Monday, March 6, 1939 The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor McCallen. Councilmen present: Morehouse,Chamness, Henrickson, McCallen. Councilmen absent: Talbert. On motion by Morehouse seconded by Henrickson, minutes for the month of February were approved as read. This being the time set for opening and examining bids for the sale of a house located on Lot 15, Block 504, Main Street Section, the Clerk opened and read the following bids: Virginia M. Rose, Huntington Beach - - - - - - - - - - - - $175.00 Mrs. E. W. Presson, Huntington Beach - - - - - - - - - - - 355.00 The Mayor then called for bids from the audience, the last and largest was made by Mrs. E. C. Wright in the sum of $530.00 and, on motion by Henrickson seconded by Chamness, the bid of Mrs. E.C.Wright in the amount of $530.00 was accepted and all other bids rejected. On motion by Morehouse seconded by Henrickson, the bid of Shepherd Tractor and Equipment Company to furnish the City with one No. 12 Caterpillar Diesel grader for the sum of $5,588.34 net delivered, was accepted and all other bids rejected. Motion put and carried by the following:vote: AYES: Councilmen: Morehouse, Chamness, Henrickson, McCallen. NOES: Councilmen: None. ABSENT: Councilmen: Talbert. On motion by Henrickson seconded by Chamness, the surety bond of J. H. Stockton, plumbing contractor, was accepted and ordered filed. On motion by Henrickson seconded by Chamness, the surety bond of A. D. Moodie, housemover, was accepted and ordered filed. On motion by Morehouse seconded by Henrickson, the application of Allyn F. Perkins for license to operate Malt Shop at I�G2 Main Street was approved. On motion .by Henrickson seconded by Morehouse, the application of Ruth .and Frank Hagedorn to operate cafe at 308 Ocean Avenue was approved. The Clerk presented and read monthly reports of the City Treasurer, City Clerk, City Collector, Building Inspector, Chief of Police, City Judge and, on motion by Henrickson seconded by Morehouse, same Were accepted and ordered filed. The,Clerk read a letter from the Chamber of Commerce requesting the Council to appoint. a_Planning Commission. Those present were informed by the Mayor that the matter was in the minds of the Councilmen and that some action would no doubt be taken in the near future. Sea Scouts On motion bylHenrickson seconded by Morehouse, the $5.00 charge for use of Memorial Hall February 11, 1939, by Sea Scouts was cancelled. Page 2 - March 6, 1939. Independent Oil The Clerk read a letter froth the Emergency Executive `J Operators Meeting March 9th Committee of the Independent Oil Operators calling attention to meeting of that organization at 2:00 o'clock P.M., Thursday March 9th in the ball room of the Biltmore Hotel, Los Angeles. Mayor McCallen stated that he would be present at the meeting. - Asks that taxes be The Clerk read a letter from Alfred E. Cate, Los Angeles, reduced on certain _JJJ lots asking that taxes be reduced on Lots 22, 24, 26 and 28, Block 415. Upon opinion of the City Attorney that the City Council could not by any special act cancel or reduce taxes, the letter was ordered filed. Resolution 829 - Rejecting bids for The Clerk read Resolution No. 929, rejecting bids and materials declaring that it is the opinion of the City Council that :i , materials may be purchased at a lower price in the open market, for the construction of camp ground buildings and, on motion by o Chamness seconded by Henrickson, Resolution No. 829 was passed and adopted by the following vote: AYES: Councilmen: Morehouse,Chamness,Henrickson,McCallen NOESo. Estimate on cost of grading, oiling, etc The City Engineer submitted an estimate of the cost of certain streets grading and oiling and installing sidewalks on streets through Blocks 411, 412, 511 and 512, same was ordered filed for future reference. -, Demands On motion by Henrickson seconded by Chamness, demands —J approved by the Finance Committee, were ordered paid. Block 412 - The City Engineer was directed to contact F. E. Bundy F.E.Bundy relative to opening streets adjoining his property in Block 412. Resolution #830 - The Clerk presented and read Resolution No. 830, accept - Deed of Easement - sewer line ing deed of Easement from the Pacific Electric Land Company covering sewer line across their property at the municipal camp ground and, on motion by Henrickson seconded by Morehouse, Resolution No. 830 was passed and adopted by the following vote: AYES: Councilmen: Morehouse, Chamness, Henrickson, McCallen. NOES: Councilmen: None. ABSENT: Councilmen: Talbert. Resolution #831- The Clerk presented and read Resolution No. 831, authorizing ' Frankfort St. the purchase of certain property for the extension of Frankfort Street and, on motion by Chamness seconded by Morehouse, Resolu- tion No. 831 was passed and adopted by the following vote: ! AYES: Councilmen: Morehouse, Chamness, Henrickson, McCallen. NOES: Councilmen: None. ABSENT: •Councilmen: Talbert. Water pressure - The matter of furnishing better water pressure in Lake Park Lake Park was referred to the City Engineer for his recommendation. Curb & gutter - On motion by Chamness seconded by Morehouse, the City Engi- Frankf ort St. neer was authorized and directed to prepare plans and specifications • Page 3 - Minutes March 6, 1939• for the improvement of Frankfort Street with concrete curb and 1 14 10 A e 16 • gutter and grading and oiling the street. Resolution #832 - The Clerk presented and read Resolution No. 832, authorizing Ass°t to assessor the city assessor to appoint an assistant and, on motion by Henrick- son seconded by Chamness, Resolution No. 832 was passed and adopted by the following vote: AYES: Councilmen: Morehouse, Chamness, Henrickson, McCallen. NOES: Councilmen: None. ABSENT: Councilmen: Talbert. Better lights for Lake Park The matter of better lights for Lake Park was deferred until a later date. Church of Truth William Gallienne, secretary of the Chamber of Commerce, in- formed the Council that the Church of Truth wished to use the Lake Park building on June 22, 23 and 24th. The application was referred to the City Engineer.
