5 acres immediately surrounding the plant. The lease to be for a period of i 5 years subject to cancellation by the City Council at any time upon the payment to the lessee of a sum to be determined by the City Council at the time of cancellation. Fire Hall plans Engineer Overmyer informed the Council that work was progressing on plans for the new fire hall. Frankfort St. City Attorney Overacker informed the Council that he had re- a �, crossing ceived notice from the Pacific Electric Railway Company granting permission for the new Frankfort Street crossing and the Hartford j Street crossing. Orange Co; Employees The Clerk read a letter from the Orange County Employees Association Associat 6m,� inviting members of the City Council to attend a dinner at the beach pavilion, 6:00 o'clock Thursday.evening, September 15th. Dance Pavilion Councilman Chamness informed the Council that the above named association wished to use the pavilion for a dance Thursday, Septem- ber 15th. The matter was referred to the beach and pier committee to make a charge of approximately $25.00 covering actual cost for use of the beach pavilion or $5.00 for use of the memorial hall. 4 11 Library roof C. P. Patton, chairman of the -Library Board, informed the Council that there were leaks in the library roof and asked that City Engineer Overmyer be authorized to examine the roof and, on motion by Talbert seconded by Henrickson, the request was granted. Page 4 - Minutes S,ept.12, 1938. c 62 Ordinance City Attorney Overacker informed the Council that he would try i G' to have boulevard -stop ordinance ready for the next meeting. Lights at Engineer Overmyer reported on the matter of installing sodium Main & Ocean vapor light at the intersection of Main andOcear-=Avenue; that the i cost if installed by the City would be $65.00 for the light plus installation. No action was taken by the Council. I Flood light Chief of Police Grant suggested that a flood light might be installed on the arch instead of sodium vapor light. Dance Councilman Chamness reported on operation of the pavilion dance Pavilion hall and recommended that inasmuch as the summer season was about over that no further expense be incurred for orchestras. Matter was re- ferred back to the Beach and Pier Committee to make recommendation at *-{ next meeting. i Ambulance The matter of furnishing the City with an ambulance was referred to Councilman Talbert and Chief of Police Grant with request that they I call on Arch Dixon to see if it was possible for him to furnish adequate a service and report back at next meeting of the Council. Fire Chiefs' On motion by Henrickson seconded by Chamness, the sum of $75.00 Convention was allocated to cover expense of J. K. Sargent in attendance at the 4 Fire Chiefs Convention, Salt Lake City, Utah, September 19th, 20th and 21st, 1938. Vo1.Firemen On motion by Henrickson seconded by Chamness, the sum of $50.00' Convention each was allocated to J. S. Bell and Wm. Rardin of the Fire Department for the purpose of attending Volunteer Firemen's Convention to be held at Santa Barbara September 26th, 27th,,28th and 29th, 1939. Morehouse on Mayor McCallen announced the appointment of Councilman Morehouse on St.& Parks Com. the Streets and Parks Committee in place of Councilman Chamness, effective as of April 18, 1938. Tideland The Clerk read a letter from Attorney Robt. E. Lee Jordan, Washing- ton, D.C., offering his services to the City in the matter of tideland mineral rights for the sum of $25,000.00. The Communication was ordered filed. L Slant Drilling Mayor McCallen stated that a hearing was to be held in Los Angeles on September 14th relative to bids for slant drilling; that he and Attorney i G Overacker expected to attend the meeting.
