HomeMy WebLinkAbout1939-12-22MINUTES Council Chamber, City Hall, Huntington Beach, California December 22, 1939 Pursuant to adjournment of December 11, 1939, the City Council met and was called to order at 1:30 P.M. by Mayor McCallen. Councilmen present: Morehouse, Chamness, Talbert, McCallen. Councilmen absent: Henrickson. Ord. #431 passed - The Clerk presented and read Ordinance No. 431, an Ordinance of Salary of City Treasurer the City of Huntington Beach fixing the salary, bond and qualifications for the City Treasurer; this being the second and final reading of Ordinance No. 431. On motion by Talbert, seconded by Morehouse, same was passed and adopted by the following vote: AYES: Councilmen: Morehouse, Chamness, Talbert, McCallen. NOES: Councilmen: None. ABSENT: Councilmen: Henrickson. Ord. #432 passed - The Clerk present.ed and read Ordinance No: 432; an Ordinance pro - Bicycles Case dismissed - Hal Cousins Repair of Pier viding for the registration of bicycles, this being the second and final reading of Ordinance No. 432, On motion by Morehouse, seconded by Talbert, same was passed and adopted by the following vote: AYES: Councilmen: Morehouse, Chamness, Talbert, McCallen. NOES:. Councilmen: None. ABSENT: Councilmen: Henrickson. The Clerk pre.dented and read a statement from Attorney Don Petty, to the effect that the case of Hal Cousins and others against the City of Huntington Beach was being dismissed. The matter was referred to the City Attorney with instructions to file same in the office of the County Clerk, The Clerk read a letter from J.W.B. Blackman, construction engineer of Long Beach, California., calling attention to his past experience in the construction of piers in and around the City of Long Beach, and hoes to make a study of and deliver a written report covering the construction of the Huntington Beach Pier, whereupon the following motion was made by Chamness: "That J.W.B. Blackman be employed to check plans and specifi- cations for work to be done in the construction of the Huntington Beach Pier and submit a written report together with his recommendation cov- ering same for the sum of $250.00." The motion was seconded.by Council- man Talbert, put and carried unanimously. City Eng. The Clerk read a letter from City Engineer Overmyer „ suggesting that immediate repairs be made on the existing pier, that the estimated cost should not exceed $500.00. He called attention to a letter from the California Gunite Company in which they propose to do the work under his supervision, at an approximate cost of $500.00. .On motion by Talbert, seconded by Chamness, the City Engineer was authorized and directed to f at 1 • A Page 2 - Minutes Dec. 22, 1939- �99. employ the California Gunite Company to make the necessary repairs, • cost not to exceed the sum of $500.00 and work to begin as soon as s possible. Charter The Clerk presented and read a certificate of ratification by amendment electors of the City of Huntington Beach, of a certain Charter amendment and, on motion by Chamness seconded by Morehouse, the Mayor and Clerk were authorized to execute same on behalf of the City. The City Attorney was authorized to forward same to the proper authorities. Councilman The Mayor appointed Councilman Talbert on the Finance Committee in Talbert - Finance the absence of Councilman Henrickson. Resolution - A Resolution of Joseph Rodman Post was read by the Clerk, the Reso- ° Joseph Rodman +� Post lution called the Council's attention to the unsightly appearance of the Pacific Electric Depot and suggested that'the City Council endeavor to have the structure removed. The Resolution was ordered filed and the Clerk was directed to write the Joseph Rodman Post thanking them for their recommendation. Councilman Morehouse stated that a number of 1 promises had been made by the,Pacific Electric Company to improve conditions by removal of the old Pacific Electric Depot, and recommended that the City Council again ask the Pacific Electric Office what their intentions are. Councilman Talbert said that he believed it would be a good plan to have the Pacific Electric tracks removed from.Seal Beach to Newport. The Mayor appoint- ed Councilmen Morehouse and Talbert as a committee to investigate these matters in connection with the Chamber of Commerce, the Joseph Rodman Post and others and report back to the City Council.. Demands On motion by Chamness seconded by Talbert, demands approved by the Finance Committee were ordered paid. Subways Councilman Talbert suggested that the City Engineer take the matter of building a subway under Ocean Avenue up with the State Highway Commission. The Clerk read a resolution from the Joseph Rodman Post recommending that the City take some action toward constructing subways at the intersection of Main and Ocean Avenue and elsewhere. The Resolution was ordered filed and the City Engineer directed to make an investigation and report to the Council. Agreement On motion by Morehouse seconded by Talbert, the Mayor and Clerk were authorized to execute an agreement with the Holly Sugar Corporation allowing Ray Ya.kura to raise beets on the 40 acre tract leased from the City. Renewal of On motion by Chamness seconded by Morehouse, the Mayor and City Clerk lease - P.E.Ry. were authorized to execute renewal of the lease with the Pacific Electric Railway covering a strip of land on the south side of the Pacific Electric N tract adjoining Ocean Avenue. Mrs. White Mrs. Stella White presented the Council with a Christmas card expressing appreciation for kindness during the past year. Page 3 - Minutes Dec. 22, 1939. 400 \j Garden Club Sun -dial - Mayor McCallen informed the Council that the Garden Club had Sun-di • presented the City with a sun -dial to be installed at Lake Park. The City Clerk was instructed to write a letter to the Garden Club thank- ing them for the sun -dial. Stagnate water Councilman Talbert called attention to pools of stagnate water along portions of the abandoned ditches in the low lands. The matter was referred to the City Engineer and Sewer Committee. Bids on concrete seats This being the time set for opening and examining bids for the on beach front. construction of reinforced concrete seats and other improvements on the Bids rejected Reso. # 860 - seats Seats Adv. in H.B.News Insurance on Pier beach front, the Council opened and read the bid bf California Gunite Company, Inc. The bid was accompanied with the notice inviting sealed bids and the proposal was submitted Qh a regular form prepared by the City Engineer and the amount of same was $6,040.00. On motion by Morehouse seconded by Chamness, the bid.of the Calif- ornia Gunite Company, Inc. and all other bids were rejected and the City Attorney was authorized to prepare a resolution accordingly. The Clerk read Resolution No. 860 rejecting all bids for the const- ruction of seats and other improvements on the beach front and declaring that the work can be done at less cost by the City and, on motion by Talbert seconded by Chamness, Resolution No. 860 was passed bydthe following vote: AYES: Councilmen: Morehouse, Chamness, Talbert, McCallen. NOES:. Councilmen: None. ABSENT: Councilmen: Henrickson. On motion by Talbert seconded by Chamness, the City Engineer was authorized and directed to proceed with the work of improving the beach front by the installation of concrete seats and other work as per plans and specifications now on file. On motion by Morehouse seconded by Chamness, the Council appropriat- ed the sum of $$320.00 to cover a two page advertisement in the Huntington Beach News, issue of Thursday, December 28, 1939. On motion by Talbert seconded by Chamness, the City Clerk was directed to secure proposal and rates for insuring the Municipgl Pier and submit at the next meeting of the City Council. Ins. on Sewage The Clerk read cancellation of Insurance Policy SPF-1641, in the Plant cancelled amount -.of $80,000.00 on the Huntington Beach Sewage Treatment System, can- cellation to be effective as of December 24, 1939, and on motion by Talbert seconded by Chamness, the cancellation was accepted and ordered filed and the City Clerk was directed to make demand on the Home Insurance Company, through their agents, for return of prorates premium-. The Clerk was also directed to immediately make application to local insurance agents for an insurance policy similar to the one above mentioned. The policy written by Robbins -Henderson Ltd. covering the above named, presented and effective I. M 6. 1 LIM as of December 22, 1939, was ordered returned to the agents. Page 4 - Minutes Dec.22, 1939. 40'1: Vacation - On motion by Talbert seconded by Chamness, T. C. Vincent was allowed T.C.Vincent vacation with pay December 26th to 29th, inclusive. Vacation - On motion by Chamness seconded by Morehouse, the City Clerk was C. R. Furr allowed vacation with pay December 26th to 29th.
