MINUTES • City Hall, Huntington Beach, Calif. July 5, 1939 The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor Mc Callen. Councilmen present: Morehouse, Chamness, Talbert, Henrickson, McCallen.: Councilmen absent: None. Minutes On motion by Morehouse seconded by Henrickson, minutes of the City Council for the month of June were approved as read. Monthly reports• The Clerk read reports of the City Treasurer, City Clerk, City Collector, City Engineer, City Judge and Chief of Police and, on motion by Talbert seconded by Henrickson, same were accepted and ordered filed. Citizens° meeting The Clerk read a letter from the Mayor'of Los Angeles inviting in LA city officials to attend a citizens' meeting for moral rearmament on the evening of July 19th in the Hollywood bowl. The letter was re- ferred to the Chamber of Commerce. Petition - Mr. D T Hallicy presented a petition signed by various property Frankfort St. owners along Frankfort Street requesting the City Council to change the name of Frankfort Street to Fifth Street and, on motion by Hen- rickson seconded by Morehouse, the City Attorney was authorized to prepare ordinance discontinuing Frankfort Street and renaming it r Fifth Street from Ocean Avenue to Highway #39. Contract com- The Clerk read a letter from Vido Kovacevich to the effect that pleted - Frank- fort St. Exten. his contract in conjunction with the improvement of Frankfort Street Mr. Wardwell extension had been completed as of June 28th, also a letter from the city engineer to the effect that the above named project had been completed to the satisfaction of the city engineer and, on motion by Henrickson seconded by Talbert, the City Council voted unanimously to accept the work and directed the City Clerk to record "Notice of Com- pletion" in the County Recorder's office immediately. The Clerk read a letter from Geo. W. Wardwell proposing to pur- chase a small strip of property adjoining his property at 520 Main Street for the sum of $141.23, payments to be made over a period of ten months and, on motion by Chamness seconded by Henrickson, the offer was. rejected and the City Clerk directed to inform Mr. Wardwell that the price is satisfactory but that same must be paid for in full at the time of purchase and that the purchaser must pay all expenses of the transfer so as to net the City $141.40. Application On motion by Chamness seconded by Talbert, the application of approved = pool hall H. B. Carr for license to operate pool hall at 117 Main Street was approved. Ebert to erect Neon sign at his auto camp east of First Street was approved. Fire Works On motion by Talbert seconded by Chamness, the application of Chas. Derigo for license to sell fireworks at 406 Ocean Avenue.in accordance with ordinance was approved. 6 rrd'i 7 The Clerk gave Ordinance No. 427, an ordinance creating Fire Passed - salaries. Department and establishing the salaries of employees, its second and final reading at this time and, ©n motion by Chamness, seconded by Morehouse, Ordinance No. 427 was passed and adopted by the follow- ing vote: AYES: Councilmen: Morehouse, Chamness, Talbert, Henrickson, McCallen. NOES: Councilmen: None,. ABSENT: Councilmen: None. Ord.. #428 The Clerk gave Ordinance No. 428, regulating traffic upon the Q First reading _t.. business streets of the.City of Huntington Beach and designating the i placing of certain .stop signs, its first reading at this time. Sw. Explo. Co. On motion by Henrickson seconded by Talbert, the request of the surety bond Southwest Exploration Company for permission to post a $5000.00 surety bond to take care of all operations instead.of the usual $500.00 bond for each well, was approved. This action was taken pursuant•to advice of the City Attorney. Beach Oay. The matter of allowing the Long Beach Junior College to.use the beach pavilion dance hall as per their recent request was discussed and Councilman Talbert was authorized to write them to the effect that it will be agreeable -with the City Council for them to use the hall on the dates requested. Denio,-Hart Mayor McCallen informed the Council that he had been served with Taubman & Simpson - a copy of Summons and Complaint in the case of Denio, Hart, Taubman and suit Simpson vs City of Huntington Beach, Case No. 37457 and, on motion by Talbert.seconded by Henrickson, the matter was referred to the city attorney and he was authorized to take the necessary steps to either 40 file demurrer or get a twenty day continuance. Motion put and carried unanimously. Boy Scout The Mayor appointed Councilmen Henrickson and Morehouse and the cabin • City Engineer to make an inspection of the Boy Scout cabin and advise the Council as to the cost of necessary repairs. Dills Land & Councilman Talbert recommended that the City Council make some Water Co. • provisions at this time for the purchase of the Mills Land and Water Company's 49 acre tract east of First Street. He stated that he be- lieved the land could be purchased on a contract at so much per year or that the city might purchase one -sixth of the tract each year and have same deeded to the City until the entire tract was paid for. No action was taken by the City Council. Budget On motion by Chamness seconded by Talbert, the City Controller's budget for the year 1939-40 was approved;. ABSENT: Councilmen: None. Water Report The Clerk informed the Council that Koebig and Koebig had 'filed water report on municipal water system for City of Hunt- ington Beach, California, as of this date and that copies of same had been furnished each of the'Councilmen and the City N Engineer. f Demands On motion by Talbert seconded by Chamness, demands approved by the Finance Committee were ordered paid. The Clerk informed the Council that the date for meeting of Board of Equali- zation. the Board of Equalization is Monday, July loth at 71'130 P.M.
