Monday, October 31st, 1938
Pursuant to adjournment of Friday, October 28th, 1938, the City
i
Council met and was called to order at 7:30 P.M. by Mayor McCallen.
Councilmen present: Morehouse, Chamness, Talbert, Henrickson, McCallen.
Councilmen absent: None.

License granted
The Clerk read license application of Sperry -Sun Well Surveying
Company and, on motion by Talbert seconded by Chamness, license was
granted.

Application
The Clerk read derrick license application of W. M. Elliott
Company for renewal of license and, on motion by Henrickson seconded
by Talbert, the license was granted.
Application
The Clerk.read truck license application of J. R. George and, on
motion by Chamness seconded by Talbert, the license was granted.

S.A. Elks
The Clerk read a letter from the Santa Ana Elks thanking the City
Council for use of the beach pavilion October 25th, 1938. The letter
was ordered filed.
Southwest Ex- /
The Clerk read a letter from the.Southwest Exploration Company
Cploration Co.
offering to enter into an agreement with the City of Huntington Beach
in which the City would be paid the sum of $175,000.00 together with
certain royalties amounting to 216 of the amount paid the State of
d ,
California as royalty. Mayor McCallen informed the City Council that
he had met with officers of the Southwest Exploration Company'on
different occasions and had reached an unofficial agreement along the
lines expressed in the above named letter. The Mayor and the other
city councilmen agreed that should the city accept the proposed agree-
a
ment that it.should have no bearing on the,City!s tideland rights,
Councilman Talbert stated he was of the opinion that the matter
should 'not be closed toohastily and until an effort is made to get a
royalty starting immediately after the first wells are.producing
rather than to wait until the full $175,000.00 be paid.
Councilmen Henrickson and Chamness stated that they believed that
the proposed agreement of the Southwest Exploration Company is a fair
one to both the oil company and the City.

Councilman Morehouse stated he believed it would be better to take
the offer than to jeopardize the City's interest by too much delay.

City Attorney Overacker stated that he and special attorney Bush i
had gone into the matter and was of the opinion that the city council-
men should sit in with the city attorney and special attorney Bush and Q

receive the attorney's report before accepting any offer.
Ord. #419 The Clerk presented and read for the first time Ordinance No.419,
First
reading an ordinance of the City of Huntington Beach, California, amending
Ordinance No. 344 of said City.
C. of C. The Clerk read a letter from the Chamber of Commerce asking that the
City Council appropriate the sum of $100.00 to help defray the expense
of float to be entered in the Armistice Day parade at Orange. On motion'by
Talbert seconded by Chamness, the Council.appropriated the sum of $100.00
as requested.
Recess At this time, 8:15 P.M., the Mayor declared a recess.
Council again called to order at 9:15 P.M., all members being present.
On motion by Henrickson seconded by Talbert, the City Council adjourned
until 7:30 P.M., Thursday, November 3d, 1938.
