Monday, April 3, 1939 The regular meeting of the City Council was called to order at 7:30 P.M. by the City Clerk. Councilmen present: Morehouse, Chamness, Talbert, Henrickson. Councilmen absent: McCallen. On motion by Talbert seconded by Chamness, Councilman Henrickson was made mayor pro-tem. On motion by Chamness seconded by Talbert, Minutes for the month of March were approved as read. The Clerk read monthly reports of the city clerk, city treasurer, city collector, city judge, city engineer and chief of ,police and, on motion by Talbert seconded by Chamness, same were accepted and ordered filed. On motion by Talbert seconded by Chamness, the application of Jack Robertson to erect Neon sign was approved. Applications- The Clerk read the following applications for positions as helper: and Trailer camp office Clerk;':',s at the municipal trailer camp: Joanna Lewis, P.O.Box 457, Huntington Beach. Rose Derigo, Huntington Beach. Majorie Preston, 218 Indianapolis, Huntington Beach. Margaret Ryan, Huntington Beach. Garvin Morse, 1032 Main St., Huntington Beach, Calif. Jack F. Burry, 815 Acacia, Huntington Beach. Edwin J. Daetweiler, 543 Frankfort St., Huntington Beach. The applications were referred to the Beach and Pier Committee and ordered f iled. Fish stand The application of L. J. Talley-,,,, P. 0. Box 123, Newport Beach, for permission to erect a fish stand on the site of the city's dump ground on Ocean Avenue was read and,.on motion by Chamness seconded by Talbert, the Council agreed to issue permit carrying a thirty day cancellation clause; building to be erected under supervision of the Beach and Pier Committee. So. Calif. The Clerk read an application from the Southern California Edison Edison Co. Company for permission to erect pole line in the Huntington Beach auto trailer camp -with a provision that same be removed when,/no longer needed to supply electric service at this location and, on motion by Talbert seconded by Chariness, the Mayor and Clerk were authorized.to execute same on behalf of the City. Sea Breeze The application of F. E. Whitney for transfer of license of Sea Breeze restaurant restaurant was approved on motion by Talbert seconded by Chamness. Service The application of John P. Curtis to operate service station at 120 Station Ocean Avenue was approved on motion by Chamness seconded by Talbert. " State No.*18 The Clerk presented and read application for oil well permit by South - SW. Ex. Co. ' west Exploration Company known as State No. 18, same being accompanied by band, executed contract and map. 0- C 67 Page 2 - Minutes April 3, 1939• State No, 18 The City Engineer called attention to the fact that the map did • not show the location of the bottom of the well, whereupon the chair • referred the application back to the -City Engineer for completion. Planning The Clerk presented and read a letter from Mayor McCallen to Commission the effect that he was unable to attend the Council meeting and that he was submitting in writing the names of the men he believed qualified to serve as members of the Planning Commission of the City of Hunting- ton Beach. *The following names were submitted: Arthur F. Wilson, Standard Oil Camp:, Leo T. Koppl, 412 - 8th Street. Robert Y. DeBritton, 702 Main Street. J. P. Terry, 605 Main Street. J. K. McDonald, 755 Main Street. C. L. Elliott, 408 Frankfort Street. Action by the City Council on the•ab'ove named recommendation was de- • ferred until next meeting of the City Council. Petition The Clerk presented and read a petition signed by citizens and ' business men along Main Street reading as follows: "'We, the under- signed, business people of Huntington Beach petition the Honorable City Council of Huntington Beach, to have all amusements, such as, • street dances, carnivals, etc., held during the year, on Main Street, between Ocean Avenue and Orange Avenue." The matter was referred to the Chamber'of Commerce for its recommendations. Surety bond On motion by Talbert seconded by Chamness, the surety bond of approved Lawrence E. Zamboni to engage in the electrical contracting business was accepted and -ordered filed. i 1?eters on On motion by Chamness seconded by Talbert, City Engineer Overmyer pier was authorized to purchase and install.electric meters on the pier as recommended in his letter of April 3rd. Boat Landing The Clerk read a statement of damage to the boat landing of the municipal pier which occurred January 2, 1939: The total cost of the i repairs being $839.06, less proportion for usage, normal wear and tear 25% or $209.77, leaving a net claim of $629.2? and, on motion by Morehouse seconded by Chamness, the Clerk and City Engineer were authorized to execute the claim on behalf of the City and submit same to Home Insurance Company of New York through Hudson Underwirters' Agency for payment. Resolution The Clerk read Resolution No. 835, same being a resolution con- #835 , deming Assembly Bill No. 1368 relative to the administration of public libraries and, on motion by Henrickson seconded by Chamness, Resolution No. 835 was passed aryl adopted by the following vote: AYES: Councilmen: Morehouse, Chamness, Talbert, Henrickson. NOES: Councilmen: None. ABSENT: Councilmen: McCallen. Demands On motion by Talbert seconded by Chamness, demands approved by the Finance Committee were ordered paid. 4 Frankfort St. Engineer` Overmyer presented plans and specifications for the extension construction and improvement of the Frankfort Street extension in the • City of Huntington.Beach and, on motion by Talbert seconded by Chamness Page 3 - Minutes April ::3, 1939. • - ""same were approved and adopted b the City Council. PP P Y Prevailing wage This being the date set for authorizing the Clerk to advertise `rate for Frankfort St. for bids for the improvement of Frankfort Street extension, the city engineer testified, under oath, that he had by investigation determined the.prevailing rate per diem wages for each craft or type of workman or mechanic needed in the construction and improvement of Frankfort Street extension in the City of Huntington Beach. Reso. #836. Whereupon, the Clerk presented and read Resolution No. 836, a resolution of the City of Huntington Beach establishing the general prevailing rate of wages per diem for each craft or type of workman or mechanic needed in the construction and improvement of Frankfort Street extension in the City of Huntington Beach and, on motion by Chamness seconded by Talbert, Resolution No. 836 was passed and adopted �► by the following vote: AYES: Councilmen: Morehouse, Chamness, Talbert, Henrickson. NOES: Councilmen: None ABSENT: Councilmen: McCallen. Poor lighting Councilman Henrickson called attention to the poor lighting along • 1st, 2nd & 3rd Streets. First, Second and Third Streets. The matter was referred to the City Engineer and the Streets and.�arks Committee for recommendation at next -23 meeting of the City Council. Zoning Ord. Upon recommendation of Councilman Henrickson, the City Attorney was authorized to prepare a residential restriction zoning ordinance and present at next meeting of the City Council. Ins. On motion by Talbert seconded by Chamness, the matter of employees' life insurance was deferred until next meeting of the City Council. Frankfort St. Ori motion by Talbert seconded by Morehouse, the City Clerk was autho- Bids rized to advertise for bids for the construction and improvement of Frankfort Street extension in the City of Huntington.Beach, same to be opened and ex- • amined at 7:30 P.M., Monday April 24, 1939. Olson Pleasure The Clerk presented and read an agreement between the City of Huntington Fishing Co. Beach and the Olson Pleasure Fishing Company, 1105 Bay City Building, Santa Monica, covering permission of the City to use the pier boat landing by the above named company and, on motion by Talbert seconded by Chamness, the Mayor and City Clerk were authorized to execute the agreement on behalf of the City. Report - The Clerk read a report from the Coordinating Council of the Hunting - Recreational Committee ton Beach recreational committee in which it was recommended that certain improvements and buildings be erected in Lake Park for the benefit of the Boy Scouts. The chairman ordered the letter filed and directed the City Engineer to investigate and submit an estimate of cost of playground equip- ment at next meeting of the Council. The matter was also referred to the Streets and darks Committee for its consideration.
