Monday, February 27, 1939•.
Pursuant to adjournment of February 6th, 1939, the City Council
met and.was called to order at 7:30 P.M. by Mayor.MeCallen..
Councilmen present: Morehouse, Chamness, Talbert, Henrickson, McCallen
Councilmen absent: None.
Girl Scouts Mrs. E. C. Wright and Mrs. Adah Kirkpatrickiaddressed the Council,
Bldg.
relative to a building for the Girl Scouts. They were informed that the
lots which the Council had in mind are not yet ready to transfer and that
within the next thirty days action can be taken.
Charge waived for On motion by Talbert seconded by Henrickson a $2.00 charge for the
Girl Scouts use of Lake Park Club house on August 25th, 1939 by the Girl Scouts was
cancelled.
Resolution by The Clerk read a resolution from the American Legion, Joseph Rodman
Amer. Legion
underpass Post, recommending that the City Council make provisions for the immediate
construction of an underpass at the intersection of Main Street and Ocean
Avenue. The Clerk was directed to inform the Legion that the Council had
this project in mind 'but that it would be unable to start the work until
after the 1939-1940 budget is prepared. The matter was referred to the beach
and pier committee for their consideration.
Aquatics Conf. The request of Lifeguard Delbert Higgins for the sum of $50.00 to
here May 6th..
apply on expenses of staging the annual Aquatics Conference here May 6th
was read and, on motion by Chamness seconded by Talbert, the amount was
allocated.

was authorized to prepare a resolution rejecting all bids for furnish-
ing material for the improvement of the beach front and the erection
of buildings thereon and authorizing the city purchasing department to
purchase material in the open market for the reason that the City
Council had determined that material can be purchased at a price
lower than bids submitted to the City.

requests Mrs. J. R. Higgins addressed the Council and asked that the

nolia & Lake
City prepare an ordinance requiring automobiles to come to a full
stop while school busses are loading and unloading at the inter-
section of Magnolia Avenue and Lake. The matter was referred to the

Chief of Police and City Attorney to check up and report back to the
City Council.
Koebig & Koebig, The Clerk read a letter from Koebig & Koebig, engineers', Los
engineers
Angeles, offering to make an appraisal of the Southern California Water
Company's system in Huntington Beach, carry on negotiations for the
purchase of the water system and otherwise act in the capacity of con-
sulting engineer on both a cash and percentage basis. Chairman Chamness
• of the special water committee stated that it was his opinion that Koebig
& Koebig were the best equipped to handle the above named matters and that
they were highly recommended by some
other cities and, on motion by
Talbert
seconded by Chamness, the matter was
referred to the City Attorney,

Engineer and special water committee
to investigate and report back
with
their recommendations to the City Council Monday March 6th, 1939.
New rates on The Clerk read a letter from
the Southern California Water
Company
water -
proposing certain reduction in rates
to the City for water used in
the
various city parks and buildings and, on motion by Henrickson seconded by
Chamness, the Council voted unanimously to accept the proposed new rates
and directed the City Clerk to so notify the Southern California Water
Company.

Palm trees - On motion by Talbert seconded by Henrickson, the request of A.
Tovatt
residence Tovatt for permission to remove dead Palm tree in front of his residence
was granted and park manager Beeson directed to notify Mr. Tovatt and make
provisions to take care of the live Palm tree that Mr. Tovatt wishes re-
moved from in front of his residence.
Application - The application of Darwin Underwood for position as caretaker of
Darwin
Underwood ball park was accepted and referred to the Streets and Parks committee.
Application - The application of Willis L. Evans for concession on the beach
W.L.Evans
directly in front of the Sea Breeze market and his proposal to erect a
stucco building if application is granted. The application was referred
to the beach and pier committee.
. Brunzell & The Clerk read a letter from Brunzell and Jacobson calling attention

to an item of $160.00 owing them on account of treating the beach pavilion
dance floor in July 1938. The Clerk was directed to write them and state
that the guarantee was for a period of one year and that at the end of that
time, the amount would be paid.

seconded by Talbert, the Clerk was directed to notify Mr. Schafer
that his services will not be needed during this season owing to
the fact that'all recreation activities will be under the direct
charge of the W.P.A. and the City's recreation committee.
Application -

Horseshoe Club
The Clerk read a letter from Frank C. Coon asking for the

contact Mr. Coon and advise him that it is not the policy of the

City Council to set aside buildings to be used regularly for anyone.
Palisades Corp.
The Clerk read a letter from the Palisades Corporation rela-
tive to opening to full width 12th Street from Orange to Acacia and
Magnolia Avenue from llth to 13th Street thru Blocks 411, 412, 511 and
a
512. The letter stated that their company would be willing to deed
a 12L foot strip on either side of these streets providing the City
will grade and improve the streets with curbing and other necessary

improvements. This matter was referred to the City Engineer with a
request that he prepare and present to the City Council estimate of
the approximate cost of grading and oiling and building curbs in the
a
above named area.
Claim from Denio, The Clerk read a letter from Denio, Hart, Taubman & Simpson,
Hart, etc.
Long Beach attorneys, demanding that the City of Huntington Beach pay '
them certain sums of money pursuant to the provisions of Resolution
No. 769 of the City of Huntington Beach and certain alleged agree-
ments between the City and their firm. The Mayor ordered the letter
filed.
Lease - The Clerk read a lease covering all of Block 1003, Vista Del
Ball park
Mar tract from the Huntington Beach Elementary School,_ District to
the City of Huntington Beach to be used as a ball park for a period
of five years beginning the 24th day of February, 1939.and ending
February 23d, 1944 and, on motion by 6hamness seconded by Henrickson,'
the Mayor and Clerk were authorized to execute same on behalf of the
City.
Easement - The Clerk presented and read an easement from the Pacific Elec-
Sewer line
tric Railway Company covering a two foot strip across their property
in the vicinity of the City's trailer camp for the purpose of installing
and operating two sewer lines and, on motion by Chamness seconded by a
Talbert, the City Attorney was directed to prepare a resolution accept-
ing this easement and authorizing the Mayor and Clerk to execute same.

Application - The application of D. K. Clapp for permission to construct

concession building on the beach front was referred back to the beach
and pier committee for further study.
Adv. for bids - On motion by Renrickson seconded by Talbert, the City Clerk

was directed to advertise for bids for furnishing the City with gasoline
for a period beginning March 20, 1939 to March 19th, 1940. Bids to be
opened and examined March 20th, 1939 at 7:30 P.M.

Application - On motion by Henrickson seconded by Chamness, the application of
S.W.Exp. Co.
State the Southwest Exploration Company for permit to drill well known as State

No. 11 was granted. The application was accompanied by blue print of the
location, executed contract and surety bond.

Ord. 424 - The Clerk gave Ordinance No. 424, providing for the payment of taxes

its second and final reading and on motion by Henrickson seconded by Talbert,
Ordinance No. 424 was passed and adopted by the following vote:

Demands On motion by Talbert seconded by Chamness, demands approved by the

State Park Mayor McCallen presented and read a letter addressed to J. H. Covington
and signed by the City Attorney relative to furnishing the State with life
guard and police protection in the event the State purchased certain beach

frontage and, on motion by Henrickson seconded by Morehouse, the
letter was approved and ordered sent to Mr. Covington, o
Plans for Fire Engineer Overmyer presented plans and specifications for the

erection of a fire hall in Triangle park; work to be done by the
Works Progress Administration and carried on their records as "Appli-
cation No. 1104-3409, Fire Station Construction, 5th Street and
Magnolia Avenue, Huntington.Beach" and, on motion by Talbert seconded
by Chamness, the plans and specifications were approved and adopted.

Frankfort St. Mayor McCallen stated that Mr. Lawshe .had informed him that deeds
cut-off
for the Frankfort Street cut-off would reach Huntington Beach not later j
than Wednesday this week at which time the City Engineer would start

immediately to open Frankfort Street cut-off and Hartford Street. i
Sidewalks Councilman Talbert stated that -inasmuch as the City will be
owner of most of the property adjoining the new Frankfort Street cut-
off it was his opinion that it would be a good plan for the City to
Install sidewalks. This was referred to the City Engineer to furnish
estimate of cost of the sidewalks..

fact that certain oil and gas companies were not paying the l& gas

license to the city as required by the provisions of Resolution No.
576 and, on motion by Henrickson seconded by Chamness, the Clerk and
City Attorney were directed to write the Texas Company, Standard Gasoline
Company, 0. C. Field Corporation and Richfield Oil Company asking that
they furnish this city with a statement of all dry gas f or.the purpose
of either drilling or operating oil wells during the year 1938 and for
January and February 1939. The statement to include dry gas, if any,
delivered to lease owned by themselves as well as to other operators.
The letter to request information within a period of 30 days.

Planning Mayor McCallen stated that he would give the matter of appointing
Commission
a planning commission some thought and report back at next meeting.
Lights for The matter of lighting Lake Park was referred to the Park Committee
Lake Park
and the City Engineer.
On motion by Ienrickson seconded by Talbert, the Council adjourned
until 11:30 A. M. Wednesday, March 1, 1939•
