The regular meeting of.the City Council was called_to order at 7:30 P.M. by Mayor McCallen. Councilmen present: Morehouse, Chamness,.Talbert, Henrickson, McCallen. Councilmen absent: None. Minutes On motion by Chamness seconded by Talbert, minutes for the month of November were approved as read. Christmas The Clerk read a letter from the Chamber of Commerce asking that the fund City Council appropriate the sum of $300:00 to be used in Christmas street lighting for.decoration and, on motion by Chamness seconded by Talbert, the Council -appropriated the sum of $400.00 to the Chamber of Commerce with the understanding that they turn over to the Volunteer Firemen the sum of $150.00 to be used on Christmas baskets for the needy. The Clerk read a letter -from the Chamber of Commerce recommending recommends name for Coast that the City -Council go on record as approving the name "Pacific Coast highway Highway" for the highway running along the coast was referred to the Huntington Beach Planning Commission for study, and their recommendation. -Tax deeded The Clerk read a letter from the Chamber of Commerce to the effect lots that buyers are refusing to build houses or buy real estate until after the auction.of.tax.deeded lots. On motion by Chamness seconded by Talbert, the Council went on record favoring the sale of approximately thirty tax deeded lots on or about March 1, 1940. H A Overmyer The .Clerk read a letter from Harry A. Overmyer offering the sum of makes offer on lot $75.00 for Lot.22, Block 711, Wesley Park Tract. The letter was accompa nied by a check for $7.50 as evidence of good faith. The bid was ordered filed. Petition for' The Clerk read a petition signed by a number of property ,owners asking light at alley, that a light be placed on llth Street at the alley between Main Street and Lake Avenue. Light on Councilman Morehouse recommended that a light be placed at the north- east .'side east corner of Huntington and Baltimore and, on motion by Chamness seconded by Henrickson, the City Engineer was authorized .to install lights at the -above named locations. Monthly reports • The Clerk read monthly reports of the City Treasurer, City. Clerk, City Judge, Building Inspector, Chief of Police and City Collector and, on motion by Talbert seconded by Henrickson, same were accepted and ordered filed. Annual report of auditors The Clerk presented annual report of the auditors and read therefrom excerpts calling attention to delinquent license and personal property tax.and other matters and, on motion by Hen- rickson seconded by Chamness, the report was received and ordered f iled. Resolution The Clerk read Resolution No. 856 authorizing the City Engineer #856 to employ a general utility man at a monthly salary of $145.00 per month and, on motion by Talbert seconded by Chamness, Resolution No. 856 was passed and adopted by the following vote: • AYES: Councilmen: Morehouse, Chamness, Talbert, Henrickson, McCallen. NOES: Councilmen: None. ABSENT: Councilmen: None. eCmployedas VincentOn motion by Morehouse seconded by Talbert, T. C. Resolution The Clerk presented and read Resolution No. 857;placing certain #857 street department employees on a monthly salary and, on motion by Henrickson seconded by Chamness, Resolution No. 857 was passed and adopted by the following vote: AYES: Councilmen: Morehouse, Chamness, Talbert, Henrickson, McCallen. NOES: Councilmen: None. ABSENT: Councilmen. None. Ord. #431 City #431-' The Clerk gave Ordinance No. 431, an ordinance of the City of let reading Huntington Beach fixing the salary and bond qualifications of the city treasurer, its first reading at this time. Ord.#432 The Clerk gave Ordinance No. 432, an -ordinance providing for the Reg. of bicycles 1st reading registration of bicycles, its first reading at this time.. � Demands On motion by Talbert seconded by Chamness, demands approved by the Finance Committee were ordered paid. Seats on bluff Mayor McCallen spoke relative to building seats along the bluff on the beach. He stated that there was considerable unemployment in the city and recommended that the City proceed with the installation of cement seats along the bluff and that the work be done by heads Page 3 - Minutes Dec. 4, 1939 i r _ ' of needy families of the City. Adv. for On motion by Talbert seconded by Chamness, the.City Clerk was bids Imp. of authorized and directed to advertise for bids for the improvement of, beach front the beach front by installing cement seats along the bluff easterly from the municipal pier. ; Bids to be opened and examined at 1:30 P.M. Friday, December 22,'1939. wheel tax Attorney Don Petty appeared before the Council relative to the Ord. City's wheel tax ordinance. He read, for the Council's information, b Assembly Bill #2636. He asked the Council that no further action be taken by the City until the case now pending against Hal Cousins is decided by the Court. He also asked that if in the event the Court rules against them that the City Council agree to -accept a license on one truck only and -be -allowed to use other -trucks during the time. He stated that this practice is being followed by the cities of Santa Paula, Oxnard and Montebello. Hal Cousins asked the Council to let the matter ride until the Court's decision is rendered which he -,said would be about six weeks and in the event the decision was against the trucking companies, he would come in and try to make some arrangements. Mayor McCallen sug- gested that all license be paid which could be done under protest until after the Court's decision. At the conclusion of the hearing the Mayor informed the attorney and truck owners that the City Council would make no definite promises concerning their future course of action.
