HomeMy WebLinkAbout1938-10-03i .3 MINUTES City Hall, Monday, October 3rd, 1938 The -regular meeting of the City Council was called to order at 7:30 P.M..by the City Clerk. Councilmen present: Morehouse, Chamness, Talbert, Henrickson. Councilmen absent: McCallen. Councilman Morehouse On motion by Chamness seconded by Talbert, Councilman More - mayor pro tem house was appointed mayor pro tem in the absence of Mayor McCallen. Councilman Councilman Henrickson thanked the members of the City Council Henrickson and city departments for flowers presented at the funeral of his mother. Minutes On motion by Chamness seconded by Henrickson, minutes for the month of September were approved as read. Monthly reports . On motion by Henrickson seconded by Chamness, monthly reports of the City Treasurer, City Clerk, City Judge, Chief of Police, Superintendent of Streets and City Collector were accepted and ordered filed. J. M. Proctor The Clerk read a letter from J. M. Proctor requesting that salary be paid him for the month of September 1938. Superintendent of Streets Henry Wirth informed the Council that Mr. Proctor left { ' his :job without notice on August 26th and did not again report for duty until September 6th at which time he informed Mr. Proctor that his services were no longer needed. Attorney Overacker expressed the opinion that if an employee left his job without notice and did not return for a period so long as August 26th to September 6th, it was his opinion that such employee had forfeited the job. Councilman Morehouse said that Mr. Proctor came to him on or about September 6th and said that he had reconsidered, he was informed by Mr. Morehouse that the matter would have to be taken up with the 5.1 proper authorities as he had no authority to employ or discharge employees. On motion by Henrickson seconded by Chamness, the request of Mr. Proctor for salary for the month of September was denied. i Mrs. Harris - The Clerk read a letter from Mrs. Sadie A. Harris asking Acacia tree permission to remove Acacia tree from in front of her property at r the corner of loth and Palm. On motion by Talbert seconded by Chamness, the matter was referred to the Streets and Parks Committee o to investigate and report back to the City Council. P.L.Wood - The. Clerk read a letter from Mr. P. L. Wood asking that his pier concession present lease for a pier concession be cancelled and renewed for a period of five years for the reason that certain improvements needed to'be made during the winter months. On motion by Henrick- son seconded by Chamness, the matter was referred to the Beach and Pier Committee for further consideration and report. Page 2 - Minutes Oct.3, 1938. i ,257 C. c (71 •Pj So. Calif, The Clerk read a letter from the Southern California Edison Edison Co. Company asking permission to set electric pole lines along the right- of-way on Ocean Avenue between 23rd Street and the city limits. On motion by Chamness seconded by Talbert, the matter was referred to the Streets and Parks Committee for their investigation and recommend- ation at next meeting of the City Council. 12th Street The request of Chas. Burleycamp for the improvement of 12th Street between Orange Avenue and Palm Avenue was referred to the Streets and Parks Committee for their investigation and recommendation. Report on The Clerk read report from the Orange County Health Department city water covering analysis of city water August 27th and September 21st. The report showed no contamination of water. Lease- The Clerk read a lease between the City of Huntington Beach and Peter Karales Peter Karales, leasing to the latter a portion of the city's sewer plant site for a period of five years and, on motion by Talbert seconded by Henrickson, the Mayor pro tem and City Clerk were authorized to execute same on behalf of the City. Baseball The Clerk called the Council's attention to the fact that the baseball Park park was being used for other purposes than baseball and informed the Council that the lease from the Huntington Beach Grammar School limited the use of the park for the use of baseball only and, on motion by Henrickson seconded r by Talbert, the Clerk was directed to write the insurance company and ask permission to allow the ground to be used for rodeos and horse shows, also contact the Huntington Beach Elementary School officials and ask that the lease with the'city be amended accordingly and report back to the City c Demands Main St. parking r Aerial c photographs Council. On motion by Chamness seconded by Henrickson, the above question was also referred to the Music and Promotion Committee for their investigation and recommendation. On motion by Talbert seconded by Chamness, demands approved by the Finance Committee were ordered paid. Councilman Morehouse informed the Council that he had investigated the matter of installation of hydrant in the Main Street center parking at 14th and Main and that the water company was agreeable to installing the meter on a minimum charge of $3.00 per month and, on motion by Henrickson seconded by Talbert, the matter was referred to the City Engineer to investigate and determine if it was not possible to connect the four parking strips in the center of Main Street on one meter. Mr. R. B. Whitehur-st of the Watson Aerial Photograph Company appeared before the Council with an aerial map of the City of Huntington Beach and, on motion by Henrickson seconded by Talbert, the City Engineer was authorized to purchase maps at a cost not to exceed $35.00, same to be satisfactory to the City Engineer. Cars on pier Councilman Talbert stated that business men were having difficulty in delivering merchandise to their customers located on the municipal pier for reason that the city ordinance prohibited the use of motor vehicles on the pier at all times. On motion by Talbert seconded by Henrickson, the City Attorney was authorized to contact the Beach and Pier Committee and prepare an amendment to the present ordinance permitting the use of vehicles on the pier at certain hours of the day; same to be an emergency ordinance. Seats on municipal pier Councilman Talbert stated that he had investigated the matter of furnishing seats for the municipal pier and the beach front and had come to the conclusion that a bench put out by the Ideal Manu- facturing Company at a cost of $6.55 each was the best to be had and, on motion by Henrickson seconded by Talbert, the city engineer was authorized to purchase sufficient material to construct twelve 16 ft. seats from the Ideal Manufacturing Company, 1039 No. Mansfield Avenue, Hollywood, California. Beach front- City Engineer Overmyer presented plans for the improvement of improvement the newly acquired beach front and certain changes in the municipal trailer camp. Following motion by Councilman Chamness: "That the plans and specifications be approved and the city engineer be direct- ed to submit application to the W.P.A. for aid in the construction of the above named project. That the City Engineer be designated as the sponsor's agent and that the City Engineer and City Controller be authorized to execute same on behalf of the City." Motion put and carried unanimously. City Attorney Overacker was asked to make investigation and report to the City Council whether or not it would be necessary to advertise for bids for the above' named improvement. Parking meters Councilman Talbert stated that he had investigated the matter not recommended of installing parking meters along the business section of Main Street but did not recommend their use at the present time. Library roof City Engineer Overmyer stated that he had secured informal bids for the construction of new roof on library building, bids ranging in price from $263.00 to $295.00 for composition roof., On motion by Talbert seconded by Chamness, the City Counoil,went on record re- commending that the Library Board accept the bid of John & Wade, Inc., Long Beach, California, for the sum of $263.00. The Clerk was directed to turn all bids over to the Library Board. On motion by Chamness seconded by Talbert, the Council adjourned until 7:30 P.M. Thursday, October 6, 1938.
