Monday, October 16, 1939 Pursuant to adjournment of October 2nd, the Council met and was called to order at 7:30 P.M. by Mayor McCallen. Councilmen present: Morehouse, Chamness, Henrickson, Talbert, McCallen. Councilmen absent : None. Petitions The Clerk presented and read two petitions signed by 136 Old Tamers dances citizens and 50 non-residents petitioning the City Council to re- store Friday nights to the Old Timers for their weekly dances. Mayor MoCa lien informed those present that they had made'the change because they thought it was for the best interest of the City and, on motion by Talbert seconded by Chamness, the petitions were received and ordered placed on file. Motion put and carried by the following vote: AYES: Councilmen: Morehouse, dhamness, Henrickson, Talbert, McCallen. NOES: Councilmen: None. ABSENT: Councilmen: None. Application On motion by Talbert seconded by Morehouse; the license application approved = C.D.Kemp of C.. D. Kemp to operate confectionery and lunch stand'at 508 Ocean Avenue was accepted and approved. C. of- Co Float. .The Clerk read•a letter from the Huntington Beach Chamber of Armistice Day Commerce asking that the City appropriate the sum of $1.00,00 for the building of a float to be used November llth in the Armistice Day Parade and, on motion by Morehouse seconded by Talbert, the amount was appropriated.. The Clerk read the following bids for auditing the city Bids for auditing records for the fiscal year ending June 301 1939: R. D. Crenshaw, 301 Bank of America Bldg.., Anaheim, $15.00 per day, entire cost not to exceed $450.00. Wright, Frost and Finley, First National Bank Bldg., Santa.Ana, $1.5, 00 per day with a total cost not exceeding $315.00. Diehl and Edwards, First National Bank Bldg., Santa Ana, $15.00 per day, total cost not to exceed $325,00 and an estimate not to exceed $300..00, Bid of Diehl & `:On motion by Morehouse seconded by Henrickson, the bid of Diehl and Edwards accepted Edwards was accepted and all other bids rejected. Canvass - Memo Hall The Clerk informed the Council that the canvass covering the dance floor in the Memorial Hall was in need of cleaning and repair- ing and it would cost approximately $55.'00 to do the work. The matter was referred to the housing committee. Street lights F. E. Bundy, president of the Chamber of Commerce, addressed the Council and recommended that.lights be placed on all streets. entering Ocean Avenue; that more efficient lights be placed along the I 1 P. ft 1 southerly side of Ocean AvenUe.and in the vicinity of the beach pavilion. Page 2 - Minutes Oct. 16, 1939 • The Chair informed Mr..Bundy that the Council was looking into the matter and thanked him for his recommendation. Decoration of Mr. Bundy, president of the Chamber of Commerce, asked the sound car Council. for a donation of $20,00 for decoration of a sound car to be used in the Anaheim parade. Mayor McCallen said.that inasmuch as he was donating the sound car, he would donate the $20,00 asked for, . y Alabama St. The Clerk read application of the Alabama. -Street Oil Company Co.Oil permit to erect wooden derrick on Lots 3-1 and 12, Block 1701, Vista Del permit granted Mar, and the City Engineer testified under oath that in his opinion the erection of a wooden derrick in this location would not be a menace to any person or property -and recommended that the permit be granted and, on motion by Henrickson seconded by Chamness, the permit was granted. Richfield Oil On motion by enrickson seconded by Talbert, the application of Permit Coo = the Richfield Oil Company to erect steel derrick at the northwest granted corner of the block between Oswego and Quincy and Huntington and Delaware.was approved and the permit granted. Bids on The Clerk presented and read the following informal bids or repair of pier estimates for the replacement of approximately 300 feet of the municipal pier: California Gunite Company, Inc., 111 West Victory Blvd.' Burbank, California, $58,886.-00 to replace the approximate 4 300 feet of the pier including the end T which was destroyed by a recent storm. Macco Construction Company, 815 Paramount -;Blvd.., Clearwater, California, $74,165.00 to replace the approximate 300 feet of the pier including the end T which was destroyed by a recent - storm. Case Construction Company, Inca, P.O.Box 62 San.Pedro, Calif- ornia, $712150-00 to replace the approximate 300 feet of the pier including the end T which was destroyed by a recent storm. Also an estimate submitted by City Engineer Harry A. Overmyer in the sum of $62,645.00 for -reconstruction of the pier with the,same type of material and the same design as was used originally.and, on motion by Talbert seconded by Chamness, the above named bids and estimates were taken under advisement. Ordo 0 city jobs Thd:matter of preparing an ordinance,classifying the various city jobs was referred to Councilmen Morehouse and Henrickson to work with City Attorney Overacker and present to the Council at next meeting their recommendations. Application a The Clerk read an application from T:: C. Vincent for the carpenter & cement position of carpenter and cement finisher, same was accepted and finisher • ordered filed, Res°m-953 The Clerk read Resolution No. 953, a resolution of the City Salary Council setting the' salary of certain employment and, on motion by Henrickson seconded by Talbert, Re -solution No. 953 was passed -and adopted by the following vote: AYES: Councilmen: Morehouse,Chamness,Henrickson,Talbert, McCallen. NOES: Councilmen: None. ABSENT: Councilmen: None. Page 3 - Minutes Oct. 161 1939. 378 Wheel tax City Attorney Overacker stated that.the Superior Court Judge had allowed an additional time up to October 15th for passing on the matter of wheel tax license. Armistice Day The Mayor directed the Clerk to notify and invite all-, parade mayors and councilmen in Orange County and the members of the Board of Supervisors to ride in the Armistice Day parade, November llth._ It being the understanding that they furnish their own cars. City seal on Mr. Elliott asked permission of the Council to paint druns the Seal of the City of Huntington Beach on the bass drums used by Joseph Rodman Post No. 133. Thee being no objections from the City Council, permission was granted. Higgins & Killian On motion by Chamness seconded by Talbert, Delbert Higgins to St. Dept. and Jack Killian were transferred to the street department, salary to remain the same. Demands On.motion by Chamness seconded by Talbert, demands approved by the Finance Committee were ordered paid. Machinery Councilman Morehouse stated that he had received some in- formal bids for furnishing the City with machinery for loading dirt on to city trucks but he was going farther into the matter and would make a later report, 5.
