MINUTES OF PLANNING COMMISSION
City Hall, Huntington Beach, Calif.
Wednesday, April 26, 1939.
T.Ieeting called The first regular meeting of the Huntington Beach Planning
to order Commission was called to order at 7:30 P.M. Wednesday, April
26, 1939 by City Attorney Overacker.
All members Members of the Commission present were:

J.K.McDonald Mr. Overacker informed the group that the first order of
nominated business would be the election of a chairman to serve for one
chairman year and, on motion by DeBritton, seconded and carried, J. K.
McDonald was nominated for the position of chairman for a
period of one year.
Elected There being no further nominations, the nomination closed
and J. K. McDonald was unanimously elected chairman for the
ensuing year.
C.R.Furr
C. R. Furr was nominated for secretary for a period of
elected
one year. There being no further nominations, C. R. Furr
secretary
was elected secretary for the ensuing year.
Date set for On motion'by DeBritton seconded by Koppl, the date set
regular
for regular meetings was on the last Wednesday of each and
meetings
every month at the hour of 7:30'P.M. in the council chambers
of the City Hall. Motion put and carried unanimously.
Quorum
The matter of determining and setting the number present
for a necessary quorum was carried over until next meeting,
Wednesday, May 31, 1939.
Committees
On motion by Koppl seconded by DeBritton, the Chair was
to be
authorized to appoint three committees composed of two members
appointed
each to investigate planning commissions in other cities
similar in size to the City of Huntington Beach, and on motion
by Wilson seconded by Terry, the Chair was authorized to ap-
point a finance committee composed of three members, the first
duty of this committee being to investigate cost of operating
Budget
in other cities and to prepare budget to submit to the City
Council of the City of Huntington Beach on or before June 1, 1939.
Notify State
The Secretary was directed to write the State Planning
Planning
Commission, The Regional Planning Board, and notify them that
Commission
a planning' commission had been organized in Huntington Beach.
Information
The City Attorney was asked to act as a committee of one
and gather all the information possible to be given to the
commission at its next regular meeting.
Special
On motion by De Britton seconded by Elliott, the Chair was

authorized to call special meetings whenever he deemed same
necessary or advisable.
General Laws Attorney Overacker called attention to the provisions of
of the the General Laws of the State of California for creating and
State governing planning commissions, known as Act 5211b, the Planning
Act of 1929 as amended and suggested that Section 3 and 4 of
this act be recorded in the minutes for the information of the
members of the Board.
Section 3 "Section 3. ELECTION OF CHAIRMAN, MEETINGS, etc.: Tax
of General Levy. Each commission appointed pursuant to the provisions of
Law - this act shall elect its chairman from among the appointed
Election members for a term of one year and, subject to other provisions
of chairman

I,Zeetings,etc. of law, may create and fill such other offices as it may
determine. The commission shall hold at least one regular
meeting in each month; except that each regional planning
commission shall hold at least one regular meeting every
three months. The commission shall adopt rules for the
transaction of business and shall keep a record of its
resolutions, transactions, findings, and determinations,
which record shall be a public record. The commission
may appoint'such officers and employees as it may deem
necessary for its work, whose appointment, promotion, de-
motion and removal shall be subject to the same provi- -
sions of law as govern other corresponding civil employees.
The commission may also employ or contract with planning
consultants and other specialists for such services as it
may require. The legislative body of the city or county
shall provide the funds, equipment, and accommodations
necessary for the work of the planning commission of such
city or county and such appropriation may include funds
to be appropriated for the work of the regional planning
commission of the regional planning district within which
such city or county is situated. The expenditures of the
commission, exclusive of gifts, shall be within the amounts
appropriated for the respective purposes. Each city and
each county which has established a planning commission,
may, in making its annual tax levy and as a part thereof,
levy and collect a tax, not to exceed in any fiscal year
the sum of two mills on the dollar of assessed valuation,
for the purpose of defraying the lawful expenses incurred
by the planning commission in carrying out the purposes
of this act, and may make appropriations from other funds
therefor. The planning commission is hereby authorized to
accept gifts for any work of the commission which is auth-
orized by law. (Amended by Stats. 1937, p 1920.)
Section 4 -
Section
Plan 'Section 4. PREPARATION AND ADOPTION OF MASTER PLAN:
MasMATTERS TO BE'INCLUDED: OTHER AND ADDITIONAL PLANS AND
REPORTS; PARTIAL ADOPTION OF PLAN; COORDI14ATION OF PLANS.
It shall be the function and duty of the planning commis-
sion to prepare and adopt a comprehensive, long-term,
general plan for the physical development of the city,
county or region, and of any land outside the boundaries
thereof which in the commission's judgment bears relation
to the planning thereof. Such plan shall be known as the
master plan and shall be so prepared that all or portions
thereof may be adopted by the legislative body, as here-
inafter provided, as a basis for the development of the
city, county or region for such reasonable period of time
next ensuing after the adoption thereof as may practica-
bly be covered thereby. The master plan, with the accom-
panying maps, diagrams, charts, descriptive matter and
reports shall include such of the following subjects
matter (sic.) or portions thereof as are appropriate to
the city, county or region, and as may be made the basis
for the physical development thereof.
Conservation
Plan 'Conservation Plan --For the conservation, develop-
ment and utilization of natural resources, including
water and its hydraulic force, forests, soils, rivers
and other waters, harbors, fisheries, wild life, minerals
and otY,er na'cural resources. Such plan shall also cover
the reclamation of land and waters, flood control, pre-
vention and control of the pollution of streams and other
waters, regulation of the use of land in stream channels
and other areas required for the accomplishment of the
conservation plan, prevention, control and correction of
the erosion of soils, beaches and shores, and protection
of watersheds.
Land Use Plan 'Land Use Plan --An inventory and classification of
natural land types and of existing land cover and uses,
and comprehensive plans for the most desirable utiliza-
tion of land.

Recreation 'Recreation Plan --Showing a comprehensive system of
Plan recreation areas, including natural reservations, parks,
parkways, beaches, playgrounds and other recreation areas,
including, when practicable, the locations and proposed
development thereof.
Street & High- 'Street and Highways Plan --Showing the general locations
way Plan and widths of a comprehensive system of major traffic thorough-
fares and other traffic ways and of streets and the recommend-
ed treatment thereof.
Transportation 'Transportation Plan --Showing a comprehensive transport -
Plan ation system, including locations of rights of way, terminals,
viaducts and grade separations. Such plan may also include
port, harbor, aviation and related facilities.
Transit Plan 'Transit Plan --Showing a proposed system of transit lines,
including rapid transit, streetcar, motor coach and trolley
coach lines and related facilities.
Public Services 'Public Services and Facilities --Showing general plans
& Facilitiesforsewerage, drainage and utilities, and rights of way, ease-
ments and facilities therefor.
Public Bldgs. 'Public Buildings --Showing locations and arrangement of
civic centers and all other public buildings, including the
architecture thereof and the landscape treatment of the grounds
thereof.
Community 'Community Design --Standards and principles governing
Designs the subdivision of land and recommended patterns for community
design and development.
Housing 'Housing --Survey of housing conditions and needs, and
plans and procedure for improvement of housing standards and
for provision of adequate housing.
Other Plans 'OTHER AND ADDITIONAL PLA14S AND REPORTS. The commission
may prepare and adopt, as part of the master plan, other and
additional plans and reports dealing with such other subjects
as may in its judgment relate to the phycsical development of
the city, county or region, and nothing contained in this act
shall be deemed to prohibit the preparation and adoption of
any such subject as a part of the master plan.
Partial 'PARTIAL ADOPTION OF PLAN; COORDINATION OF PLANS. The
adoption commission may prepare and adopt all or any part of the master
of plan plan or any subject thereof for all or any part of the city,
county or region; provided, however, that master regional plans
shall be coordinated with similar plans of adjoining regions
and that master county and city plans within each region
shall be coordinated so as to fit properly into the master
plan for the region. (Amended by Stats. 1937, p.1820.)"
Adjourned There being no further business to come before the com-

The regular meeting of the Huntington Beach
Planning Commission was called to order at 7:30 P.M.
by Chairman McDonald.
Members present; Elliott, Overmyer, Overacker, Terry,
DeBritton, McDonald, Furr.
Members absent;• Wilson, Koppl.
Minutes
On motion by Overmyer seconded by DeBritton,
minutes for the meeting of April 26, 1939, were ap-
proved as read.
Bill Board -
The secretary read a letter from the City Clerk
Foster & Kleiser
calling the Commission's attention to an application
to erect bill board sign by Foster & Kleiser on the
easterly side of Main Street between Olive and Orange,
which letter was written on order of the City Council
for the information of the Planning Commission and,
on motion by DeBritton seconded by Elliott, the sec-
retary was directed to ask the City Council to request
Foster & Kleiser to withdraw the application, the
reason expressed being that the sign would be located
too close to the new postoffice building.
Zoning
There followed a general discussion on zoning
and planning on residence property but no definite
action was taken by the commission.
Budget
On motion by DeBritton seconded by Terry, the
secretary was directed to make an estimate of the
budget requirements for the fiscal year July 1, 1939
to June 30, 1940 and submit same to the City Council
and report back to the commission at its next regular
meeting.
There being no further business to come before
the Commission, on motion by DeBritton seconded by
Elliott, the meeting was adjourn
