HomeMy WebLinkAbout1939-08-21MINUTES Council Chamber, City Hall, Huntington Beach, California Monday, August 21, 1939• Pursuant to adjournment of August 7th, the City Council met and was called to order at 7:30 P.M. by Mayor McCallen. Councilmen present: Morehouse, Talbert, Henrickson, McCallen. Councilmen absent: Chamness. Foster & A representative of Foster & Kleiser addressed the Council Kleiser relative to the renewal of advertising space on two panels in Hunt- ington Beach. After some discussion it was decided not to renew • the contract until about the first of May 1940. Special School Mr. Gores presented a letter from the Retirement Life Payment Election - Association to the effect that that organization would prefer not to have a school election in Huntington Beach on the same date as the $30.00 a Week election, November 7, 1939• Mr. Hadley, member of the Elementary School Board, addressed the Council and spoke in favor of adding two new members to the Elementary School Board and suggested that Ethis provision be voted upon at the election November 7th. Mr. Gores stated that he did not believe there would be any serious object- ions and, in any event, it was optional with the City Council whether the school election be held on November 7th and, on motion by Henrickson seconded by Talbert, the City Attorney was authorized to investigate the requirements for calling a special school election in connection with the $30.00 a week election on November 7th and report back to the City Council at the next meeting. Surety Bond - On motion by Talbert seconded by Henrickson, the surety bond of Frank A.Payne Frank A. Payne for engaging in the electrical business was accepted and ordered f iled. Buxton Neon Sign The application of Buxton Neon Sign Company to renew contract for Co. maintenance of the sign at Main and Ocean was referred to the City Engi- neer and the Streets and Parks Committee for their recommendation. r. Mrs. Dabney - The Clerk read a letter from Ila N. Dabney asking that the Council Travelers Ins.Inc. consider the Travelers' Insurance Company in awarding automobile fleet policy as of September 16, 1939. The Clerk informed the Council that the - present policy is a three year policy and will not expire until September 16, 1941. The letter was ordered filed. F.J.Gillespie - The bid of F. J. Gillespie in the amount of $100.00 for Lot 3, Bid on lot Block 1105, Vista Del.Mar, Section 1, was read to the Council and same together with the $10.00 deposit check was ordered held until such time , as this lot is offered at public auction. Application - The Clerk read application of Jack F. Burry, 815 Acacia Avenue, J-:'F . Burry for position as assistant mechanic. Same was ordered filed. George, 202 Ocean Avenue, for the Howard George W. position of assistant mechanic in the Street Department; same was ordered filed. Ponsell Floor The Clerk read a letter from the Southern Counties Janit6rs Supply machine Company relative to the sale of a Ponsell floor machine, Model 0-18, for the sum of $265.00 less 5% discount. The matter was referred to the Beach and Pier Committee for their recommendation. Painting city hall & The matter of painting the outside of the City Hall and Memorial Hall Memo. Hall was referred to the City Engineer and the building committee for theIr recommendations at next meeting. o Demands On motion by Talbert seconded by Henrickson, demands approved by the Finance Committee were ordered paid. Numbering Councilman Talbert and Morehouse reported on their investigation for the houses numbering or renumbering of houses. They stated there were only a few changes to be made and that the ordinance in effect amply provided for the proper numbering of houses and, on motion by Henrickson seconded by Morehouse, the ` City Engineer was directed to correct the map now on file in his office and notify residents where needed to install the proper house numbers. Namngvof On motion by Talbert seconded by Morehouse, the Council voted to submit St. referred to Plan- to the Planning Commission the suggestion that Hartford Street, the proposed ning Com. Hartford Street extension and Hill Street be renamed "Palm Avenue" and that palms be planted along the entire length beginning with the connection of ` Palm Avenue and Hartford Street. 49 Acres Councilman Talbert informed the Council that he had been unable to get a modification of the offer recently submitted by Mr. Murphy of the Mills Land and Water Company relative to the sale of 49 acres to the City. Mr. Talbert stated that Mr. Murphy said the present offer will hold good until September 1st. Mayor McCallen presented a statement showing the cost of entertainment by the City of Huntington Beach during the year 1938-1939 and 1927-1.928. Mr. McCallen stated that he believed the purchase of the 49 acres at this time would add additional overhead expense to the City. Action ` deferred for one week. Breakwater City Attorney Overacker reported on his investigation of the feasibility of a breakwater and informed the Council that according to the information furnished by certain government reports it will take sometime to determine the feasibility of the proposed plan. The matter was continued in committee composed of Talbert, Chamness and Overacker. Remove On motion by Morehouse seconded by Henrickson, Mr. Kaae and Mr. Nichols trees were authorized to remove gum trees in front of their property. Page 3 - Minutes Aug. 21, 1939• Resolution The Clerk read Resolution No. 848, authorizing the City Engineer # 848 passed to employ a clerk and, on motion by Henrickson seconded by Morehouse, Resolution No. 848 was passed and adopted by the following vote: AYES: Councilmen: Morehouse, Talbert, Henrickson, McCallen. NOES: Councilmen: None. ABSENT: Councilmen: Chamness. On motion by Talbert seconded by Henrickson, the Council ad- journed until 7:30 P.M.
