Pursuant to adjournment of May 1, 1939, the City Council met and was called to order at 7:30 P.M. by Mayor McCallen. Councilmen present: Morehouse, Chamness, Talbert, Henrickson, McCallen. Councilmen absent: None. Group Ins. Mr. Babbitt addressed the Council relative to employees group ins- urance and stated that he had signed up 47 of the required 50 and, on motion by Talbert seconded by Chamness, the City Attorney was authorized to look into the matter of the legality of the City entering into a contract whereby the employees pay a portion of the insurance and the City of Huntington Beach the remainder and report at next meeting of the Council. E. C. Errington Following recommendation of Chief of Police Grant and on motion by Henrickson seconded by Chamness, E. C. Errington was transferred to the Police Department beginning May 16th. Sign oh Main St. The application of Foster & Kleiser to erect sign on Main Street Foster & Kleiser between Olive Avenue and Orange Avenue was referred to the Streets and Parks Committee and to the City Planning Commission for their recommendation. Budget for On motion by Henrickson seconded by Talbert, the 'Clerk was directed 1939-1940 to secure budgets for the ensuing year from all heads of departments, same to be in the Clerk's office not later than May 22d. Application The application of H. L. Henderson for position in the municipal trailer camp was referred to the Beach and Pier Committee. Derrick The -Clerk read a letter from J. M,. Lorenzen asking permission to application erect an 94 foot wooden derrick on Lots 14 and 16, Block 414. The matter was referred back to the City Engineer with instructions to have the ap- plicant fill out and sign the regular application required. Senate Bill On motion by Morehouse seconded by Henrickson, the Clerk was direct- #1709 ed to write the district Senator and Assemblymen in opposition to Senate Bill No; 1709. Application The application of Lew Swinney for position -as janitor was read and filed ordered filed. Garden Club The Clerk read a letter from officers of the Garden Club inviting the pilgrimage Mayor and members of the Council to accompany members of the Garden Club on a tour of inspection and luncheon at the High School; tour to start at 9:00 A.M., Thursday, May l8th., The Mayor informed Mrs. White, the presi- dent, that four of the City Councilmen would be present. Neon Sign On motion by Talbert seconded by Henrickson, the application of the O.B.Drug Company to erect Neon sign was approved. I* c- C r. Page 2 -Minutes May 8, 1939. .31 Deed The Clerk read deed from the City to the Huntington Beach Company.covering certain property along the proposed Frankfort Street extension and, on motion by Chamness seconded by Talbert, the Mayor and City Clerk were authorized to execute same on be- half of the City. Motion put and carried by the following vote: AYES: Councilmen: Morehouse, Chamness,Talbert, Henrickson, McCallen. NOES:_ Councilmen: None. ABSENT:Councilmen: None. Demands_ On motion by Chamness seconded by Talbert, demands approved by the Finance Committee were ordered paid. Waste Water Councilman Henrickson stated that water was being drained along Magnolia Avenue in the vicinity of 15th Street leaving the street in bad condition. The matter was referred to the City • Engineer and the Fire Chief to investigate. Agreement - The Clerk read an Agreement dated May 9, 1939 between the Frankfort St. extension City of Huntington Beach and Vido Kovacevich, contractor, for the Improvement of Frankfort Street extension and, on motion by Hen- rickson seconded by Chamness, the Mayor and Clerk were authorized to execute same on behalf of the City. Motion put and carried by the following vote: AYES: Councilmen: Morehouse, Chamness, Talbert, Henrickson, McCallen. NOES: Councilmen: None. ABSENT:Councilmen: None. Surety Bond - On motion by Talbert seconded by Chamness the surety bond of Vido Vido Kovacevich Kovacevich for faithful performance in construction in certain street paving, grading and other work on Frankfort Street extension in the amount of $4,880.00 was.ap'roved as to sufficiency, accepted and • ordered filed. Surety Bond On motion by Talbert seconded by Henrickson, the surety bond of Vido Kovacevich for materialmen and laborers in the amount of $2,440.00 was approved as to sufficiency, accepted and ordered filed. Deposit Chk returned On motion by Henrickson seconded by Chamness, the City Clerk to Vido Kovacevich was directed to return deposit check in the amount of $600.00 to Vido • Kovacevich. Cavalcade of 149 Roy Patrick addressed the Council and informed them that the celebration business men had financed the Cavalcade of 149 celebration and that he wished to withdraw the request of the committee for financial assistance from the City. He also asked permission to use and close two blocks on Main Street extending from Ocean Avenue to Olive Ave- . nue,with the exception of crossings at Walnut and Olive for a period commencing. Friday night, June 2d and continuing until Sunday night, June 4th and, on motion by Henrickson seconded by Chamness, the re- quest was granted with the provision that access to the two blocks would be had by the police and fire departments. Mr. Patrick also asked permission to use the'space set aside for auto parking on the Page 3 - Minutes May 8, 1939. • • 6 • 0 1 northerly side of Ocean Avenue between Third and Fifth Streets for concessions. The Chair stated that there would be .no objection to it providing it met with the approval of the Streets and Highway Department of the State of California. Lease On motion by Henrickson seconded by Talbert, the City Attorney Mrs. West- moreland was authorized to prepare and submit a lease between the City of Huntington Beach and Mrs. Westmoreland to operate store at the entrance of the municipal trailer park; the Attorney to confer with the Beach and Pier Committee in the preparation of the contract. Extension of On motion by Talbert seconded by Chamness, the City Attorney Hartford St. was authorized to prepare a deed and resolution covering the purchase for right of way extension of Hartford Street to connect with Geneva, price to be $800.00 and property to be delivered to the City free of all encumbrances, City to pay half of title and escrow fee. Motion put and carried unanimously. On motion by Henrickson seconded by Chamness, Council adjourned. City Clerk and ex-officio Clerk of the City Council. ATTEST: City Clerk.
