HomeMy WebLinkAbout1939-11-06- MINUTES Council Chamber, City Hall, Huntington Beach, Calif. Monday;.'Vovember 6th, 1939 The -regular meeting of.the City Council was called to order at 7:30 P. M. by Mayor McCallen.. Councilmen present: Morehouse, Chamness, Talbert, Henrickson, McCallen. Councilmen absent: None. Minutes On motion by Henrickson seconded by Morehouse, minutes for the month of October were approved as read. Monthly The City Clerk read monthly reports of the City Treasurer, City C, reports Collector, City Clerk, _City Judge,' Chief of Police, Superintendent of Streets, County Health Department and, on motion by Chamness seconded by Talbert, same were accepted and ordered filed. - Dr. Sutherland- Dr. K. H. Sutherland, -head of the County Health Department, out -fall sewer addressed the Council relative.t.o odors coming from the Orange County joint out -fall sewer. He stated.that he realized that conditions were bad but did not believe that they were a menace to health at the present time; he stated that they were, operating under a permit from the State Board of Health to dump sewage into the.Pacific Ocean. That at the present time sewage was being treated in three open air pools at a point near where the Talbert road crosses the Santa Ana river and that this method of treatment was settling out approximately 60% of the solids, the other 40% going into the ocean. He stated that from time to time he had »+ communicated with the State Board of Health and that surveys had been made and were being made looking toward a solution of the problem. He stated that he personally has done all possible within his power to make conditions better. Eng. Hapgood- Mr. Hapgood, engineer from Anaheim, addressed the Council and Anaheim stated that sewage was being treated and experiments made with a view of eliminating the disagreeable odor. Mayor Mayor McCallen stated that he had been over the sewer line during McCallen the past week and found that in addition to the sewer odor there was a r disagreeable odor coming from the Santa Ana Sugar plant and he suggested that the City Attorney be directed to write the County Board of Health with a request that the nuisance be abated immediately"or that permit to operate the line be revoked. Motion The following motion was made by Councilman Henrickson: "That the City Attorney be authorized and directed to write a letter to Dr. Walter Dickie, M.D., Director of Department of Public Health,,State of California, Sacramento, asking him to abate the nuisance caused by the present condition of the Orange Gounty joint -out -fall sewer or revoke their permit to empty their sewage into the Pacific Ocean." Motion seconded by Councilman t. 0 rPage 2 - Minutes Nov.6, 1939. Chamness, put and carried unanimously. Sugar factory Mayor McCallen announced that he had contacted officials of the sugar factory and had been assured that the nuisance from decaying beets would be abated within a few days. Mr. Bates, Eng. George Bates, City Engineer.. of Placentia, informed the Council Placentia that the citizens of Placentia stood ready'to cooperate in remedying the present condition. G. W. Tubbs - The Clerk read a letter from G. W. Tubbs asking for a license on the beach pavilion to conduct Friday night dances each week. The letter was ordered filed. Old Timers' dances The matter of conducting Old Timers' dances on Wednesday nights was put in charge of Councilman Talbert to manage and handle to the best interest of the City of Huntington Beach, it being understood that any band employed is to be a union band. Sunday afternoon The'Clerk read a letter from Vern A. Nelson asking per - dances in Memo Hall denied mission to use Memorial Hall for Sunday afternoon dances. After some discussion, on motion by Chamness seconded by Morehouse,'the request was denied, the reason being that the City Council did not deem it advisable to conduct dances in Memorial Hall on Sundays. Mun, pier The Clerk read a letter from Webb Shadle of the State Lands Commission advising the Council that in the event the municipal pier is rebuilt, it will be necessary to secure a permit from the State Lands Commission. The letter was ordered,filed. Reconstruction The Clerk read a letter from the U. S. Engineer's office of pier addressed to the City Engineer relative to reconstruction of the municipal pier. The letter stated that it will not be necessary for the city to obtain a new permit to reconstruct the pier but that it will be necessary to remove all debris caused by the storm. State Park The Clerk read a letter from the State of California, Division allocation of Parks, informing the Mayor that the State Parks Commission, -at their meeting in San Diego, October 4th, allocated $50,000.00 toward the purchase of an area near the City of Huntington Beach for State park purposes and, on motion by Talbert seconded by Morehouse, the Clerk was directed to write a letter to the Division of Parks thanking them for their interest. Armistice -Day parade The Clerk read letters mom the officials of the f-.,ollo*ing cities thanking the Mayor for his invitation to them to ride in the Armistice Day parade and informing the Council that they would accept the invitation: Mayor and City Council of Fullerton. Mayor and City Council of Placentia. Mayor and City Council of Laguna Beach, Chairman and Board of Supervisors of Orange County. 4 w 1 1 The Clerk was directed to turn the letters over to the Chamber of ;.. Parade - The Clerk read`a letter from the American •aegion Post inviting the Armistice day Mayor and City'Coufidilmdh and their wives to ride in -the Armistice Day parade.` Insurance on TYie Clerk presented a fire insurance policy.written by the Mer- new fire station cantile­Insuranee'Company`of America, C. H. King, Agent, in the amount of $20;000o00,'rate $1.67,`covering the new fire station. The Clerk was directed-to'secure additional bids and present to the.Council_in the near future. Memo. Hall - On motion'by Henrickson'seconded by -Morehouse, use of the Memorial Hall by the -Altar Society of the Catholic*Church on'October 25th was granted free of charge, ­ Lake Park A letter"from the Holy'Name Union of Log -'Angeles thanking the City Bldg., Council for the use of Lake Park building'October 20th was read and ordered f il'ed, Boy Scouts - On motion by Chamness seconded by Henriekson, the written request To sell Christmas of the•Bgy.`Scouts'to sell Christmas tree stands was granted free of tree stands license charge. Mandic Motors, On motion by Henriekson seconded by Talbert, the application of Inc. - License Mandic Motors, Inc.. for license to operate garage at 424 Main Street was granted. .Hotel license On motion by Henriekson seconded by Chamness,` the application of approved Lillian Mooney for license to operate hotel at 1171'Main Street was approved, State Well On motion by Talbert seconded -by Chamness, the application�of the #24 .
