HomeMy WebLinkAbout1939-06-12340 MINUTES • Huntington Beach-, California City Hall, June 12, 1939 Pursuant to adjournment of June 5th, the City Council met and was called to order at 7:30 P.M. by Mayor McCallen. Councilmen present: McCallen, Morehouse, Talbert, Henrickson. Councilman Chamness arrived at 7:45 P.M. Councilmen absent: None. T - Charges waived - The Clerk read a letter from the Altar Society of the Catholic Lake Park Bldg. Church asking that the Council waive the charge for the Lake Park Recreational Hall June 20, 1939, and, on motion by Henrickson seconded by Talbert, the request was granted. Application for The Clerk read an application for employment from Lewis L. employment Pimlott, same was ordered filed. C.R.Furr appointed The Clerk read a letter from City Collector Grant to the deputy collector effect that he had appointed C. R. Furr as deputy collector ; effective this date and, on motion by Morehouse seconded by Henrickson, the appointment was approved by the City Council. Councilman Chamness At this time, 7:45 P.M., Councilman Chamness arrived. arrives. 4th of July celebration- The Clerk read a letter from the Chamber of Commerce Annual C of C asks approp- riation Fourth of July Celebration Committee, W. J. Bristol, Chairman, asking that the city appropriate the sum of $1,250.00 for the Fourth of July celebration to be held July 1st, 2nd, 3rd and 4th* and, on motion by Morehouse seconded by Talbert, the Council ap- propriated the sum of $750.00 for the above named purpose, it being understood that the City will accept and pay original bills not to exceed $750.00. Concessions 'to be in charge of C.; of C. The Clerk read a letter from the Chamber of Commerce Fourth of July Celebration Committee requesting permission to have charge of various concessions, rides, fun zones and other forms of amuse- ments and that license fee be waived and, on motion by Henrickson seconded by Talbert, the request was granted with the understanding that all amusement equipment be removed by July 6th, 1939- Ernest M. McClintock The appointment by the Chief of Police of Ernest M. McClintock crossingguard as crossing guard at a salary of $125.00 per month, beginning June 17th and continuing at the will and pleasure of the City. Council, was approved on motion by Henrickson seconded by Talbert. Charges waived on Memo. The written request of Adah Kirkpatrick for cancellation of Hall - Girl Scouts charges for use of Memorial Hall June lst was approved.on motion by Talbert seconded by Henrickson. June 29th edition The Clerk read a letter.from the Chamber of Commerce endorsing of H. B. News the June 29th edition of the Huntington Beach News and suggesting that the City Council give financial consideration in support of this edition of the News. r1 41, n L.J 4 w- 646 0 1 01 Page 2 - Minutes June 12, 1939.- C_ c The letter was referred back to the Chamber of Commerce for a & more detailed recommendation as to the amount to be appropriated. Resolution No. 842 The Clerk read Resolution No. 842 authorizing the City Engineer passed - St. Foreman to employ a street foreman and, on motion by Henrickson seconded by J, �I Chamness, Resolution No. 842 was passed and adopted by the following vote: AYES: Councilmen: Morehouse, Chamness, Talbert, Henrickson, McCallen. NOES: Councilmen: None. ABSENT: Councilmen: None. Salary of relief On motion by Henrickson seconded by Chamness, the salary of relief fireman $135.00 per month fireman Overmyer was made $135.00 instead of $125.00 to agree with ex- isting ordinance. Pay Station at The Clerk read a letter from the Associated Telephone Company asking. a Mun. auto camp permission to install three telephone poles along the beach front to serve xr^, a pay telephone station in the municipal auto camp. The request was re- ferred to the Beach and Pier Committee and City Engineer Overmyer for their - recommendation at next meeting of the City Council. AD Contract - The Clerk read contract between the City of Hunti ngton Beach and P.L. P. L. Wood Wood and Genevieve Wood covering concession on municipal pier for the en- suing three years and, on motion by Chamness seconded by Talbert, the Mayor and City Clerk were authorized to execute same on behalf of th.e City. Library Board- Mayor McCallen informed the Council that he had reappointed J. Sherman Denny and May S. Jackson as members of the Board of Trustees of the Hunt- ington Beach Public Library for a three year period beginning July 1, 1939 and, on motion by Henrickson seconded by Talbert, the appointment was approved by the City Council. -� Ambulance Mayor McCallen informed the Council that he had discussed the matter Service of ambulance service with A.- H. Dixon and that Mr. Dixon agreed to furnish emergency service as far as possible but stated that he could not afford to answer calls if they became toornumero.us. Mr. Dixon returned for cancella- tion city warrant #6047 in the amount of $10.00, dated June 5, 1939. j Abbey Chair The demand of Abbey Chair Rental Company, 1501 So. Main Street, Los I Rental Co. Angeles, for $55.00 rental and $10.94 for loss of chairs on account of i chairs furnished the rodeo association June 1st was referred to R. Y. DeBritton and the Clerk directed to inform the Abbey Chair Rental Company that the bill was unauthorized by the City of Huntington Beach. Pick-up car On motion by Talbert seconded by Henrickson, the matter of purchasing a new pick-up car was referred to Councilmen Morehouse and Chamness with authority to purchase it at a cost not to exceed $500.00. W.P.A.Project - The Clerk informed the Council that he had made application to the W.P.A. for an attorney and not to .exceed six clerks for the codifying of ordinances and copying and filing city records. That it would be im- possible for the W.P.A. to furnish an attorney but would probably furnish the clerical help sometime during the month of June and, on.motion by Henrickson seconded by Talbert, the City Clerk was authorized to employ Page.3 - Minutes June 12, 1939. U David Wettlin to assist in the W.P.A. project above named at a salary of $1.00 per hour, term of employment subject to the will and pleasure of the City Council. Att'y Blodget The City Clerk was directed to ask Attorney L.W.Blodget to loan the city transcripts covering the suit City of Huntington Beach vs Huntington Beach Company and others on account of beach �. front acquisition for the purpose of having same copied for the City. Stop signs Councilman Morehouse stated that he had had requests to have installed a stop sign on Walnut Avenue at the westerly side of 5th Street.'The matter was referred to Chief of Police Grant and Council- man Morehouse for recommendation at next meeting of the Council. 'Surety bond - On motion by Henrickson seconded by Morehouse, the surety bond Pacific System Homes, Inc. of Pacific System Homes, Inc. to engage in plumbing and contracting business was accepted and ordered filed. Life guards - On motion by Chamness seconded by Talbert, the City Attorney was salaries authorized to prepare a resolution setting up salaries in the Life Guard Department as follows: Captain $145.00 per month. Lieutenant $135.00 per month. 5'regular life guards ® $125.00 per month. 1 regular life guard ® 115.00 per month and not to exceed 5 extra life guards at $4.00 per day. Motion put and carried by the following vote: AYES: 'Councilmen: Morehouse, Chamness, Henrickson, Talbert, McCallen. NOES: Councilmen: None. ABSENT: Councilmen: None. Al Cousins' case Attorney Overaeker informed the Council that the Al Cousins case in Court 6/16/39 in court was set for hearing Friday, June 16th, 1939- Request On motion by Chamness seconded by Henrickson, the request of denied Phil F. Henry, 2937 South Cochran Avenue, Los Angeles, to operate sound advertising units for advertising purposes June 16th to 24th was denied and the Clerk was directed to so inform the applicant. Trailer On motion by Chamness seconded by Talbert, the City Engineer camp was authorized to employ two men at $115.00 per month and one girl at $80.00 per month as of June 15th at the municipal trailer camp to serve at the will and pleasure of the.City Council. The'.matter wad referred to the City Attorney to prepare necessary resolution. Motion put and carried by the following vote: AYES: Councilmen: Morehouse, Chamness, Henrickson, Talbert, McCallen.
