Teter Letter - May.Turney Skeet Club - Agreement State Park MINUTES City Hall, Huntington Beach, Calif. Monday, February 6, 1939. The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor McCallen. Councilmen present: Morehouse, Chamness, Talbert, Henrickson, McCallen. Councilmen absent: None. On motion by Henrickson seconded by Talbert, Minutes for the month of January were approved as read. The Clerk read monthly reports of the City Treasurer, City Clerk, City.Engineer, City Judge, Chief of Police, City Collector and, on motion by Henrickson seconded by Talbert, same were accepted and ordered filed. On motion by Talbert seconded by Morehouse, the application.of R. Pasma to operate milk depot at 520 Main Street was approved. On motion by Talbert seconded by Morehouse, the application of Annette Bayley to conduct candystore at 209 Main Street was approved. The Clerk presented and read renewal of lease with the Pacific Electric Railway covering six inch sewer pipe line across Pacific Electric Railway to beach trailer camp and, on motion by Henrickson seconded by Talbert, the Mayor and City Clerk were authorized to execute same on behalf of the City. The Clerk read a letter from J. C. Teter offering to pay balance due on his city license if the City would furnish him with regular work. The letter was ordered filed. The Clerk read a letter from Mrs. May Turney thanking the Council for installation of storm drain along the street by her property. The letter was ordered filed. The Clerk read a letter from the Huntington Beach Skeet Club signed by Roy K. Larson, secretary, to the effect that buildings owned by the -Skeet Club are to be returned to the city yard in the event the Skeet Club disbands. This in consideration of the City paying for the material used in the erection of the buildings and fence and, on motion by Henrickson seconded by Morehouse, the agree- r ment was accepted and the bills ordered paid. The Clerk read a letter from J. H. Covington, executive secre- tary, State of California, Division of Parks, in which the City is asked to furnish police and life guard protection covering 10,900 feet of ocean frontage immediately south of Huntington Beach in the event this property is purchased by the State for park purposes. Lamb, tax collector, calling Watson's Re - sub. attention of the offer of Ethel Miller to purchase 171/2500 interests In Blocks 1403-1404, T. J. Watson's Resubdivision. The letter was accompanied by a list and description of the interests proposed to be purchased. The matter was referred to the City Attorney for his inspection. State Control- The Clerk presented and read a letter from the State of California, ler approves 4 • purchase Office of the Controller, calling attention -to enclosed executed agree - of 222 lots by city ment to purchase some 222 lots,and advising that the Tax Collector of Orange County has.been given notice that the,State Controller has ap- proved this sale and asking that he make the necessary publications as required by law. This matter was referred to the City Attorney for his attention. Girl Scouts On motion by 8enrickson seconded by Talbert, charges for Memorial Hall used by the Girl Scouts December 17th were waived. do The Clerk read a letter from Mrs. Adah Kirkpatrick asking for use of Memorial Hall February 15th for Girl Scouts, also February 24th. The request was referred to the City Clerk. Report of The Clerk read a letter and report from public accountants Diehl & accountants Edwards covering audit of the City Treasurer's records for the period July 1, 1938 to December 1, 1938 and, on motion by Henrickson seconded by Chamness, the report was accepted and ordered filed. i Compilation The Clerk read a letter signed by the city auditor calling attention of Ord.etc. of the Council to the fact that city ordinances had not been compiled since April 1930-and recommending that all ordinances be amended where needed and that a new compilation be made as soon as possible and, on motion by Hen- rickson seconded by Talbert, the City Clerk and City Attorney were autho- rized to look into the matter of employing an attorney or student attorney and three or more W.P.A. clerical workers for the purpose of reassembling ordinances, resolutions.,etc., and indexing same and filing city records as required and report back their findings to the City Council. John A. The Clerk read a letter from H. A. Overmyer recommending that John A. Bonell - Ass't. Boner. be employed regularly as assistant engineer at a salary of $135.00 Eng. per month beginning February 1, 1939, whereupon the City Clerk read Resolu- tion No. at a salary 827, authorizing the City Engineer to employ an -assistant of $135.00 per month and, on motion by Henrickson bngineer seconded.by Reso, 827 Talbert, Resolution No. 827 was passed and adopted by the following vote: AYES: Councilmen: Morehouse, Chamness, Talbert, Henrickson, McCallen. Adv. for bids for grader Upon recommendation of City Engineer Overmyer the following � motion was made by Councilman Talbert: "That the City Clerk be ° authorized and directed to advertise for bids for furnishing the city with a power grader. Bids to be opened and examined at 7:30 P.M. February 27, 1939." Motion seconded by Morehouse, put I`I �J and carried -unanimously. Neon sign - The Clerk read an application from J. H. McQuestion for McQuestion permission to erect Neon sign at 201 Seventh Street -and, on motion by Chamness seconded by Henrickson, same was approved. Neon sign - The Clerk read an application. of Oscar Iverson to erect Iverson Neon sign at 303 - 3rd Street and,on motion by Talbert seconded by Chamness, same was approved. Neon sign - The Clerk read an application from Mr. Allyne Perkins for Perkins permission to erect Neon sign at 102 Main Street and, on motion by Talbert seconded by Chamness, the application was approved. Neon sign - The Clerk read application from F. H. Berdelman asking Berdelman permission to erect Neon sign at Lot 20, Block 103, and, on motion -by Talbert seconded by Henrickson, same was approved. S.W.Exploration The Clerk read application of Southwest Exploration Company Co.*- State Well #9- for permission to drill oil well known as State No. 9. The applica- tion was accompanied by map, executed contract and surety bond and, � on motion by Henrickson seconded by Talbert, same was approved. I State Well #10 The Clerk read application of Southwest Exploration Company � for permission to drill oil well known as State No. 10. The appli- cation was accompanied by map, signed contract and surety bond and, on motion by Henrickson seconded by Talbert, same was approved. C. of C. The Clerk read resolution of the Chamber of Commerce setting resolution - zoning forth the percentage of property owners in Wesley Park district asking that the City Council zone the area for residence building. The resolution.was signed by all officers and directors of the Chamber of Commerce and was accompanied by petitions signed by property owners located in Blocks 705, 706, 710, 711, 712, 713, 805, 810, 812, 813 and 910 and, on motion by Talbert seconded by Henrick- son, the City Attorney was authorized and directed to prepare the necessary zoning ordinance as requested by the Chamber of Commerce. ' Motion put and carried by the following vote: AYES: Councilmen: Morehouse, Chamness, Henrickson, Talbert, McCallen. NOES: Councilmen: None. ABSENT: Councilmen: None. Mrs. Donahue The Clerk read a letter from Iva Donahue asking permission to 4 erect a concession building adjacent to the steps leading to the beach directly across from Ebert's camp store. The matter was. referred to the Beach and Pier Committee. Master Deluxe Chevorlet - 921.39 Master 85 Sedan 875.50 Oscar Iverson- Plymouth road king, 4 door touring sedan - 871.06 Plymouth Deluxe 4 door touring sedan - 953.08 Dodge Special 4 door touring Sedan 993.50 Bid of On motion by Talbert seconded by Morehouse, the bid of Oscar Iverson in Iverson accepted the amount of $871.06 for a Plymouth road king, four door sedan was accepted and all other bids rejected. sr; Bids for This being the date set for opening and examining bids for furnish - material for bldgs. on ing material for the construction and remodeling of beach front buildings, Bch .Front the Clerk opened and read the following bids: Huntington Beach Plumbing Shop, Huntington Beach; Frank Curran Lumber Co., Huntington Beach; Lund and Sons Company, Anaheim; Ed Manning, Huntington Beach; all of said bids complete and on file ` in the office of the City Clerk. Bids were referred to the Beach and Pier Committee and the City Engineer for analysis and report back to the City Council. ` Demands On motion by Chamness seconded by Talbert, demands approved by the Finance Committee were ordered paid. Resolution - On motion by Councilman Morehouse seconded.by Councilman Chamness, salary of T.G. ` Allen the CityAttorney was authorized to y prepare a resolution fixing the salary of T. G. Allen, gardener, at $140.00 per month beginning as of February 15th, 1939. W.P.A. - On motion by Councilman Henrickson seconded by Councilman Chamness, Fire Hall the City Engineer acting as sponsor's agent was authorized and directed to notify the W.P.A. .that the City accepts their proposition to construct a new fire hall for the City of Huntington Beach and the City Engineer was further directed to prepare detailed plans and specifications for the erection of said building and submit to the City Council at its next meeting. Motion put and carried unanimously., Ord. #422 - At this time the Clerk gave Ordinance No. 422, amending Ordinance first reading 322 and regulating traffic on the public streets, its first reading. ` Ord. 4423- The Clerk gave Ordinance No..423, an ordinance providing certain first reading fire prevention measures in the oil field, its first reading. Ord. #424 - The Clerk gave Ordinance No. 424, providing for the payment of first reading taxes in installments, its.f irst reading. :1300 Page 5 - Minutes Feb. 6, 1939. Unsafe derrick On motion by Henrickson seconded by Chamness, the City Clerk and City Attorney were authorized and directed to contact owners a or reputed owners of a derrick located at the southwest corner of Walnut and 17th Street and give said owners ten days in which to properly guy the derrick and notify the owner that if the derrick is not properly guyed within that period that the city will proceed to demolish same. Recreation Mayor McCallen stated that the members of the Woman's Club Committee appointed by Mayor and P.T.A. had requested that he appoint a recreation committee to be composed of the following persons: Mrs. Ila N. Dabney, Mrs. Alida Harper and Art L. Henrickson and, on motion by Talbert seconded by Chamness, the appointment of the above named committee by the Mayor for a period of one year beginning January 1, 1939, was approved. Waste Water Fire Chief Sargent was directed to look after waste water and fire inspection in the oil field and E. Errington directed to report to Assista.nd Superintendent of Streets Wirth. City Eng. to act On motion by Henrickson seconded by Talbert, the City Engineer was as sponsor's agt. W.P.A. authorized to act as sponsor's agent and make application to the W.P.A. for laborers and supervisors to handle recreation activities at the baseball park, Lake Park, the -ocean front and the other parks for a period of one year. Mr. Bundy Mr. F. E. Bundy addressed the Council and stated that it was his opinion that it will be a mistake to allow outside parties to erect and operate concessions on the beach front. Underwriters' survey Fire Chief Sargent informed the Council that all applications for underwirters' survey will have to be made by the City Council in the future; that the last survey was made approximately nine years ago. Tax rate of Councilman Talbert asked that the City Clerk write the thirteen other cities incorporated cities in drange County asking that they furnish the City with their assessed valuation and tax rate. Model for Councilman Henrickson presented model of ornamental benches for benches pier and beach front. No action was taken by the City Council.
